Kukulski, City Manager SUBJECT: Monthly Activity Report for March FROM: Jaynes Hansz, Public Works DATE: April 5, 2004 Highlights of monthly activity for the operating divisions of theblic Works Department for the month of March 2004 are as follows: ENGINEERING DIVISIDN • Assisted City Manager to prepare a briefing on City utility planning effort. • Participated in a County Board of Health meeting to review the City's WWTP and other facilities. • Assisted Fire Department to review proposals for new fire hall. • Completed initial threat assessment portion of the Water System Vulnerability Assessment Project. • Reviewed with City Council options for extensions of service and reimbursement of costs to developers. • Reviewed with MDT the options for construction management for the Meridian Road project and directed consultant to expedite utility plan effort for April 13 plan -in -hand review. • Reviewed options for improving Granrud Lane with City Manager and Planning Director. • Initiated weekly review and update meetings with consultant performing construction management for US 93 project. • Met with representatives of DNRC, Owl Corp. (developer) and developer's engineer regarding potential extension of utilities through Section 36. • Reviewed with City Manager and City Attorney the options for use of vacant property behind the City shop. • Completed assembly of specifications for Noffsinger Springs Building Lead Abatement Project. • Reviewed shop drawings for water and sanitary sewer material for U.S. Highway 93 South Project. • Reviewed and approved construction plans for the Three Mile Subdivision. • Held a technical briefing on proposed upgraded file server for the Public Works Department. ENGINEERING DIVISION continued... • Attended update on U.S. 93 Bypass sponsored by the Montana Department of Transportation. • Met with Grandview Drive pump station design consultant and neighboring landowner representative regarding site requirements for the proposed pump station. • Held preconstruction conference for Three Mile Subdivision. • Made assessment and wrote memo on current student safety conditions for Cornelius Hedges Elementary School. Met with school principal to discuss assisting with placement of bollards to replace jersey rails. • Reviewed the Spring Prairie Center Basis for Design Review to ensure compliance with City design standards. • Prepared system development charges for sewer and water for various projects. • Associate Civil Engineer attended the ACI Flatwork Technician certification course. • Began traffic study for Edgerton Elementary School zone on Whitefish Stage Road. • Assisted the Project Manager with measuring of potential sidewalk projects. • Associate Civil Engineer attended a traffic control seminar in Missoula. OFFICE AND STAFF There were 18 emergency call -outs for the month of March: ■ Water Division — 5 ■ Sewer Division --- 5 ■ TSS Division — 2 ■ Street Division - 5 ■ WWTP - 1 ■ Total — 18 CENTRAL GARAGE 95 Repair orders were completed during the month of March: ■ Police — 14 Streets — 31 ■ Fire — 4 ■ Garbage - 9 Others - 37 ■ Total — • Continued regular maintenance of City vehicles and machinery. • Replaced radiator in Parks Department's small boom truck. • Replaced main brooms in tenant sweepers. • Rebuilt rear brakes on the Water Division's van. • Repaired hydraulic lines on garbage truck. • Repaired hydraulics on Tennant sweeper. • Repaired water systems on Elgin and Tymco sweepers. • Repaired coolant leak on Street Division's grader. • Serviced and repaired Parks' equipment for spring. • Began removing snow tires from City vehicles. • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON Continued video and jet cleaning of sewer lines Monday through Thursday. Performed weekly maintenance of twenty-one lift stations each Friday. Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 9 containers to new customers: 0-90 gallon, 5-100 gallon, 0-400 gallon, 4-300 gallon. • Repaired 0 containers: 4 - 90 gallon, 3--- 300 gallon, 4- 400 gallon and responded to 10 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Various cold mix patching on City streets. • Removed a tree stump on West Wyoming for the sidewalk project. • Removed bushes from West California and West Wyoming for the sidewalk project. • Bladed alleys. • Washed all Streetscape sidewalks. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE. • Produced 71 M gallons of water: 14 M gallons upper zone and 57 M gallons lower zone. • Injected 281 gallons of sodium. hypochlorite, 12% solution to maintain an average chlorine residual of 0.28 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Painted interior walls of Buffalo Hill Well Pump House. • Changed turbine oil in all pumps. • Completed annual oil, oil filters, fuel filters, and general maintenance on generators. • Installed splashboard-wall board at the Depot well. • Repaired door at Grandview Well pump house. • Switched power at Armory Well overhead to underground - Nelson Electric. • Moved fittings (sand filter) and VSD to Noffsinger. • Gathered data for Joni Emrick, WWTP Manager, and Andrea Vickery, DEQ, for the annual 2003 data. • Transferred fuel for generators, repaired CL2 equipment. • Met with engineers and contractors on the Hwy 93 South electrical upgrade at pump stations and Noffsinger Spring building upgrade. WATER CONSTRUCTION AND SYSTEM REPAIR: • Tagged 47 delinquent accounts on the East Side of Kalispell. • Meter maintenance and change out on going. • Completed 98 work orders during the month March. • Continue to fill fire hydrants. • Assisted the Street Division with snow plowing and street flushing. • Cleaned equipment. • Continue to break down water meters. • Randy Vickhammer and Bill Corpron attended the 12th Annual Spring School, • March 17th, 181h, and 19tb, • Completed a 6x3/4 water tap at Ist Avenue WN and Washington Street. • Attended Foreman's meeting at the WWTP. • Cleaning valves on the east side for fire hydrant replacements. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Completed spotting I" Avenue East from Montana South to 5"' Street East. • Installed two temporary "No Double Parking" signs on the north side of Trinity School per request from PD. • Changed # 136 metal Haloid alley light. • Worked on the phone modems at I" Avenue West and 2"d Street West and at I" Avenue West and 4th Street West. • Replaced damaged "Stop" sign at North Main Street and East Oregon Street. • Delivered cones to North Main & East Montana for a motor vehicle accident. • Closed off parking for Parks Department for tree pruning at various locations during the week. • Signed and barricaded for the St. Patrick's Parade on March 17th. • Removed the Building Association's banner and installed the Ducks Unlimited banner. • Repaired numerous bad bases on signs in the business district downtown. • Reprogrammed the coordination program for the downtown area. There were problems with two of the controllers. • Painted curbs yellow by the mailboxes to eliminate difficulties in mail delivery in the Buffalo Stage Subdivision. • Set out counters on 10th Street West in the 00 block. • Measured Three Mile Drive to check on distances for speed limit signs for the Public Works Department. • Repaired the City Airport runway lights that were damaged during plowing operations. • Checked phase selectors on signalized intersections to see if we have any that need updating. There are 21 to update. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 148 Work orders were completed during the month of March. • 452 Lab tests were performed during the month of March. • 27 Loads of sludge were hauled during March. • 140,080 pounds ofbio-solids were pressed. • Permit Report for. There were no permit violations. The total month flow was 73 million gallons with an average daily flow of 2.5 million gallons.
