In theory this sounds good, but depending on the wind, temperature,
aircraft power, etc. this doesn't always work. The standard traffic
pattern for Rwy 31 is to take off on the runway heading (310 degrees)
climb to 300 feet AGL, turn left 90 degrees (heading 220 degrees), climb
to 700 feet, turn left to 130 degrees and level off. If you are leaving
the area, you continue your climb to enroute altitude and leave the
area. If you are staying in "closed traffic to practice your takeoff
and landing skills" you reverse the process by descending to 700 feet at
the end of the airport, turning left 90 degrees and descend to 300 feet
and turn left again and you should be looking down Rwy 31 and prepared
to land.
If you have left traffic (Standard at all airports) and you change Rwy
13 to right traffic and leave Rwy 31 on left traffic, you are setting
yourself up for a mid-air collision from someone coming into the area to
land from outside the area. With all the transient traffic we have, I
would seriously not recommend this. On no-wind days, pilots can land
either direction, but LEFT TRAFFIC IS STANDARD THROUGHOUT THE UNITED
STATES. I don't think it is appropriate to go non-standard for the sake
of those who don't fly. It puts those who fly in serious danger of a
mid-air collision.

This is in response to your telephone inquiry regarding General Aviation
aircraft generating noise operating to and from S27.
The airport currently operates using left-hand traffic patterns to
runways
13 and 31.
One simple solution is to modify the runway traffic pattern operations.
Runway 31can maintain its left hand traffic pattern with a minor change
for
departures.
Since aircraft departing runway 31 are operating at full power over the
city causing noise problems, a natural solution is to request the
airport
manager
to post a change for pilots to the effect " Departing Runway 31-For
Noise
Abatement Purposes, after take off, climb to 200-300 ft and turn left to
a
heading of 220 degrees to avoid overflight of the city".
For Runway 13, departure/takeoffs to the southeast do not create noise
problems. However, landings do create a noise problem. Therefore,
because
of this, the traffic pattern for 13 could be changed to a right-hand
pattern to minimize any overflight of the city.
In summation. A new right hand pattern for runway 13, and a normal left
hand pattern for 31 with a defined takeoff and departure procedure.
I hope that these recommendations help. General Aviation desires to be a
