NEW BUSINESS: Syke's — 202-2" d Avenue West — Dave Jolly and Ray Thompson have
purchased this and are upgrading the existing site. They are on a tight time frame. They will be
putting in new storm drainage improvements, a new bathroom area, new seating area, an extended
entry area, and a sun room. Liechti presented the project, and he believes that LHC will be the
contractor. They have scheduled their grand opening for the restaurant on October I't. They will
be redoing the parking lot with new spacing for better access and for fire vehicle access. This will
include resurfacing and repainting. They will be putting in new "dark skies" lighting in the
parking area, with concrete bases. The electrical engineer is working on the cut sheets and the
photometric plan. The parking to the west across the alley is also owned by Syke's and will
eventually be redone. The parking spaces marked van accessible/handicapped spots outside of the
door (don't meet dimensional standards) could be stripped off as a loading area and then using the
spots immediately to the west as the handicapped spots. They will be expanding the existing
covered entryway into more of an air lock entry with a covered patio and getting rid of the
existing restrooms. The restaurant will basically remain the same and they like the counter idea.
The sun room will have windows, sky lights, and landscaping as an informal coffee
drinking/lounge area. Their second exit and travel distance was discussed. They plan on going
with block construction like the existing building so it won't look like an addition. Landscaping
should be put in front of the building if possible. The kitchen is being completely redone to be in
compliance. They will no longer have a grocery store area. They would like to start on removal
of the pavement, trenching, and grading and remove the lights, install the storm drainage
collection system, and then the conduits for the lights. They will need to get a Demolition Permit
and a Stormwater Permit from Public Works first. They are pouring concrete for their storm
drainage already. We may be able to get this approved through Site Review by next week.
OLD BUSINESS: Ashley Square — 1325 Hwy 2 W — The one issue left to resolve is how their
parking lot interfaces with Corporate Drive. They were going to work with MDT regarding the
roadway with 24' wide curb cuts with a raised curb instead of a rolled curb. They are getting
ready to run the concrete up to the curb line at Bojangles. There's an access into Bojangles and
the one into the parking lot for that mall ideally should be directly across from it. The committee
would like to see a five foot landscaping buffer between the sidewalk and the parking area.
Freyholtz will do some follow-up with MDT and find out what has been decided. There is no
sidewalk on the east side, but there is sidewalk on the parking lot. The access is divided. Murray
Craven arrived with an updated drawing from MDT. It shows a four to five foot sidewalk poured
right from the edge of the building all the way to the road. This defines the access through there.
We need to get a five foot landscape buffer along there so people won't drive over the parking
lot and the curb. The survey shows that this area is owned by the building owner. Bojangles will
be putting in the same sort of buffer. The building currently has two addresses; one on Corporate
Drive and one on Hwy 2 West. KFD would like the building to use only one address, and would
prefer the Corporate Drive address. Initially, there was a swale proposed before Corporate Drive,
which is quite a bit lower. This is passed through Site Review with the requirement for the five
foot landscape buffer. They will get their Building Permit sometime today.
PLANNING OFFICE ITEMS: Dance Studio — Request for a Use Permit and Zone Change for a
dance studio in the 2,200 sq ft commercial building east of Edgerton School, between the school and
Whitefish Stage Road. There is only a crawl space in the lower level for utilities that will not be used
by the studio.
OTHER REPORTS: MDT's Alternate Route — is scheduled to open at the end of October.
Once completed, you will be able to drive from Gardner's, all the way up to Hwy 2.
