07-11-83 Street & Alley Comm MinutesThe Street & Alley Committee met at City Hall Conference Room on Monday, July 11, 1983 at 3:15 P.M. In attendance were Chairman O'Boyle,Councilmen Vidal and Ruiz and Street Foreman Clements. Councilman O'Boyle reported that the Ace Hardware store in the former Peavy- Thunderbird location has requested permission to erect a sign, stating that the nearby liquor store has installed one. It was decided that the Highway Department would not allow a sign placed on the right-of-way. No one seems to know who gave the liquor store permission to place their sign. Chairman O'Boyle distributed listings of streets and alleys in need of repair. Problem areas other than those listed were also discussed. It was felt that first priority should be the dust coating and overlay at Woodland Park; then the ponding problem at Linderman school will be addressed. Third priority will be Fifth Avenue W.N. in the Trinity Lutheran School area, followed by Wyoming Street near Russell School. Councilman Ruiz brought up the drainage problem at Northridge on the east side of the Schwartz vacant lot, and Chairman O'Boyle stated that he had been contacted by Dr. Flagg regarding drainage problems at his residence. The problem seems to be the fact that his garage was built lower than the street. Chairman O'Boyle stated that an understanding would be reached with Dr. Flagg that in the event the street is reconstructed, the city would not be responsible for garage leakage. This area is at 12th Street, between Main and First Avenue West. A request has been received from the property owner next to the Coca Cola plant, asking that the street be swept. It was determined that this property is within the oil sprinkling area and has been swept periodically, but Street Foreman Clements agreed to have it swept again. Chairman O'Boyle will compile an updated list of street and alley repairs as well as a listing of culverts to be removed. The bids for gravel were discussed, Pack & Company did not submit a bid because there was a problem with the Specs. The bid from McElroy & Wilken was lower than last year's bid because the Specs were changed to allow for the city to do the hauling. Since the bid was referred to the committee with power to act, and the price and quality were satisfactory, the bid will be awarded to McElroy & Wilken. Francis T. O'Boyle, Chairman Street & Alley Committee ms WN The following streets and alleys that should have repairs made to them, culverts need to be removed in many of the streets and avenues as they are either plugged or broken up. This causes a drainage problem which then damages the surface. 1. Woodland Park overlay on the curb section of the driving lanes. Seal coat the gravel driving lanes. 2. Do something about the "duck pond" by Linderman School, on First Street, between 1st and 2nd Avenues East. 3. Reconstruct a block or so on Fifth Avenue W.N. in the area of Trinity Lutheran School. 4. Reconstruct Wyoming Street by Baptist Church. 5. West Colorado needs to be rebuilt, there is a piece of property that we have to acquire for the completion of right-of-way. 6. Reconstruct 1 block of 12th Street West from Main to 1st Avenue West. Chip and seal coat Meridian Road north from Highway #2 to Circle K Store. Redo the intersection at lst Avenue E.N. on Oregon Street, also the intersection at 3rd Avenue E.N. and Oregon should be removed. Remove curb between 4th and 5th Avenues E.N. on California Street; because of the con- dition of the street and settling this should be replaced. Repair some of the bad spots and overlay Meridian Road south of Highway #2 to 7th Street West. Rebuild 2# blocks on lst Street West from the alley of Jimmy's Shop, on west to 5th Avenue W. that would complete this street through. Center Street needs to be completed as to being rebuilt from 4th Avenue East to 6th Avenue East. There may be a right-of-way problem here. The street known as Crestline Road in Northridge needs looking at for reconstruction and drainage.
