10-28-85 Parks Comm MinutesPARKS COMMITTEE 7:30 A.M. OCTOBER 28, 1985 The Committee met in the Conference Room at City Hall. Present were Chairman Manning, Councilmen Springer and Nystul, Roger Hopkins, Mr. Ed Kennedy and Parks Director Drent. Drent explained the landscape plan designed for Depot Park by Bruce Boody, Architect. Location of the new Veterants monument was discussed, as was the location of the new sidewalk and its interference with seating in front of the gazebo. This walkway will be removed and Parks Director Drent will be discussing the landscaping once again with Architect Boody. The Parks Director reported on the relocation and crossing of Ashley Creek at the Begg property and presented a concept plan with two ballfields instead of one on that location. The re-routing of Ashley Creek allows room for a Babe Ruth field besides the contemplated American Legion field. Chairman Manning felt that this proposal., and also the Depot Parks proposal, should be discussed at a Parks Advisory Committee meeting and instructed Parks Director Drent to set up a meeting for Tuesday, November 5, at 7:30 P.M. in the Conference Room at City Hall. The recent Montana Supreme Court ruling affirming that apartment complexes are not subdivisions and its effect on monies in Lieu of Parklands was next discussed. The ruling means a loss of as much as $15,000 in anticipated revenue from park lands. Parks Director Drent pointed out that it is the apartment dwellings that create the most impact and need for park lands. The meeting adjourned at 8:10 A. M. Pieter M. Drent Parks Superintendent PMD/ms
