I see in your next email that you received the RFQ I drafted and will
review it.
I understand we'll hold off on the CIP for now to see what we learn
about Stokes.
Regarding the appraisal shelf-life, I can offer an opinion, but that
would be better answered by an appraiser or the FAA. Generally we start
to get squeamish after they are 6 months old and consider them out of
date after a year. However, this is really dependent on whether the
market is active in the area. If lots of sales are being made or the
prices have been recently changing, the FAA may want to at least have
the appraisers do an update to their appraisal and review appraisal.
I called and discussed this with Gary Gates. He said that if you have
been negotiating on these year-old appraisals and can come to an
agreement with the landowner they would be ok with that. If the owner
balks and says land prices have gone up, the FAA would concur that an
update is necessary. In this case if you think land has gone down some,
it sounds like Gary would support your appraisals as long as there is a
willing buyer and seller.
Attached are the 3 most recent Pre-applications for Grant Assistance we
have on file. The earlier ones were submitted, but I think you decided
not to submit the one dated FY09. However, I think what you are really
after though are the amounts from previous projects that you can claim
under an AIP in the future. The North End Surfacing Project Final
Report shows a final total project cost of $1,454,530.11. This is
reflected in the current draft of your CIP in the year 2006. The North
End Utilities were not eligible. Other than that, you now have land
purchase with exact amounts that were not known on these earlier
pre-applications. The actual numbers are listed in the CIP we have been
working on with you.

The Stokes hearing was last Thursday in Missoula. Everyone thinks the
Judge will make his ruling by the end of this week. It ended up a
circus, with the attorneys eating Stokes up. They caught him in so many
lies that it became a joke. The attorneys I talked with say he is
toast. We’ll see. I will believe it when I see the order from the
Judge to liquidate him.
We need to put together the Scope of Work and send out RFQ’s for the
engineering work and a new contract. Gary said to make sure we do this
ASAP. Are you working on that project?
As soon as we hear on the KGEZ liquidation, we can complete the CIP for
the FAA. I will come down to Helena and we can work it up together.
In your opinion, when will the Monk appraisal run out. I really want to
get this piece of land tied up.
Did you ever get into the archives and pull up the grants your
predecessor filed with the FAA? There should be two of them.

I did receive your appraisal and review appraisal of the Monk property.
As I recall, I was going to hang onto this until you found out more
following the son-in-law slip-up at the council meeting.
I will continue to "sit on it" for now and not forward to the FAA until
I hear otherwise.
CIP
Likewise, I have not done anything recently with your CIP to be turned
into the FAA in September because we were waiting to see what becomes of
Mr. Stokes.
I will be seeing the FAA on other issues and will work with them to see
how they want the CIP to reflect your reimbursements and future work.
If the Stokes hearing isn't until mid September, we should probably just
take our best guess on the CIP items related to that.
