TUESDAY, JANUARY 11, 1983 CONFERENCE ROOM, CITY HALL Those present were Mayor McDowell; Councilmen O'Boyle, Ruiz, Nybtul and Saverud; Fire Chief Doty, Police Chief Stefanie, City Attorney Neier, Director of Public Works Hafferman and Street Foreman Clements. Chairman O'Boyle presided. Lorraine Bundrock, FVCC representative, requested permission to close lst Street between Main and First Avenue East. The college intends to conduct a snow sculpture contest on January 26th from 8:00 A. M. until Midnight. Department heads saw no problem. City will furnish sawhorses for the barricade. A fire lane will be kept open on both sides of the street. Request granted. Councilman O'Boyle read a letter from James Scharen asking the Council to either purchase Lot A of Porta Villa Subdivision II or release the street dedication which shows on the plat from November 24, 1976. The language reads "reserved for street dedication" and clouds the title. After discussion the committee decided that we should decide if we need it for a street and get the dedication or release it. If we need it, Mr. Scharen should dedicate it to the City and get it off the tax rolls. Director of Public Works Hafferman explained how a sidearm garbage truck operates. Also described the containers and how they work in areas where there are no alleys. These areas have a 90 gallon container on wheels which can be kept in a garage until pickup day and then wheeled to the street. In alleys, there are three 300 gallon containers which are used by all the residents in the block. Containers are purchased by the City and guaranteed for 5 years. Containers would cost about $132,000.00 and the truck about $72,000.00. Initially you could start with just one side of town. With a lease purchase we could finance from our present budget. Discussion on letting a private hauler pick up city garbage. Councilman Nystul stated that the City can pick it up cheaper because we can bill with tax notices. The records show quite a number of industrial accidents for the garbage personnel. Councilman O'Boyle stated that he will bring this up again for a decision on how to handle garbage pickup. Councilman O'Boyle asked why there were so many leaves left and not picked up. Crews were busy on Arizona Street. The sweeper did not follow the loader and there was just a poor job done on leaf pickup this year. Mayor McDowell stated that it would be done better next year. When spring comes, it was recommended that the crews get out with two sweepers and clean up the streets. Discussion on snow plowing and why the media stated that the city policy was to plow the snow and then push it back into the street. Mayor McDowell explained that it was an experiment to try the way the State does. It was tried on Meridian Road, but did not work because the weather turned cold, it froze and made a thick layer of ice. It seems to work on highways where there is a lot of traffic.
