BACKGROUND: The City of Kalispell Generator application for the Public Safety building has
been selected for award by Montana Disaster & Emergency Services. Montana Disaster &
Emergency Services published a Notice of Funding Opportunity for $3.8 million in grant funding
through the State Resiliency Fund grant program for 2026. The City of Kalispell applied to the
Montana DES Resiliency Fund grant program for the installation of a backup generator at the
Public Safety Building. City Council passed Resolution 6314 on March 2, 2026, to support the
application for the funding.
The City Manager must sign the obligating document attached by June 19, 2026, to be eligible for
the funding award. The obligating document does not authorize project implementation, and it is
not a notice to proceed. The State of Montana Resiliency Fund would contribute $284,075.00 and
the City of Kalispell match would be $94,692.00, for a total project cost of $378,767.00.
This facility houses both the Kalispell Police Department and Kalispell Fire Department and
functions as a critical operations center for emergency response, incident command,
communications, and continuity of essential public safety services during disasters and
emergencies. The project consists of the purchase and installation of a permanent backup generator
for the building. The proposed project would mitigate the impact of power outages and is necessary
for full police and fire capacity during emergencies.
FISCAL IMPACTS: The grant award from Montana Disaster & Emergency Services is
$284,075 dollars. The cost to the City of Kalispell would be the required 25% cost share of
$94,692. The total project budget is $378,767. The project would be funded through the General
Fund.
RECOMMENDATION: It is recommended that Council adopt Resolution 6329, a Resolution
recommending the City of Kalispell accept the award and obligate funds for the City of Kalispell
Public Safety Building Backup Generator Hazard Mitigation Project from the Montana
Department of Disaster & Emergency Services Resiliency Fund grant program.

A RESOLUTION ACCEPTING AN AWARD FROM THE MONTANA DISASTER AND
EMERGENCY SERVICES RESILIENCY FUND GRANT TO FUND THE PURCHASE
AND INSTALLATION OF A PERMANENT BACKUP GENERATOR FOR THE CITY

WHEREAS, the City of Kalispell Public Safety Building houses both the Kalispell Police
Department and Kalispell Fire Department and functions as a critical operations
center for emergency response, incident command, communications, and
continuity of essential public safety services during disasters and emergencies; and
WHEREAS, in response to a Montana Disaster & Emergency Services Notice of Funding
Opportunity, the city submitted and was awarded a grant of $284,075.00 through
the State Resiliency Fund grant program for 2026 for the purchase and installation
of a backup generator at the Public Safety Building; and
WHEREAS, the City of Kalispell would be required to match 25% of the cost, or $94,692; and
WHEREAS, the purchase and installation of a permanent backup generator for the building
would mitigate the impact of power outages and is necessary for full police and fire
capacity during emergencies.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Council accepts the award and obligates the funds for a
Montana DES Resiliency Fund grant in order to purchase and install a
backup generator at the Public Safety Building.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Council approves and fully supports the application of
the City of Kalispell for a Montana DES Resiliency Fund grant program for
the purchase and installation of a backup generator at the Public Safety
Building.
