Kukuiski, City Manager SUBJECT: Monthly Activity Report for D FROM: James Hansz, Public Works DATE: January 14, 2004 Highlights of monthly activity for the operating divisions of the Public Department for the month of December 2003 are as follows: ENGINEERING DIVISION • Met with engineer for Spring Prairie development regarding water requirements. • Met with Evergreen RSID board to discuss facility plan data. • Equipment shop foreman, John Lyons, was called to service in NG for Iraq duty that may extend for 18 months. A temporary replacement mechanic will be hired to ease work load. • Supported Kalispell Transportation Advisory Committee meeting to review status of area highway program and projects. • Continued preparation of WWTP PER and conducted final technical review meeting with engineering team. Placed PER in Library and Chamber of Commerce for public review. • Drafted resolution to County Commissioners in response to Evergreen resolution on sewer connection policy and City planning and utility service area. • Began preparation of orientation materials for new members of City Council. • Prepared RFP for WWTP sludge disposal. • Negotiated satisfactory agreement with HDR Engineers to perform Vulnerability Assessment of City water system. • Continued support of utility engineering coordination process for Highway 93 and Meridian Road projects. • Continued engineering for Meridian Road Project and began developing information to present to state Highway Commission in support of additional funding for project. • Continued work with consultant performing design for U.S. 93 and Grandview Drive sewage pumping station reconstruction. • Completed the demolition of buildings necessary for parking lot construction at Second Avenue and Second Street West next to the Hempstead Project. Contractor is LHC. • Worked with student intern from FVCC to update As -built and Subdivision Plat databases. ENGINEERING DIVISION continued... • Reached agreement with Albertsons to revise their northwest entrance onto Meridian Road in order to correct severe safety hazard caused by turning maneuvers in and out of their parking lot. • Approved construction plans for River Glen S/D, a 13 lot residential development. • Held a pre -bid conference for the El Dorita Pumping Station Replacement. • Held a pre -construction conference for Empire Estates S/D. OFFICE AND STAFF There were 13 emergency call -outs for the month of December: ■ Water Division -- 4 = Sewer Division -- 3 = TSS Division — 1 = Street Division - 5 = WWTP - 0 = Total — 13 CENTRAL GARAGE 81 Repair orders were completed during the month of December: = Police — 15 = Streets -- 25 = Fire — 14 • Garbage - 8 ■ Others - 19 = Total — 81 • Continued. regular maintenance of City vehicles and machinery. • Continue to change City vehicles over to snow tires. • Rewired right lights on garbage truck. • Replaced plow shoes and edge bolts on Street Division's plow truck. • Installed cage in police car. • Installed underbody plow on Water Department tandem. • Repaired wiring on Elgin sweeper. • Repaired rear compartment heater on fire engine. • Installed right window guards and slick rear seat in patrol car. • Responded to service call on Elgin sweeper. • Replaced fuel pump and filter in Police car. • Rebuilt brakes and exhaust in Water Division's truck. • Repaired damage and rebuilt main shaft and bearings in Street Division snow blower. • Rebuilt brakes in Police Expedition. • Installed auxiliary heater in Parking Commission scooter. • Repaired missing exhaust on ice -melt truck. • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of sixteen lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 20 containers to new customers: 0-90 gallon, 9-100 gallon, 0-400 gallon, 11-300 gallon. • Repaired 10 containers: 4 --- 90 gallon, 3 -- 300 gallon, 3 — 400 gallon and responded to 13 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Various patching on City streets. • Hooked up electricity to new truck shed at City Shop. • Ongoing snow removal and deicing of City streets. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE. • Produced 71 M gallons of water: 13 M gallons Lipper zone and 58 M gallons lower zone. • Injected 231 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.29 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Worked on Noffsinger Spring watershed concerns. • Repaired CL17 chlorine analyzer. • Worked on generator transfer switch with Cummins NW. • Met with architects and engineers on electrical upgrades. • Completed fire extinguisher inventory and installation. • Continued scraping, sanding, and doing prep work to paint pipes in pump station. • Completed V.C.M.R. testing. • Repaired numerous CL2 leaks. WATER CONSTRUCTION AND SYSTEM REPAIR: • Tagged 100 delinquent accounts on the West Side of Kalispell. • 1,511 meters were changed out in the year 2003. • Completed 87 work orders during the month December. • Continue to fill fire hydrants. • Assisted the Parks Department at old pool breaking down walls. • Assisted the Street Division with snow removal. • Main breaks at 602 Rosewood and 10"' Avenue West & 1" Street West. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Signed and barricaded for Christmas Parade. • Removed the Artist and Craftsman Banner and put up the Benefit Auction Banner for Lakeside PTO. • Repaired the bad wires in the decorative lights pull box and power box. • Replaced bad security light on south end of TSS building. • Training Street Division personnel in signal cabinet wiring. • Removed the Lakeside Benefit Auction banner. • Installed two 25 mph signs on Garland between Sherry Lane and Three Mile Drive. • Installed two yield signs at I" Street West and 3 d Avenue West for north/south traffic. • Replaced stop sign poles at Three Mile Drive and Northern Lights Blvd. - south bound, and at 11 th Street West and 71h Avenue West - southbound. • Signed the new fence for Airport Security. Wrapped four poles with yellow reflective tape. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 178 Work orders were completed during the month of December. • 484 Lab tests were performed during the month of December. • 23 Loads of sludge were hauled during December. * 122,181 pounds of bio-solids were pressed. • Permit Report for: There were no permit violations. The total flow for the month was 67 million gallons with an average daily flow at 2.2 million gallons.
