Section 2-20 Manner of Addressing Council
a. Each person not a Council member shall address the Council, at the time designated in the agenda
or as directed by the Council, by stepping to the podium or microphone, giving that person's
name and address in an audible tone of voice for the record, and unless further time is granted by
the Council, shall limit the address to the Council to three minutes.
b. All remarks shall be addressed to the Council as a body and not to any member of the Council or
Staff.
c. No person, other than the Council and the person having the floor, shall be permitted to enter into
any discussion either directly or through a member of the Council, without the permission of the
Presiding Officer.
d. No question shall be asked of individuals except through the Presiding Officer.

SUBJECT: Council discussion of several items requested by Mayor Hunter

BACKGROUND: At a previous meeting there was a request by Mayor Hunter for a work
session on a number of different topics. The topics requested for discussion include the
following:
• Consideration of the creation of an Affordable Housing and Homeless Advisory
Committee.
• Consideration of the creation of additional development standards for properties along
the Parkline Trail.
• Discussion of utilizing city-owned property for construction of affordable housing.
• Short-term rental statistics.
At the meeting no formal decision will be made on any of the agenda items. Council will discuss
the agenda items and direct staff as necessary.

SUBJECT: Short Term Rentals
MEETING DATE: June 8, 2026 (work session)
BACKGROUND: In 2016, the City Council held a series of public work sessions and meetings
regarding short term rentals. The Council adopted an ordinance specifically allowing them and
establishing standards for their operation. Those standards include a permit process, a life safety
inspection by the Building Department, Health Department review, verification of registration for
state bed tax, and contact information to be provided to properties within 150 feet. There is also a
cap of 2% of the total residences in R and RA zones that can be used for short term rentals.
Currently, there are 115 active short term rentals in the city, 86 of which are in R and RA zones. The
other rentals are in commercial zones which allow hotels which generally anticipate short term stays.
Overall, there are about 11,318 housing units in the R and RA zones. The percentage of the housing
stock in residential zones equates to less than one percent (0.76%). For context, we are averaging
about 550 new housing units each year, with 520 in 2025.
The attached maps show the number of active short term rentals within the city limits (overall and by
ward), short term rentals in R and RA zones, and housing units in RA and RA zones (also including
information by ward).
RECOMMENDATION: Discuss the information presented and direct staff accordingly.
FISCAL EFFECTS: There are no anticipated direct fiscal impacts at this time.
