06-04-26 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 28, 2026 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Donnie McBath, Planner II PJ Sorensen, Development Services Director Fred Bicha, Assistant Parks Director Patrick Jentz, Engineer III Jay Hagen, Fire Chief Jason Landis, Fire Plans Examiner Sean McRae, Building Official GUESTS: 2 HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Planning will advise Aspen Creek West that the bond expires next month and that there are some required paving patches on the northwest access. Amazon’s bond was released. OLD BUSINESS: Stillwater Bend Apartments – 2890 US Hwy 93 N – Partial response comments were received 5/22. Public Works needs a full submittal and the riparian restoration plan. Building review is complete. This will be on the agenda next week. CoK Stormwater Decant Facility – 2580 US Hwy 93 S – No change. Public Works advised that building plans are coming soon. This will be on the agenda next week. Flathead County Detention Center – 225 Snowline Lane –Planning will work with the architect for their plan submittal. Building requires the engineering for the site piers. This will be on the agenda next week. Kalispell Outpost Apartments – 40 Appleway Drive – Comments were sent 5/14. Planning and Public Works will review the civil design report that was uploaded 6/2 and will advise them that they need full submittals. Director PJ stated that the building permit may require funding from the Revolving Loan Committee before the building permit can be issued. This will be on the agenda next week. Harris Financial – 305 Lincoln St – Comments were sent 5/17. Public Works stated that the approach issue has been resolved. This will be on the agenda next week. Northwestern Energy Shop Addition – 890 N Meridian – No change. Comments were sent 5/26. This will be on the agenda next week. Other: PRELIMINARY COMMENTS: Lincoln Square – 380 Cascade Loop – The committee reviewed preliminary plans and discussed geo-tech, fire access, shared driveway access, parking, removal of a fire hydrant, right in right out driveway access, trash enclosure location, and stormwater. Public Works will follow up with Garrett Muonio (Jackola) on the stormwater. Director PJ advised Garrett and Tyler Barth (Zoom) that preliminary reviews are not preliminary approval.
