Although we do not have a full-time enforcement officer proactively enforcing issues such as this, we do respond to complaints. In your pictures it appears that there are a number of city code violations (have not verified). This property is in deplorable conditions both inside and out and has been for many years. For years it was a drug/hoarder house the police department was very familiar with until it was purchased by a developer flipper. The purchaser acquired a building permit which he let expire however continued to hire people to work on, until he was issued a stop for order. He put it up for sale, however, will not actually sell it to interested parties. Instead, it sits deteriorating rapidly with garbage and noxious weeds. If complained about he will come weed whack it down to maybe 5" once a year which does not rid it of the thistles and spotted knap weed and is not sufficient. The thistle is taller than my 6' fence. Which does of course make its way to neighboring yards the alley which we all get to struggle with. Especially fun for those of us who don't want to use deadly chemicals. Because the construction garbage left adjoining the alley, school and neighborhood kids love to play in and throw around the debris which includes rusty nails, jagged metal, etc. Nice liability there. Should the weeds dry out added to the wood and debris it's all a big fire hazard. Recently others are now adding junk to the pile because hey that's easier than hauling it to the dump I guess. This is evident with the latest addition of the desk in the before and after photos. I understand there is NOT an enforcement officer. I have heard this over and over. So we as taxpaying citizens are just left with living next door to messes like this? At what point is the City of Kalispell going to step up and care about blight? Address properties such as this? Enforce ordinances and the codes? Care about our green spaces and boulevards? So manyjunk vehicle, cars, gravel and violations in boulevards! Many of my neighbors take a great deal of pride in our lovely tree lined street and their houses and lawns. 416 has been an ongoing problem we would like to see taken into serious consideration. An absentee owner who doesn't care and has no consideration for the neighbors needs some type of incentive and we need our elected officials to assist us in providing that incentive. I sincerely hope that you all take this matter and the complaints of other citizens dealing with similar complaints seriously and move forward with ways to make Kalispell a better commmunity.
