Hi Vaughn,
To respond to your concerns, I was not aware until last Friday that CAP had not been in
communication with City staff about the RV park on their property. I had not had any
communication with City staff about CAP's RV park. I have disclosed my role on the CAP Board with
the City and had a Conditional User Permit come before the City Council, I would have recused
myself in accordance with state law.

Subject: EXTERNAL Elks
Regarding the camping at the Elks that is now Community Action Partnership. Not only was there
not a permit discussed but someone in the Community Action Partnership Organization informed
me that Ryan Hunter our mayor is on the board of Community Action Partnership. I do believe this is
conflict of interest among other things that just are not right. This is not the first time our mayor has
thought he has unlimited power and can not be held accountable for his actions. He needs to be
recalled or just ejected from the position of mayor or anything that has to do with making decisions
for our city. This project should not be allowed without much discussion and a conditional use
permit with very strict guidelines.
