Subject: Parkline District Work Session
Meeting Date: May 21, 2026
BACKGROUND: The Parkline District work session will be held at the May 21st URA meeting
at 3pm in the first-floor conference room. The application has been submitted as an exhibit for
discussion but is not under consideration and no action will be taken on the application during the
work session.
The Parkline District is applying for TIF funds for public infrastructure and shared utilities for the
site. No staff report will be provided or considered for the work session. The applicant is proposing
extending 3rd Ave, which would require demolition of the existing Herberger’s. The proposal also
includes extending utilities to the western portion of the lot and sidewalk infrastructure.
The URA work session goals are to provide for discussion of the overall project application,
eligibility of proposed costs, and for the URA board to ask the applicant questions.
The attached documents include the TIF application, the financial analysis, and project scope.
Project cost and the job creation analysis are included in the application.
