Chairman Paul Palmer, Councilmembers Gayle Vidal and Francis O'Boyle. Councilman
Saverud was out of town and Councilman Ruiz was unable to attend.

CENTLL'---""7. Councilman Palmer stated that the committee would make recommendations
to the City/County Planning Board to initiate a P.U.D. District. He feels that the
City would be in a better position in this type district since there is no cost for
sewer, water or roads;.everything is private, P. U. D. would be an alternative to
spot zoning, as a point of control. Only periodic changes of administration would
vary control. He recommends that the City advise the Planning Board to get all.of
the facts and make recommendations to the Council,
Discussion followed as to the actual dividing line in spot. zoning.
Items to be put on the agenda for the December 6 Council Meeting are:
(1) Discussion of directives coming from the City and not the City/County Planning
Board. Information should come from them;~they are a act i 'boaV"
(2) Reduction in the amount of 37 zones in the city. What is the recommendation

(3) Pyramid Planning -- how effective? --is it proper? Stops non -conforming use

be -put in non -conforming areas; this is "complimentary planning". Have
City/County Planning Board consider and research a group pyramid plan.
