Montana 59903-1997 -- Telephone (406)753-7700 Fax(406)758-7758 REPORT TO; Chris A..Kukulski, City Manager SUBJECT: Monthly Activity Report for FROM: James Hansz, Public Works DATE: November 13, 2003 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of October 2003 are as follows: ENGINEERING DIVISION • Met with County Planning board to review the City's Facility Plan. • Met with local Builder's Association to review the proposed City's proposed revisions to System Development charges. • Met with Village County Water District to review transfer of ownership of facilities to City. • Attended training class in legal aspects of employee discipline and discharge. • Issued RFP for consultants to perform federally mandated vulnerability assessment of water system. • MACI sidewalk project construction began G October. Approximately 5,000 LF of sidewalk was completed before work was discontinued on 29 October due to cold weather. Work may resume for some tasks if temperatures permit. • Land & Water Consulting continued on to the second phase of City water rights redistribution work based on their successful completion of first effort. • Initiated traffic counts at selected intersections on Third and Fourth. Avenues East in order to identify potential next steps for improving pedestrian safety on these streets, particularly in the area of Hedges School. • Finalized WWTP preliminary engineering report to expand the plant capacity. Draft submitted to MDEQ on 31 October. Following internal review there will be a work session and/or council meeting presentation of the draft document to satisfy all regulatory requirements. • Continued support of utility engineering coordination process for Highway 93 and Meridian Road projects. Supported the coordination meeting at the MDR' offices. • Continued coordination of the 50/50 Sidewalk Program with interested property owners. • Continued work with consultant performing design for U.S. 93 and Grandview Drive sewage pumping station reconstruction.. • Continued. work on Three Mile Drive/Jr. High water main project. • Synergy Builders of Elliston, Montana continued installation of Sewer/Street Maintenance Building at City maintenance yard. Began obtaining electrical and natural gas service to the building. • Created project manual and began advertisement for bids on the demolition and parking lot construction for Second Avenue and Second Street West next to the Hempstead Project. • Attended preconstruction conferences for three residential subdivisions. • Approved the construction plans for one 67 lot residential subdivision. • Responded to miscellaneous survey requests. • Continued to work with Horizon's on mapping details. • Set/narked and wrote legal description for fence line boundary -- Diamond Air/Airport. • Revised Mapping Disclaimer/Security Agreement. • Met with local surveyor/City Attorney to finalize boundary line adjustment adjacent to Lawrence Park. • Continued utility location surveys at Meadow Creek, Ashley Park V, Glacier Meadows, East California and Three Mile. • Worked with student to update As -built and Subdivision. Plat databases. • Met with consultant to improve the search engine on As -built database. • Assisted Police Department with property line/RW location --- 5`}' Avenue EN - Cenex. OFFICE AND STAFF There were 8 emergency call -outs for the month of October: • Water Division — 3 ■ Sewer Division -- 4 ■ TSS Division — ■ Street Division. - 1. ■ WWTP - ■ Total — 8 CENTRAL GARAGE 114 Repair orders were completed during the month of October: ■ Police — 23 Streets — 33 a Fire --- 15 ■ Garbage - 7 Others - 36 ■ Total --- 114 • Continued regular maintenance of City vehicles and machinery. • Replaced fuel tank sender in TSS pickup. • Replaced P.T.O. shaft bearing in Parks mower. • Disabled door light switches and ignition warning buzzer on Police cars. • Repaired broken. air line on water truck. • Replaced all brakes, cylinders, and brake drums on old Street Department Tona truck. CENTRAL GARAGE continued... • Checked out used truck for purchase by Fire Department. • Replaced rear brake pads and rotors on PD car. • Welded bases onto benches for the Parks Department. • Repaired bucket cable for TSS boom truck. • Installed IN. warmers in ambulance ##1 and #2. • Replaced blades and repaired wiring on Parks' chipper. • Installed ejection plug-in for I IOV on Fire truck. • Replaced fuel tank float & adjusted brakes on the ice melt truck. • Changing City vehicles over to winter tires. • Held weekly safety meetings. SANITARYISTORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of sixteen lift stations each Friday. • Held weekly safety :meetings. SOLID WASTE DIVISION • Delivered 9 containers to new customers: 1-90 gallon, 4-100 gallon, 1-400 gallon., 3-300 gallon. • Repaired 6 containers; 2-- 90 gallon, 3 — 300 gallon, 1— 400 gallon and responded to 8 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Various patching on City streets. • Lowered manhole covers in Village Greens. • Repaired. flow line at College Avenue. • Paved alleys behind Glacier Manor and Big Sky Manor. • Prepped curb lines at 744 4"' Avenue East, 2"' Avenue WN, and West California. • Crushed gravel and pit run hauled to Woodland Park to prep for paving. • Pruned trees and shrubs for sidewalk project. • Assisted the Parks Department with hauling mulch to Woodland Park. • Began fall leaf pickup. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE; • Produced 85 M gallons of water. ISM gallons upper zone and 67 M gallons lower zone. • Injected 322 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.28 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Received shipment (942 gallons) of sodium hypochlorite. • Gathered data for Bac-Gen Company for analysis of motor efficiency. • Started and now have standby power at Noffsinger Spring. • Had Noffsinger Spring furnace repaired and winterized. • Shut off water for Lawrence Park bathrooms. • Winterized all irrigation systems. • Supervised, coordinated, inspected, and assisted in the setting up Armory Well for underground power re: Hwy 93 widening. • Met with Morrison-Mairele engineers on electrical upgrade of Armory, Depot, Buffalo, and Noffsinger pump stations. • Met with Greg Butts and John Culbentson to discuss the cause and remedy for a detect of DI (z-ethylhexyl) phthalate. • Resample on October 2, 2003 for 525.2, phthalate. WATER CONSTRUCTIONAND SYSTEM REPAIR: • Tagged 63 delinquent accounts on the West Side of Kalispell. • Meter maintenance and change out on going. • Completed 112 work orders during the month October. • Continue to work on meter replacement and breaking down old meters. • Continue to fill fire hydrants. • Installed a 8x 3/4 water tap at Greatview Street • Removed the fire hydrant behind Bitney's. • Installed new fire hydrant at 410 Arizona. • Assisted contractor with installation of valves on Three Mile Drive. • Completed (4) 6x/34" water taps at College Avenue. • Relocated fire hydrant at College Avenue. • Completed 8x6" water tap and 6x3/4" water tap at 8th Avenue EN and East California. • Completed Sx8" water tap at Parkway. • Repaired service line at Parkway Drive. • Cleaned City yard. • Dug power line for Ben Van Dyke at the Armory Well. • Completed 60/4" water tap at 136 8`" Avenue West. • Repaired curb stop at Lambert Court. • Dug in new gas and power lines for new building at Shop Complex. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Assisting contractor with striping city streets with epoxy paint. • Pruned sight obstructions in EN sections and hauled off debris. • Continued painting of yellow curbs. • installed new one-way signal pole on 15t Alley East in 00 block. • Reinstalled "No Parking" sign that was damaged on Sunset Blvd. • Hung the banner for Red Ribbon week. • Replaced bad outside security light on Parks Department building at the City shop complex. • Replaced various poles and signs damaged in accidents. • Painted curb yellow in the 200 block on 8th Street West. • Setup counters at 1 lth Street East and 3`d Avenue East and at 9th Street East and 3'd Avenue East. Traffic counts were completed and information was sent to Bob Beckman with Morrison-Maierle in Billings. • Setup counters at 3'd Avenue East & 6"' Street East and at 4th Avenue East and 61h Street East. Traffic counts were completed and information was sent to Bob Beckman with Morrison-Maierle in Billings. • Removed Hockaday banners in the downtown area and returned them to the Hockaday Center. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 194 Work orders were completed during the month of October. • 440 Lab tests were perfornned during the month of October, • 21 Loads of sludge were hauled during October. • 88,440 pounds of bio-solids were pressed. • Permit Report for September 2003: There were no permit violations. Total flow was 74 million gallons; average daily flow was 2.5 million gallons, with a peak flow of 2.9 million gallons.
