Chairman Palmer and Councilmen Nystul and Saverud present. Mayor elect
Kennedy, DPW Hammer, Surveyor Zavodny, Don Hellman and Carol Warness from the
Police Department, Tom Heinecke, Terry Powell, Ed Trippet, Bob Nieboer, and
Roger Hopkins of the Daily Interlake also in attendance.
CENTER STREET LIGHT POLES - The street lights which were ordered for
Center Street by the sub -contractor Tom Heinecke are different from those
in the rest of the City. Tom presented his reasoning for ordering those
particular lights, which included superior lighting capabilities which in
turn caused the bases and the space between the bases to be different than
for the type of lights elsewhere in the City. DPW Hammer preferred matching
the lights in the City and objected to the maintenance required for the painted
poles. Tom indicated that he had been asked to cut down on the number of
poles (originally 22) and chose to go with superior lighting and fewer poles.
C. Nystul said he had asked for specifications on lighting before the bid
was let and got nothing. DPW Hammer reminded the Committee that this had
been a rush job on the bidding because of pressure from the mall. The Committee
felt that the City was "stuck with" the poles for Center Street but that
it needed to look closely at other surrounding areas and strive for uniformity.
Tom Heinecke will come to the Council meeting and advise the Council that
an additional $1200 will be needed to paint the light poles for Center Street.
SNOW REMOVAL
TICKETS - Doran Michaels,representing FVCC students,stated that
the street had been plowed, the students parked, and then they were ticketed.
Carol Warness indicated that Daylight Donuts had done some plowing on the
street when they plowed their lot, the students parked, and then the City
came along and plowed. C. Palmer asked for suggested solutions and not just
problems and Doran said a group was working on that and would share the
suggestions with the Council when they are completed.
PLOWING SNOW INTO STREETS FROM PARKING LOTS - Ed Trippet handed
out the attached sheet and explained it to the Committee. He then asked,
"What do I get for my taxes?" The parking lot areas use no garbage removal,
no fire, no sewer, etc. In a sense, he explained, there is a penalty for
providing off-street parking if there is an extra charge for snow removal.
Wayne Saverud doesn't have the problem because he provides no off-street
parking. He pointed out that an ordinance states that the adjacent owner
must shovel off the City -owned sidewalks. He feels that there is a good deal
going between the City and businessmen now, why upset things? If the City
chooses to charge for snow removal, Ed would feel compelled to ask the City
to pay the $175.00 he paid out for having snow removed which the City, according
to the lease, is supposed to have removed.
The Committee felt that the Parking Commission needs to deal with
snow removal and asked that a copy of the review and proposals provided to
this Committee by DPW Hammer be shared with the Commission members and a
joint meeting be set up.

SNOW REMOVAL CONTINUED
KINSHELLA AVENUE AND HUSKY STREET - The gateway West Mall has requested
priority plowing like the downtown business area. The Committee felt that
they would cooperate as soon as the problems with those streets were straight-
ened out (parking, etc). The Committee also asked DPW Hammer to provide
a priority list for plowing for the whole City.
HUMAN RESOURCES BUILDING - Tom Wiggins requested plowing and sanding.
DPW HAmmer had told him the City could provide a pile of sand for him to
spread as needed. The Committee agreed.
TICKETS - Bob Nieboer said he came not representing the High School
but as a parent concerned about the situation. He pointed out that there
is no other place for the students to park. It was his understanding that
the City had a plicy to plow before school time. He listed reasons for so
many students needing parking places. Don Hellman responded that there had
been no change in the policy, but also explained that they gave tickets all
over town whenever a vehicle was bermed in by the plow. DPW Hammer said
he would make every effort to see that the area was plowed early.
152 tickets were given over a 3-day period ($10 each). Don Hellman
said that it was normal to give alot of tickets early in the season as reminders.
DPW Hammer pointed out that the ordinance states that the City Engineer shall
give advice to the Police Chief on snow removal, and he recommended warning
tickets or none at all. A ticket after the fact doesn't do much to get cars
moved. Carol Warness added that she has complaints from residents on the
off streets because plowing can't be cone because of cars in the way. DPW
Hammer pointed out that according to the ordinance it is illegal to park
even after the plowing. He expressed the opinion that the Street Department
could be more efficient and also that it would be better to bring the crew
in earlier (12 - 1 A.M.) so there would be plenty of time to cover the downtown
area and around the high school as well. The earlier time could cause some
problems with the employees and union however. C. Nystul said that the need
for snow routes is still on the pending list. A sequence (based on average
snowfall and time required to remove) is needed so accurate planning can
be done for arterials and main routes. There was more discussion concerning
equipment and plowing time. Surveyor Zavodny is to bring snow route material
gathered about a year ago to the Committee. DPW Hammer will have second
report on snow removal before the next meeting.
In additional discussion on ticketing a compromise was suggested -
if it's not plowed, don't park. Carol Warness said she put notices on the
doors of the High School and warned 11 students not to park. All 11 parked
anyway and got tickets. She ticketed only when bermed in. In this particular
instance the grader operator took it upon himself after 8:00 A.M. DPW Hammer
pointed out again that ordinance says no parking that day at all. He is
• to follow up with the High School administration concerning better use of
the parking lot and notification of the students.

DECORATIVE STREET LIGHTS - DPW Hammer reported that Antique Street Lamps
will be using a local Kalispell trucker if they can work out the timing.
They plan to ship the 18th. There was a question about one of the globes
on the sample being a different color. This was shipped in a hurry and all
globes will be uniform.
IMPLEMENTATION OF AUTOMATED GARBAGE SYSTEM ON EAST SIDE - Committee
is waiting on the City Clerk's report on funds.
RECIPROCAL AGREEMENT WITH WHITEFISH ON SIDE -ARM LOADER - Committee asked
DPW Hammer to draft a letter of understanding until an agreement could be
made. After the meeting C. Palmer drafted a cover letter and an agreement
to be presented to Attorney Neier for approval before being sent to Whitefish.
TRAFFIC SIGNAL ARROW TEMPLATES FROM TAX INCREMENT - DPW Hammer explained
that the cost of arrow templates is approximately $695. If the City hired
a contractor to paint the arrows on Center Street it would cost more. He
requested permission to purchase the templates and have the City sign and
signal crew do the work. This would also give the City a set of templates
which would last for years. The Committee agreed to this arrangement.
The Committee felt that a thank you letter should be drafted to the
• Highway Department for their help in striping Center Street. DPW Hammer
will draft the letter for the Mayor to sign.
ADVERTISING FOR STREET SUPERINTENDENT - DPW Hammer is working on a job
description which will be presented to the Committee. They felt that salary
should depend on the job description and experience, but asked that a range
be provided for their consideration. This should be done no later than the
end of December if someone is to be on hand by the first of February to learn
the ropes before Bill Clements retires.
