PERFORMANCE BOND REMINDERS: Cornerstone was going to extend their SIA for
landscaping, but nothing has been submitted yet, and their bond is expired. We need updated
Letters of Credit.
OLD BUSINESS: Syke's — 202-2" d Avenue West — This was approved last week, but they
have made some changes. The existing parallel parking spots in front of the barber shop were
discussed. They barber shop would like to keep them there. They have striped out an area in
front of the door. The committee prefers a five foot landscape island in front to define the
parking spaces. Mark Johnson stated they could put in a pre -cast concrete planter box as a
barricade at the front of the two parking spaces. A "Do Not Enter" sign was also discussed.
They would be willing to do free standing, over sized planters instead of trees as recommend by
Architectural Review because of a lack of irrigation there. Fincher noted that trees only require
watering for the first two years and then take off on their own, and that planter boxes tend to end
up being cigarette boxes. Tree gators can be used and only need filling once a week. Traffic
visibility needs to be considered with whatever they decide to use. They will come up with an
idea on paper and bring it back next week. The outside refrigeration units were moved and a
dumpster was added. Evergreen Disposal is okay with their container being enclosed, and a
couple of bollards were put in to help guide the garbage truck. Public Works is okay with the
enclosure doors swinging into the alley. They need to note on the plans that the dishwasher will
be taken off the grease trap and plumbed through the sewer on the second phase. They have
contacted the dishwasher manufacturer and were told you could run cold water through the trap
to avoid having the grease go through. Public Works would like to see this proposal, but would
ultimately like the long term solution to be having it taken off the grease trap.
Immanuel Lutheran Home/Buffalo Hill Terrace — expansion of existing nursing home and
senior living apartments — They will be doing earth work this month and the building on
December. There were a number of conditions with the CUP that we wanted to make sure were
addressed. Condition #4: The modified landscape island design along Claremont was put in the
drop-off, where they reduced the parking and widened it. Condition #5: Site plan needed to be
modified to include a sidewalk connection between the proposed sidewalk just west of the Rehab
and Therapy Cottage and the existing sidewalk along Claremont, which was completed.
Condition #7: The four parking spaces west of the main entrance needed to be redesigned, which
was completed. Owner needed to work with the Parks Department to modify the landscape plan
to include trees within the boulevards on Claremont and Crestline. Fincher stated they completed
that, but noted they put the trees on the back side because of the boulevard width, which is
acceptable.
Costco — 2330 Hwy 93 N; new underground, 1,500 gallon storage tank with above ground
venting equipment for fuel additive — Adding landscaping to shield the pipe areas. This is passed
through Site Review.
NEW BUSINESS: Avail — 2240 Hwy 93 S; convert furniture store to digital media facility —
previously Montana Furniture Gallery. They will have a row of 12' satellite dishes on the north
property line pointing south and one of the overhead doors will be closed in. This went through
Architectural Review. This is passed through Site Review.
291 — 3"d Avenue E.N. — convert office to retail business— north of Zip Trip on Idaho and
immediately south of Prudential and across the street from Three Rivers Bank. Change of use and
new purchaser. There is no parking in the back, so they will be taking out a portion of the fence and
putting in a concrete parking pad, including one van accessible spot and a concrete sidewalk from
there to their building for ADA access. They show a rain garden for drainage. Burnham and C.
Johnson will look at this for curb and gutter.
PLANNING OFFICE ITEMS: Expecting an application to come in next week for Kalispell
Regional Medical Center's future expansion plans. This will be coming in as a PUD. This will be a
significant expansion, ultimately a five -story building with a future parking structure. They still need
to address a pedestrian access plan throughout the campus.
OTHER REPORTS: Meridian Trail property owned by MDT and stormwater drainage meeting
at 11 a.m. today. They want to give this strip of land to the City. It is 100' x 15'. Diehl asked if
Jentz would talk to them about doing a Phase I on that before turning it over to the City.
Willows Subdivision — A realtor has a client who is interested in buying a house in the Willows
Subdivision and is concerned if there has been water in the basements there. They do have ground
water issues in that subdivision.
Property off of Woodland — A little wedge of property that the City owns. The owner next to it
would like to acquire it. The Parks Department has a trail that will go through there to the west of it.
Burnham mentioned that we are giving back the City right of way to the property owners over there
and reserving an easement through there for sewer. This is to the west of where this wedge is, and
Conrad might check with Zavodny on this.
