Good afternoon,
I pray this letter and me speaking up does not hurt me and my business with future approval request from us as we build out here in Kalispell. I am writing the City to be clear about our stance on a business that does not have a license or permit to do business as an RV Park. You cannot Grandfather in a RV park use to a parcel that does not have a permit or license as such. That location would need to go through the same process and construction requirements that our rv park went through to obtain a city/state and federal license to use and operate as an RV park. The parcel would need every construction requirement thatour park had to build along with engineering for water runoff, traffic impact, parking radius, paved sites, paved roads, fire approval, fire hydrants, sidewalks on north boundary line, water testing, elctrical plans, water plans, impact fees, among other very difficult and hard items to produce. We absolutely disagree that the use is somehow Grandfathered into its parcel including that it has no permit or licenses. The DEQ process is extreme and expensive. Should they receive a pass and a permit without the same process as our park we will be looking to recoup our expenses, time, energy and lost income due to the process weaccomplished. Once they fully complete the process and the parcel is up to city requirements pavement, sidewalks, electric, water, sewer, and DEQ items. Then they should operate as an rv park if they obtain the zoning. The picture I provided show a dilapidated illegal rv park.
