SUBJECT: Meeting Re: Dispatcher Decertification

A meeting was held this date regarding the above subject. In attendance were
Sharon Donaldson of Council #9, Steve Klingler, President of KPA, Becki Payne
President and Paul Marino, Vice President of Local #256, and Mayor McDowell.
The purpose of the meeting was to act upon a request for the decertification
of four dispatchers from Local #256 to join the bargaining unit of the Kalispell
Police Association.
President Payne stated that.since they worked more closely with police officers
they felt they would have better representation from KPA. At a recent AFSCME
meeting, with 18 members in attendance, a vote was taken and passed to allow
the dispatchers to become members of KPA.
Sharon Donaldson stated that there was no problem in allowing the dispatchers
to move from one bargaining unit into another, but stressed that continued
protection was vital and the dispatchers could not be released until they
could directly join KPA. An agreement must be approved and signed by the
KPA officers.
Representatives requested that a meeting be arranged with the Employment Committee
and/or City Council for the decertification of dispatchers from Local #256, for
membership in KPA.
Donaldson requested clarification on the positions of 2 foremen and 1 janitor.
It was felt that a trade could be accomplished between bargaining units for
the transfer of the dispatcher positions to KPA.
