It was the January meeting of the State Aeronautics Board. I only
brought up one issue at the meeting, and that was regarding the MCA that
allows County Commissioners to automatically place up to 2.0 mills on
the taxpayers of the County to support airports, etc. without approval
of the people. In some Counties where there are more than one NIPAS
airports, how can we recommend changes to the Code to have the funds
distributed to all NIPAS airports in that jurisdiction. The scenario is
that you have several airports in a county and the mil levy goes to just
one airport and the taxpayers are paying for that airport through their
county taxes, and then they pay again in their city for the airport the
city owns. I get complaints that they pay twice when the mil levy
should be shared by all airports.

Well in a nutshell - I think I can speak for all airports - large and
small - commercial or general aviation - that the airport community is
struggling similar to all industries. The economic times have been tough
on airports as we look for ways to keep ahead of costs and still
maintain the level of service our communities have become accustomed to.
I have had a few folks express concern over the FAA's revised grant
assurances - FAA Order 5190.6B. I looked into it, and see they have it
out for comment and expect to make it official later this year. The EAA
and AOPA have expressed concerns that it changes rules to some light
sport aircraft and the use of auto gas.
