Kukulski, City Manager SUBJECT: Monthly Activity Report FROM: Jaynes Hansz, Public Woi DATE: October 10, 2003 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of September 2003 are as follows: ENGINEERING DIVISION • Reviewed MACI sidewalk project funding status with MDT, discussed with City Council and per Council direction negotiated funding solution with MDT that allows project to proceed. Planned construction start date is 6 October. • Reviewed status of water rights evaluation with Consultant and authorized second phase of work based on successful completion of first effort. • Met with representatives of residents on Third and Fourth Avenues East regarding potential next steps for improving pedestrian safety on these streets. • Met with consultant performing electrical design for phase I emergency power project to review City's needs for integrating designs of projects for SCADA, safety upgrades and phase R emergency power. • Continued development of the WWTP preliminary engineering report to expand the plant capacity with submittal of draft to MDEQ scheduled for September. • Prepared aproposed change order for Streetscape Project to modify lighting, add back in parking lot at Mountain Valley Foods, and delay completion permanent striping until spring. • Continued support of utility engineering coordination process for Highway 93 and Meridian Road projects. Met with MDT to review status of ROW and utility design. • Continued coordination of the 50/50 Sidewalk Program with interested property owners. • Continued work with MDEQ to realign City water rights in accordance with recommendations made in the Facility Plan. • Continued work with consultant performing design for U.S. 93 and Grandview Drive sewage pumping station reconstruction. • Resumed off-street work on Three Mile Drive/Jr. High water main project. • Completed installation of water main in East Washington Street between 7tn and 8t'' • Synergy Builders of Elliston, Montana continued installation of Sewer/Street Maintenance Building at City maintenance yard. Installation of structural steel began. ENGINEERING DIVISION continued • Continued engineering analysis of WWTP digester roof to identify procedure for reducing gas leakage and reduce odors. • Responded to miscellaneous survey requests. • Continued to work with Horizon's on mapping details. • Assisted Parks Dept. with stake out of retaining walls in Woodland Park. • Continued field surveys for utility updates including Southfield Park, Streetscape, Christian Center, and additional areas around Kalispell Regional Hospital. • Assisted Fire Dept. with citywide field survey of miscellaneous fire hydrants installed within the past 4 years as a result of our hydrant replacement and densification. OFFICE AND STAFF There were 8 emergency call -outs for the month of September: Water Division — S ■ Sewer Division ---- 3 ' TSS Division — 0 ■ Street Division - 0 ■ WWTP - 0 * Total — 8 CENTRAL GARAGE 83 Repair orders were completed during the month of September: ■ Police ---17 ■ Streets — 22 ■ Fire — 8 ■ Garbage - 6 ■ Others — 30 M Total — 83 • Continued regular maintenance of City vehicles and machinery. • Replaced brakes on several PD vehicles. • Replaced mower deck idler bearings on Parks mower. • Repaired engine stop solenoid on garbage truck. • Replaced rear battery and repaired gutter broom wiring on Elgin sweeper. • Removed plow assembly and all hydraulic controls from street truck. • Replaced mower deck pivot joint on. Parks' mower. • Tuned engine on the Parks' stump grinder. • Replaced front and rear leeve springs on garbage truck. • Repaired hydraulic leak on the Street Department's loader. • Replaced outrigger base pad and repaired brakes on the Street Department's back hoe. • Replaced fuel pump, worn steering parts, and both batteries on the Sewer Department's truck. • Installed rear seat and prisoner barrier in police car. • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of sixteen lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 13 containers to new customers: 2-90 gallon, 5 -100 gallon, 1-400 gallon, 5 -300 gallon. • Repaired 8 containers; 3— 90 gallon, 3 --- 300 gallon, 2 — 400 gallon and responded to 7 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Various patching on City streets. • Repaired manholes and valve boxes. • Crack sealed V Avenue East between 5th Street East and Hwy 93. • Demoed the Asphalt Zipper. • Removed jersey rail from Meridian and Three Mile Drive. • Assisted the Water Division with a main break. • Pruned and removed trees at West Washington. • Bladed and patched at the City yard. • Paved alley at 200 block of 9t Street East. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 123 M gallons of water: 33 M gallons upper zone and 90 M gallons lower zone. • Injected 484 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.33 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Coordinated work with electrical contractor installing transfer switch and wiring for generator at Noffsinger pump station. • Replaced warning light atop water tower. • Removed and replaced air relief valve at Armory well. • Worked with Flathead Electric on installing a 600 amp breaker at Noffsinger pump station. WATER CONSTRUCTIONAND SYSTEMREPAIR: • Tagged 87 delinquent accounts on the East Side of Kalispell. • Completed 100 work orders during the month September. • Continue to work on meter replacement and breaking down old meters. • Continue to fill fire hydrants. • Completed a 6x3/4" water tap at 725 71h Street West. • Repaired service line leak at 5th Avenue East and 2nd Street East. • Ran a new service line from main to curb box at 303 7th Avenue West. • Installed a 6x6 water tap at 7th Avenue EN and Washington Street. • Installed an 8x8 water tap at 8th Avenue EN and Washington Street. • Removed 3/4" service at 210 Sunnyview Lane. • Completed a 6x1" service line at the City Shop. • Repaired fire hydrant at Grandview Well. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Installed four poles along Kelly Road for new "Stop" signs and street name signs. • Moved two signs in Buffalo Stage subdivision in preparation of installing two "No Parking" signs on Buffalo Stage Drive. • Installed two new poles for "No Parking" signs in Buffalo Stage subdivision. • Installed poles at 12th Street West and 3rd and 2 d Avenue West for "Stop" signs. • Installed poles for "Stop" signs at 91h Street East and 7th Avenue East for E/N traffic stops. • Removed Parade of Homes' banner. • Installed four new "Stop" signs on 7th Avenue WN at West Nevada, West California, West Oregon, and West Washington. • Fabricated "No Trespassing" signs for the WWTP. • Installed "Handicap„ sign and painted curb at 635 2nd Avenue West. • Painted curbs yellow at Buffalo Stage, Whitefish Stage, 12th Street West, 4th Avenue West, 3rd Avenue West, 2nd Avenue West, and by Flathead High School. • Mounted two signs at the City Airport to replaced old tower warning signs. • Changed bulb on the red warning light on the City Airport tower. • Signed and barricaded for Homecoming Parade. • Met with paint contractor regarding the streets, symbols, and words to be done. • Installed new "No Outlet" sign at Sherry Lane and Sunset Court. • Installed new street name signs and double arrow sign at Sylvan Drive and College Avenue. 0 Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 153 Work orders were completed during the month of September. 455 Lab tests were performed during the month of September. • 22 Loads of sludge was hauled during September. • 101,020 pounds of bio-solids were pressed. Permit Report for August 2003. There were no permit violations.
