BACKGROUND: The City of Kalispell received a Montana Aeronautics Board grant
administered through the Montana Department of Transportation for taxiway replacement
improvements at the City Airport. The city is the sponsor of the grant and the Kalispell Airport
Association will administer the project. The taxiway rehabilitation is approximately 1,244 feet
in length and approximately 20 feet in width. The project will include removing and disposing
of the existing materials per the plans and geotechnical report as well as installing new materials
per the required cross sections. The cross section also requires the installation of a geotextile
Class 1 fabric per AASHTO M 288.
BIDDING RESULTS: Bids were received and opened on May 22, 2026, at 2:00 pm. Three
responsive bids were received.
• LHC, Inc - $348,000.00
• Pinnacle Paving — $364,713.65
• Knife River Corporation- Kalispell - $414,444.00
A2Z Engineering, representing the Kalispell Airport Association, reviewed the bids, the
submitted documentation, and submitted references. Based on their review, LHC, Inc was
determined to be a responsive and responsible contractor who has successfully completed similar
projects of size and scope.
REQUESTED ACTION: Based on A2Z Engineering's evaluation and review of the bid and
references, staff recommends awarding the base bid to LHC, Inc.
FISCAL EFFECTS: The project will be funded via a 2025 Montana Aeronautics Board grant,
of which the City of Kalispell is the sponsor.
ALTERNATIVES: As suggested and approved by the City Council.

Engineers Recommendation to Award Letter
To Whom it May Concern
We have evaluated the bid received for the Kalispell City Airport Taxiway Pavement Rehabilitation
Project. The project consists of;
Schedule 1: Taxiway Pavement Rehabilitation Project The Kalispell City Airport is seeking bids to
replace the paving and the build-up of the base and sub base per the detailed cross section
provided on the plans and referenced in the geotechnical report that was performed for taxiway
rehabilitation on the airport. The taxiway rehabilitation is approximately 1,244 feet in length and
approximately 20 feet in width. The project will include removing and disposing of the existing
materials per the plans and geotechnical report as well as installing new materials per the required
cross sections. The cross section also requires the installation of a geotextile Class 1 fabric per
AASHTO M 288.
The rehabilitation of the runway shall consist of the following;
• Mobilization and Demobilization
• Removal and Disposal of the Existing Pavement and Base/Sub-Base Materials
• Preparation of Base and Sub -Base per Plans/Specifications (Approximately 2,765 Sq Yd)
• Installation of the Asphalt per the specifications and plans provided (Approximately 2,765
Sq Yd)
• Incidentals and Required Testing per City of Kalispell Engineering Design Standards and
MPWSS
The bids were received by QuestCDN until 2:00 PM on May 22, 2026. The bids were publicly
opened and read aloud in the First Floor Conference Room, 201 First Avenue East, Kalispell,
Montana 59901.
A2Z Engineering has reviewed the low bid and evaluated the submitted documentation and
references of the Low Bidder. The references provided all had favorable recommendations for
the contractor on large and complex civil projects. The information reviewed shows the
contractor as qualified and capable of fulfilling the project parameters. We find the bid
$348,000.00 (Three Hundred and Forty Eight Thousand Dollars) to match the grant funding
available and therefore is within the project budget allocated.
We recommend that the City of Kalispell City Council award the project to LHC, Inc.

Recently, a check was issued for $566,396.00 into your account associated with the Kalispell City
Airport. These disbursements are for an Aeronautics Division grant for $566,395.00 from our
Airport Development Financial Assistance Program for the Kalispell City Airport, This grant is for
general airport reconstruction efforts as outlined within your application and as approved by the
Federal Aviation Administration and/or the State of Montana.
The Montana Aeronautics Board and the Aeronautics Division are happy to be able to assist in
your airport improvement project by making these funds available through our Airport
Development Financial Assistance Program. We look forward to the successful completion of the
project. Kalispell City is to be congratulated for their efforts in maintaining the Kalispell City Airport
as an important link in Montana's aviation system.
As a reminder, it is a requirement of Mont. Admin. R. § 18.13.407(10) "Each grant or loan
recipient must submit a close-out report, on a form provided by the board; within 30 days after
closure of the project or board -approved category of work, or within one year following fund
distribution, whichever occurs earliest. If the project is not completed within one year following
fund disbursement, the grant or loan recipient must provide a status report detailing the reason
the project has not closed and projected closure date upon which the close-out report will be
filed." In addition, Mont. Admin. R. § 18.13.407(14) requires "Any grantor loan recipient
which fails to provide the close-out form, status report, or any requested reimbursement
is not eligible for future grant or loan awards until the deficiency is remedied."
