SUBJECT: Resolution 6336 — Incorporate the 2025 Stormwater Facility Plan
Update into the Kalispell Land Use Plan — PLAN -IT 2045
MEETING DATE: July 20, 2026
BACKGROUND: The recently adopted Kalispell Land Use Plan — PLAN -IT 2045 incorporates
various city facility plans by reference, rather than fully stating the text of the facility plans within
the land use plan itself. The 2025 Stormwater Facility Plan Update was adopted in April with
Resolution 6323, but was not fully incorporated into the plan. This Resolution would formally
make that incorporation by reference. It does not change the facility plan or the Resolution adopting
it.
RECOMMENDATION: It is recommended that the Kalispell City Council approve
Resolution 6336, a resolution incorporating the 2025 Stormwater Facility Plan Update into the
Kalispell Land Use Plan — PLAN -IT 2045 by reference.
FISCAL EFFECTS: There are no anticipated fiscal impacts at this time.

RESOLUTION NO. 6336
A RESOLUTION INCORPORATING THE 2025 STORMWATER FACILITY PLAN
UPDATE FOR THE CITY OF KALISPELL, MONTANA, IN THE KALISPELL LAND
USE PLAN PLAN -IT 2045.
WHEREAS, on April 20, 2026, the City Council adopted Resolution 6323, approving the City
of Kalispell Stormwater Facility Plan based upon engineering studies and
projections of the future demands for these facilities; and
WHEREAS, the Montana Land Use Planning Act requires the city provide certain utility
information in its Land Use Plan which may be accomplished through
incorporating facility plans by reference into the Kalispell Land Use Plan PLAN -
IT 2045.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The City of Kalispell 2025 Stormwater Facility Plan Update shall be
incorporated in full into the Kalispell Land Use Plan PLAN -IT 2045.
SECTION 2. This Resolution shall become effective immediately following its passage
by the City Council and approval by the Mayor.
