09-15-00 Airport MinutesCity of Kalispell Minutes from September 15, 2000 Meeting The meeting began at 4:00 p.m. Present were: Chris K.ukulski, .Nike Baker, Craig Kerzman, P. J. Sorenson, and Kathy Kuhlin (staff),, Gib Bissell, Mike Manion, Keith Robinson, Jinn Robischon, Art Thompson, and Toni weaver. Gib said there will be a Search Pilot Clinic with about 20 airplanes parked at our airport. Pilots will learn about flying in mountains, plane crash survival, and other important instruction. This will take place this weekend. The Montana Pilot's Association State Conference will be the weekend of September 22-24. Most activities will tape place at Glacier International Airport, but there are some pilots that want to camp at our airport. Mike Baker will have someone mow around the runways, taxiways, and tie downs. There will be a shuttle bus between the airports and some motels. They will have their spot landing contest, flour bombing, and other activities. Gib said their are even more people crossing through the airport to go shop at Rosauer's, and gasoline was stolen from a plane near Rosauer's. Rosauer's has refused to contribute anything for a fence. There is no money available in the airport budget for fencing. Mike Baker said he thinks the fencing would run around $45, 000, but he will check on that and will check the budget to see what funds are available. He thought that by next spring we may have enough money to extend the fence. Chris received correspondence from Peccia and .Associates that included an Independent Fee Estimate, a draft Engineering Services Agreement and a consultant list. The board decided that keeping Mike as their point of contact with copies of everything to both Chris and Gib would be appropriate. Peccia recommended four of the consultants that would be more familiar with E. A. s. Kathy will send out letters with the questions provided in the letter from Peccia specifically denoted for the Independent Fee Estimate consultants. The consultants should also be asked about their interest in the project and whether they can accomplish it as soon as possible. Mike will call Crary Gates to hold up funding and to recommend a consultant. Regarding the County zoning overlay Map, Art questioned whether we should have navigation 4. easements for all the affected areas. Peccia is doing a land acquisition plan. Chris explained that waiting for the Environmental Assessment to be complete is important and that we need to be patient. P. J. will follow-up with Narda. Airport Advisory Board Meeting September 13, 2000 Page 2 Discussion was held regarding the posting of signs at the airport that note, "Airport Property - No Trespassing". Chris agreed and Mike will look into having some signs posted. Gib will check with the State to see if signs are available through them.
