11-19-82 Parks Comm MinutesThe Parks Committee met on Friday, November 19, 1982, In attendance were Chair-
man Gayle Vidal, Councilmen Francis T. O'Boyle and Paul Palmer and Parks Superin-
tendent, Pieter Drent,
Pieter presented a drawing of proposed plans for Dry Bridge Park, along with a
$55,000.00 budget. $21,000.00 of this has been expended to date. He stated that
after the initial work is done, the area will be pretty rough, thus the need for
the estimated $8,000.00 topsoil and fill, with ultimate additional grading.
HCL has the contract now, and hope to work for the next 60 days (weather permitting)
with the dike and rough work, grading, etc.
Councilman Palmer reminded the Committee that residents in the area were promised
that they would be called in to take part in the planning for Dry Bridge Park,
Supt. Drent stated -hat he was in close contact with these people and would continue
to keep them informed. Councilman Palmer also stated his concern about parking.
Supt. Drent plans to eventually get mix containing wild flowers and grasses for
hillsides, also inexpensive shrubbery and will grade for a walking path.
Councilman O'Boyle urged the Committee to keep involved authorities, i,e. Fish $
Game Department regarding the bridge, etc, informed on progress.
Other items discussed were: road closure, possibility of flooding a. portion of
this area for a skating rink, an old building located in the area. Councilman
Palmer suggested making a list of the problems involved. Fie again felt that keep-
ing in close contact with property owners would prevent a. need to back -track.
Supt. Drent introduced two proposals for the swimming pool contract, After dis-
cussion it was unanimously agreed that the Aqua T system proposal in the amount
of $2,100, was geared more for new pools. The background of this organization
appears to be more closely related to recreational programs, feasibility studies,
work shop lectures. The proposal in the amount of $2,S00 from Smith 4 Company is
more in keeping with our needs for a pool specialist.
Councilman Palmer moved to accept the proposal from Smith & Company; Seconded
by Councilman O'Boyle.
The desirability of having a City representative sit on the Parks Board was dis-
cussed. Councilman O'Boyle pointed out that there might be a better opportunity
in D-;arch or April to discuss this with the new County Commissioners
Supt. Drent reported a pair of swans missing from Woodland Park, There is no
evidence of them being injured, so it was felt they were simply taken front the
park. All members agreed that better patroli.ng of the park, with tickets being
issued for exceeding the 10:00 P.M. limit, might prevent future ha.ppe.nings such
as this.
The Committee was advised by Supt. Drent that an accounting system has been in
effect with the Sorensons since 1980 so that each bird and each transaction is
recorded.
