05-15-26 City Managers Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 5/15/2026 Parks & Recreation Parks staff continue making steady progress in transitioning the park system into full seasonal operation. Irrigation systems are being activated throughout multiple parks, with staff completing targeted repairs to irrigation heads, valves, and backflow devices to ensure efficient and reliable performance heading into the warmer months. All park restrooms have been fully activated, cleaned, and reopened to the public. Crews are maintaining a regular cleaning schedule to ensure facilities remain sanitary, stocked, and ready for public use. Pesticide applications are currently underway to manage broadleaf weeds in turf areas across the park system. Staff are also finalizing preparations for annual flower planting, including bed cultivation, soil amendments, and layout design. Flower planting is scheduled to begin next week and will continue through June. At the Dan John’s Kalispell Youth Athletic Complex, a large lacrosse tournament, combined with the peak baseball and softball season, has kept staff engaged in daily field preparation activities. These efforts include infield grooming and field striping to maintain safe, high-quality playing conditions. Fertilization of the athletic fields was completed this week to support turf recovery and promote healthy growth during this period of heavy use. Forestry staff are concluding spring planting efforts through the department’s cost-share program. A total of twenty-six cost- share trees will be planted this spring, bringing the department’s year-to-date planting total to fifty-six trees. Staff have been actively preparing for the upcoming Camp Woodland summer programming season by coordinating field trips, scheduling guest speakers, and developing weekly themes and activities. Most seasonal staff positions have been filled, with employee training scheduled to begin in May. 2 Spring Soccer programming at the Dan John’s Kalispell Youth Athletic Complex continues to see strong participation, with more than 420 youth participants and approximately forty volunteer coaches supporting teams for children ages 3 to 10. A dedicated staff of six employees oversees program setup and teardown operations while also assisting parents and spectators throughout the season. The program will conclude on May 28. Staff would also like to recognize Able Body for once again sponsoring participant t-shirts this season. Staff continue recruitment and hiring efforts for the upcoming water park season. To date, sixteen lifeguards have been hired, and staff remain optimistic about reaching full staffing levels prior to opening day. Preparations are also ongoing at the facility, including completion of the Lazy River Resurfacing Project featuring a new EcoFinish liner, which is expected to improve operational efficiency and reduce chemical usage. Pool staff will be heavily engaged over the next several weeks preparing the facility for the season opening on June 16. Sports and Recreation Programmer Bri McGrath recently completed a two -day instructor certification training to lead a new adult wellness program focused on fall prevention and arthritis management: SAIL (Stay Active and Independent for Life). As part of the training, Kalispell Parks and Recreation received more than $350 in program supplies to support the program’s launch this October. The schedule and sponsorships for the 35th Annual Picnic in the Park summer concert series have been finalized for 2026. Promotional materials, including posters and advertisements, will be distributed over the coming weeks. The concert series will begin on June 24 with a performance by the Kenny James Miller Band. In celebration of National Parks and Recreation Month, performances by the David Walburn Duo and Brent Jameson are scheduled for July 1. Staff are currently coordinating radio advertisements and media interviews in preparation for the event series. This year’s title sponsor is Glacier Grins Pediatric Dentistry 3 Public Works 2025 Consumer Confidence Report (CCR): All public water suppliers are required to provide consumers with an annual Water Quality Report, also known as a Consumer Confidence Report (CCR). The City of Kalispell’s 2025 CCR, which contains source water quality information for calendar year 2025, is available on the City’s website at https://www.kalispell.com/DocumentCenter/View/561. Notice of the CCR’s availability on the City’s website will be included with the May utility bill and promoted through the City’s social media channels. Stormwater Pollution Prevention-Good House Keeping Staff Training: This spring, 61 City of Kalispell field staff attended spill response training at the City shop complex. Staff represented multiple departments, including Drinking Water, Streets, Sewer, Wastewater Treatment, Central Garage, Parks and Recreation, Traffic Signs and Signals, Fire, Human Resources, and Public Works Administration. The training, led by Environmental Coordinator Margarite Thomas with assistance from Public Works staff, included a live spill response demonstration and proper installation of storm drain inlet protection. This training helps the City meet stormwater permit requirements related to Municipal Good Housekeeping, Pollution Prevention, and Illicit Discharge Detection and Elimination. Because City staff frequently respond to spills and illegal dumping incidents, the training provides baseline knowledge and reinforces best practices for safely containing, protecting waterways, reporting, and cleaning up spills. 4 Planning At the Planning Commission meeting on May 12, there was a public hearing regarding an update to the public participation plan which outlines public outreach and engagement for land use processes. The existing participation plan was adopted in 2024 and focuses primarily on the land use plan. This proposed public participation plan update expands the details regarding notice and public comment for site-specific development, such as subdivisions and conditional use permits, by more specifically providing for notice in the newspaper and/or by mail and for access to documents on the city website. The Planning Commission unanimously recommended that the City Council adopt the update. It is scheduled for the Council’s consideration at its June 1 meeting. Building In the last 2 weeks we have issued permits for 2 single-family homes and 4 townhouses. That will keep the total of new single-family/duplex and townhouse units for the year at 81 compared to 44 last year at this time. There have been 24 multi-family housing units issued so far this year compared to 32 last year at this time. There were a total of 325 combined building and/or fire inspections completed in the last 2 weeks. Residential – 75 Plumbing – 23 Commercial – 55 Mechanical – 41 Electrical – 27 Fire – 104 Community Development The Montana Disaster & Emergency Services intends to fund the City of Kalispell's Montana Resiliency Funding Grant application for the installation of a backup generator at the public safety building. The City of Kalispell will work with Montana DES through the next steps. The Urban Renewal Agency will hold a meeting May 21 to provide staff updates and discuss the Parkline District (Kalispell Center Mall) project. No action will be taken at the meeting on the application.
