11-08-00 Airport MinutesCity of Kalispell Minutes from November ber 8, 2000 Meeting The meeting began at 3:45 p.m. Present were: Chris Kukulski, Mike Baker, Craig Kerzman, P. J. Sorenson, and Kathy Kuhlin (staff), Gib Bissell, and .Keith Robinson. Also present was Phil Porrini from Robert Peccia and Associates. Phil Porrini from Robert Peccia and Associates presented some site plans and discussed site selection criteria. He asked the airport board to fill out a form (attached) noting the importance of each item. The forms need to be mailed to Phil at least a week before the next meeting. This will cover no more than five sites. The Independent Fee Study is due back any day according to Mike. He will contact Crary Gates at the FAA and, if the fee falls within the ten percent allowable amount, the final contract will be filed. The FAA will not approve each stage along the way until the entire Environmental Assessment is completed. We need to obtain the land in full rather than obtain an easement unless it is a last resort. Phil requested the electronic versions on the Airport Layout Plan prepared by Morrison--Maierle. we will locate our copy or request new ones from Morrison-Maierle. Phil stated that regarding public meetings, the fee amount on task orders includes one informal meeting and one public meeting. And then up to three meetings at the cost of $ , 5 00 per meeting. Phil will make those changes on the contract and send there over to us. The Environmental Assessment will discuss the antennas but the solution does not need to be made ahead of time. If we can get a clear Environmental Assessment, we have a three year open window to make improvements. The meeting was adjourned at 5 : 00 p.m. The next regular meeting will be Wednesday, December 13, 2000 at 4:00 p.m. Kathy Kuhlin Recording Secretary Kalipsell City Airport Site Selection Criteria Airport Board Evaluation lll8loo Relative Importance High Medium Low S 1 4 1 3 1 2 1 Aeronautical Considerations Airspace Obstructions Expandability Wind Alignment/Weather Airspace Assessment (conflict wIGPIA) Instrument Capabilities Proximity to Other Airports B l acktail Mountain Radar Coverage Non -Aeronautical Considerations: Public Acceptance/Support Consistency wl Areawide Planning Compatible Land Use Development/Land Costs Surface Transportation Proximity to Kalispell Environmental Consequences Floodplai nslwetlands Economic Benefit to Kalispell Available Infrastructure FAAI RPD RTSI K A L I S PE L\b rdse lee. d o c
