A RESOLUTION OF APPROVAL FOR THE SUBMISSION OF AN APPLICATION TO
THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR THE "SAFE
STREETS AND ROADS FOR ALL" (SS4A) 2026 DISCRETIONARY GRANT
PROGRAM.
WHEREAS, Main Street/U.S. 93 is a historic north/south highway route that passes through rural
Flathead County carrying vehicular traffic through the center of the City of
Kalispell, the county seat and trade center of Northwest Montana; and
WHEREAS, over time, traffic counts, the population and density of the City of Kalispell and its
environs have grown dramatically with the increase in the National Park tourist
traffic and trade traffic resulting in significant excessive congestion and traffic
impediments in and around the City, particularly on Main Street; and
WHEREAS, the City of Kalispell, in cooperation with the Montana Department of
Transportation (MDT), is considering the submittal to the U.S. Department of
Transportation SS4A grant program for upgrades to Main Street from 13 th Street to
Center Street; and
WHEREAS, the Main Street safety treatments project is the result of the Main Street Safety
Action Plan, Kalispell Downtown, and Transportation plans, and aim to increase
safety for vehicles and pedestrians; and
WHEREAS, the U.S. Department of Transportation set aside $5 billion in discretionary grants
through the Bipartisan Infrastructure Bill for the Safe Streets and Roads for All
(SS4A) to be awarded on a competitive basis for projects that will "prevent roadway
deaths and serious injuries"; and
f VHERLAS, in 2022, the City was awarded a SS4A Planning Grant and developed the Main
Street Safety Action Plan for applying the Safe System Approach to transportation
corridors by establishing a vision and goals for transportation safety, among other
things; and
WHEREAS, Council adopted the Main Street Safety Action Plan by Resolution 6213 in August
2024, which identified Main Street and I" Avenue East and West projects as the
priority locations for safety and mobility projects; and
WHEREAS, treatments on Main Street would include high visibility crossings, Rapid
Rectangular Flashing Beacons, leading pedestrian intervals, two roundabouts on
Main at 11 th and l3th Streets, and a school zone near St. Mathew's School; and
WHEREAS, as the Main Street Safety Action Implementation Project for grant funding
application meets all criteria for such funding, application for such funding should

have the support of the City of Kalispell.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION 1. The Kalispell City Council approves and fully supports the application of
the City of Kalispell for a Safe Streets and Roads for All Implementation
Grant for the Main Street Safety Action Implementation project.
