BACKGROUND: The temporary Housing Study Advisory Committee was created on June 15,
2026, with Resolution 6331. The Committee was established for the purpose of developing a
Request for Proposals for a housing study and assisting in development of a housing plan with
policy recommendations.
The Mayor, with Council's consent, shall appoint the Committee. The Housing Study Advisory
Committee shall be comprised of up to seven people, from the public, for profit, and non-profit sectors,
who have housing experience or an interest in housing solutions. Twenty-one people applied to be part
of the Committee by the application deadline of June 30, 2026, at 5 p.m. Since the Committee is
temporary in nature, and volunteer commitments are not expected to exceed one year in length, term
limits do not apply.
RECOMMENDATION: Mayor Hunter recommends the appointment of up to seven people to the
Committee, followed by Council motion(s) to confirm appointments, and/or Council motions for
alternatives.

A RESOLUTION TO ESTABLISH A TEMPORARY HOUSING STUDY ADVISORY
COMMITTEE.
WHEREAS, affordable housing is a serious issue facing the Flathead Valley today; and
WHEREAS, during a Work Session, discussion was held regarding creating a temporary
Affordable Housing Advisory Committee; and
WHEREAS, the council has wide discretion to create virtually any advisory committee viewed
as necessary to promote the public health, safety and general welfare and to
appoint citizens to serve on these committees; and
WHEREAS, the Housing Study Advisory Committee will help develop a Request for
Proposals (RFP) for the budgeted housing study and assist in the development of
the housing study with the goal of providing policy recommendations to the
council upon completion; and
WHEREAS, the Kalispell City Council finds that it would benefit from receiving advice and
direction from the public, for profit, and non-profit sectors with direct housing
experience.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. A Housing Study Advisory Committee is hereby established for the
purposes of providing the Kalispell City Council with advice and direction
regarding the development of a housing study and policy
recommendations.
SECTION 2. The Housing Study Advisory Committee shall be comprised of up to
seven (7) persons, from the public, for profit, and non-profit sectors, who
have direct housing experience. Notice of the formation of the committee
shall be published and statements of interest shall be invited to be
submitted to the City Clerk. The Mayor, with Council's consent, shall
appoint the committee at the July 6, 2026 regular council meeting.

As a resident and licensed civil engineer who has worked in the City of Kalispell for the

and non -profits working to promote housing (Habitat for Humanity and NWMT CLT) and
can help to use these relationships and experience to serve as a unique asset to this
committee.

housing has been a central focus of my professional career for more than 13 years. I work
for Terry Homes in Kalispell, a company dedicated to providing quality homes that are
attainable for people who live and work in the Flathead Valley. In my role designing our
homes, I am constantly evaluating how design decisions, construction methods,
regulations, and material costs impact the final price of a home.
Over the years, I have seen firsthand how increasingly complex regulations and rising

purchasing a home and ultimately had to sell it due to financial uncertainty and unexpected repair costs.
These experiences gave me firsthand insight into the challenges people face in obtaining and maintaining
stable housing and inspired me to learn more about housing issues and solutions.

I am interested in serving on the Housing Study Advisory Committee because housing
affordability and availability are among the most important challenges facing Kalispell and
the Flathead Valley. As Executive Officer of the Flathead Building Association, I work daily
with builders, developers, contractors, suppliers, and other industry professionals who are
directly involved in creating housing opportunities for our community.
I believe meaningful progress requires collaboration between local government, the private
sector, nonprofit organizations, and residents. Last year, I formally requested that the City
initiate a discussion with the building and development community regarding ways to
reduce barriers to housing production and improve affordability. My goal has always been
to help identify practical, data -driven solutions that increase housing opportunities while
supporting responsible growth.
Serving on this committee would allow me to contribute industry expertise, facilitate
constructive dialogue among stakeholders, and help ensure that the housing study
produces actionable recommendations that benefit current and future residents of Kalispell.

As Executive Officer of the Flathead Building Association, I represent the interests of the
region's residential construction industry and work closely with builders, developers,
architects, engineers, lenders, and housing professionals. Through this role, I have
developed a comprehensive understanding of housing demand, construction costs,
workforce housing challenges, land development issues, permitting processes,
infrastructure constraints, and regulatory impacts on housing affordability.
In addition, I previously served as Recreation Superintendent for the City of Kalispell.
During my tenure with the City of Kalispell, I gained firsthand experience working within
municipal government, collaborating with elected officials, city staff, advisory boards,
community organizations, and residents. This experience provided me with a strong
understanding of public policy development, budgeting, long-range planning, public
engagement, and the practical considerations involved in implementing community
initiatives.
My combined experience allows me to understand housing issues from both the public and
private perspectives. I have a proven ability to bring diverse stakeholders together, facilitate

As Regional Director and Partner of Entrust Property Solutions, I manage multifamily residential
properties across the Flathead Valley, giving me daily visibility into what housing actually costs,
where demand outpaces supply, and what keeps people from accessing stable housing.
I also served five years on the board of Samaritan House — including as board president — which
gave me a ground -level view of housing insecurity and the gaps that exist between available
resources and community need.
Together, those experiences — for -profit operations and nonprofit service — give me a
perspective on Kalispell's housing landscape that goes beyond either side alone. A housing study
is only as useful as the questions it asks, and I want to help make sure those questions reflect
what's actually happening here.

My experience spans both sides of the housing equation — providing it and advocating for those
who struggle to access it.
Over the last five years, I have helped bring five multifamily communities to the ground in the
Flathead Valley — involved from development through lease -up and ongoing operations. That work
has given me working knowledge of Montana landlord -tenant law, Fair Housing compliance, rental
market dynamics, and the practical, on -the -ground realities of what it takes to get housing built and
operating in this market.
On the community side, I served five years on the board of Samaritan House — including as board
president — where I gained direct experience with housing insecurity, emergency shelter needs,
transitional housing, and the nonprofit funding and policy landscape that supports vulnerable
populations.
Together, these roles have given me a clear picture of where the housing market in the Flathead
Valley is functioning, where it's failing, and what policy and development decisions have real
downstream effects on residents at every income level. I understand how to evaluate a housing
study, what questions it needs to answer to be actionable, and how to translate findings into
practical policy recommendations — which is exactly what this committee is being asked to do.
I am committed to this community and to the kind of responsible, thoughtful growth that serves
Kalispell for the long term — not just the next development cycle. I would be honored to bring that
commitment to this committee.

Flathead and Montana.

up here, Flathead High Grad, Brown University) which impressed on me the strengths and

capitalism is imperfect and this is especially true where there is "imperfect knowledge" or
access. For the last 30+ years as a partner in a boutique venture capital firm, we have
worked to build businesses that serve rural and frontier communities because we firmly
believe that the best ideas grow locally out of need and with people who are connected.

and manages more than 30 deeply affordable apartments, priced at roughly 70% below market rent,
with 18 units under construction.

Because the senior citizens living on a fixed income cannot afford homes currently being
built in Kalispell with costs starting at $400,000 and up. Nor do we want these single
family homes which are just too big for our needs. It appears that the only other options
we have are to chose one of the many 'four story boxes' that are currently being built
everywhere as rentals or as '55+ senior living communities', ie the new Affinity which will
open this fall. I would like to explore the possibility of a tiny house community.

As a social scientist with 25 years of teaching and research experience, and a lifetime of
social justice advocacy, I am passionate about the quality of civic life. I believe that
growth and vitality thrive when communities embrace diversity, expand affordable
housing opportunities and ensure that development benefits residents of all
backgrounds and income levels. As a relative newcomer to the area (my husband and I
moved here in 2019) 1 have come to love Kalispell and want to contribute to the
community I call home.

I hold a PhD in sociology from Duke University. I have broad experience in the
interlocking issues of housing, employment, crime, violence, immigration, and poverty,
and am familiar with how they all relate to establishing a stable and secure community.
My dissertation and early career focused on the impact of incarceration on community
stability. I served on the Board of Directors of the Tallahassee Coalition for the
Homeless (1997-1999) and designed, oversaw and analyzed that city's survey of
homelessness during those years. As the Director of Research of the Women's Prison
Association in New York City (2002-2004) 1 oversaw all organizational data collection
and research initiatives. In 2003-2004 1 served on the Board of Directors of the Hoboken
(NJ) YMCA, a facility that provides Single Occupancy Rooms for men who are
homeless or transitioning back to the community from treatment, incarceration or
halfway houses. Between 2003 and 2006 1 was a CASA volunteer, advocating for three
different sets of foster children while they were engaged in the justice system. Since I
have lived in Montana I have served on the Board of the Abbie Shelter, and, briefly, on
the Board of the North Valley Food Bank, where I continue to volunteer. In 2023, 1 was a
member of the Habitat for Humanity of Flathead Valley Housing Selection Committee
and over the years I have assisted the North Valley Food Bank with data collection and
analysis.

I was involved with mortgage banking from 1986 to 2020. Glacier Bank is involved with
multi -family and LIHTC financing so I'm can provide guidance to committee from our
commercial loan officers. I have been on NeighborWorks Montana Board for over 15
years. I have also served on NWMT CLT Board and navigated a successful transition
from CAPNM, which had a positive impact of City of Kalispell.
