We are submitting our proposal and Statement of Qualifications for
City of Kalispell’s Central Garage Shop and Solid Waste Equipment
Storage. We hope you will find that we are uniquely qualified to
assist The City with realizing its vision of a new Central Garage
Shop and Solid Waste Equipment Storage.
Architects Alaska began its history in Alaska in the 1950s and
established itself as a leader in designing public facilities, including
public safety buildings. Over the course of those years, we have
established a reputation of high-quality service to our clients.
Approximately ten years ago, we expanded our practice to
Bozeman, Montana, and have completed design and construction
services for a variety of buildings, including multiple vehicle
maintenance buildings.
We’ve assembled a design team with a proven history of working
together successfully, including our most recently designed
vehicle maintenance facility for the Blackfeet DOT. Our team values
collaboration in solving design challenges and places a strong
emphasis on involving the local authority having jurisdiction and
project stakeholders in decision-making. This approach ensures all
parties have the opportunity to contribute to a successful project
that serves the community.

COST MANAGEMENT PLAN
At Architects Alaska, we believe that effective cost
management begins long before construction and continues
through every phase of design and delivery. Our approach
blends early-phase estimating, active cost monitoring,
and proactive risk mitigation to help the City of Kalispell
maintain budget discipline, avoid scope creep, and respond
confidently to unforeseen conditions. From fixed-fee task
orders to third-party validation and value-driven design
decisions, we provide the tools and oversight needed to keep
each project on track and within budget.
DESIGN COST ESTIMATING
Architects Alaska places a strong emphasis on detailed
cost estimating from the earliest design phases. We engage
third-party cost consultants at project initiation to ensure

DESIGN CONTINGENCIES
We apply appropriate design contingencies to cost estimates
at each phase. As the project evolves and documentation
becomes more complete, these contingencies are
systematically reduced, helping the City of Kalispell plan with
greater accuracy and avoid late-stage surprises.
VALUE ENGINEERING
Value engineering is a continuous process, not a post-bid
reaction. Our team collaborates with estimators throughout
design development to evaluate systems, materials, and
construction methods. We offer cost-benefit analyses
early and often, empowering the City of Kalispell to make
informed adjustments to scope or budget while maintaining
performance goals.
UNIT COST BANKING
We routinely include unit cost allowances in bid documents
for items that are difficult to quantify during design, such as
unsuitable soils or unknown demolition conditions. To ensure
fairness and cost control, we specify a known base quantity
for these items, creating a “unit cost bank” from which
actual quantities can be drawn during construction, without
renegotiating unit prices.
RESOURCE AND BUDGET OVERSIGHT
To control design costs, we carefully define the scope of each
task order in collaboration with the City of Kalispell and other
stakeholders. Most design work is provided on a fixed-fee
basis. When unforeseen conditions or owner-driven changes
arise, we consult with City of Kalispell before proceeding to
adjust the effort or amend the scope.
Internally, staff workload and fee performance are monitored
through monthly management meetings. Project Manager s
and firm principals review resource allocation and project
financials, allowing us to reassign staff and maintain
schedule integrity across multiple active contracts.
CHANGE ORDER REVIEW AND RISK
MITIGATION
All proposed change orders are evaluated by the appropriate
design staff and our cost estimating team for accuracy
and fairness. We assess pricing, explore cost-effective
alternatives, and ensure that any scope changes are fully
documented and justified. This disciplined process helps
the City of Kalispell mitigate risk while maintaining forward
momentum on each task.
Our teams are equally adept at navigating unforeseen
challenges, including changing site conditions, funding
constraints, and supply chain impacts. By emphasizing
clear communication and collaborative problem-solving,
we maintain schedule certainty, manage risk, and support
our clients in achieving durable, cost-effective solutions
that meet immediate needs while supporting long-term
operational goals.
ALTERNATIVE PROJECT DELIVERY
METHOD
With over 75 years of experience, Architects Alaska has
successfully delivered projects under multiple delivery
methods, including Design-Build, General Contractor/
Construction (GCCM), and Construction Manager at Risk
(CMAR). Our extensive expertise spans major projects such
as the Ketchikan Aquatic Center, Bethel Aquatic Center, the
Tanana Chiefs Conference (TCC) Chief Andrew Isaac Health
Center Expansion in Fairbanks, and Crow Childcare in Hardin,
Montana. While the Northern Cheyenne Tribe Education
Building and Childcare Building, though not originally
intended as GCCM, have effectively evolved into GCCM
projects with the Owner acting as the General Contractor.
Early involvement of the contractor allows for faster
procurement and constructibility input
Our team has extensive experience working within this
model - apply lessons learned from previous project to
enhance efficiency and performance.
If the City of Kalispell selects this approach, we will fully
integrate the GCCM into our team, ensuring transparent
collaboration, real-time cost feedback, and efficient project
execution.
CLAIMS/LAWSUITS
In the past 10 years, Architects Alaska has not been assessed
or paid any liquidated damages after a project completion
with a private or public owner. This record reflects our
commitment to delivering projects on time and meeting
contractual obligations.
Our firm prefers to resolve disputes on projects through
negotiation and cooperation rather than legal action. Except
for small claims suits initiated by Architects Alaska for
non-payment of fees, our firm has only been involved in one
significant lawsuit, which involved personal injury claims by
a contractor’s employee on a school renovation not directly
related to our design work or construction administration
activity. The employee’s worker’s compensation insurance
claim was subsequently denied, and the suit was resolved
without any financial judgment against our firm. (Date of
Closure: 2023)

DOT CROWN POINT MAINTENANCE STATION
The Alaska DOT was in need of a facility for the service of road maintenance
vehicles near Seward, Alaska. The structure is a premanufactured metal building
that includes three maintenance bays, accessory office and training rooms, and
attached boiler and generator spaces. The exterior skin of the building consists of
low maintenance insulated metal wall and roof panels over steel building frames.
The project also includes the development of the surrounding parcel to include a
sand storage pad, drainage pond, and a parking area for the building users.
Architects Alaska produced the architectural design of the building with PDC as
the prime in cooperation with Bristol Construction. The design was based on a
prototype for a similar facility in Aniak, Alaska.

HAINES MAINTENANCE AND OPERATIONS
FACILITY
The ADOTPF Haines Maintenance and Operations Facility was designed as a
replacement facility for the existing Maintenance Facility in Haines, Alaska. The
original shop building used by DOT&PF was constructed in 1957, most likely to
support the Haines-Fairbanks pipeline and local road construction. The shop
underwent repairs/upgrades in 1988 due to fire damage. Only minor repairs to
upkeep the facility have been performed since the 1988 project. Currently, a lot of
time is spent on building maintenance to keep the facility in operation.
In anticipation of constructing a new maintenance facility, the State acquired an
adjacent lot directly to the north. The intent is to build the new facility on the north
lot and make the best use of the combined lots for operation; equipment cold
storage, fuel tanks, sand storage, etc.
The primary goal is to develop a design for a new maintenance shop to replace the
existing shop building. The building design is intended to integrate User Group
requirements related to typical maintenance operations to create a functional and
versatile facility housed within an efficient building. The floor plan layout attempts
to coordinate spatial adjacency concerns with adequate circulation areas for
vehicles and maintenance personnel.
The floor configuration of the new 17,065 SF shop building contains both a 23-
10-foot and a 25-foot-wide by 103-8-foot-long drive-through equipment bays, a
25-foot-wide by 103-8-foot-long warm storage bay and a 23-10-foot wide separated
wash bay. The two drive-through shop bays are divided from the warm storage area
by a 20-foot-wide band that includes spaces for offices and a break/conference
room, toilet facilities, lockers, parts storage and a small vehicle bay. Adjacent to
the equipment bays is another 20-foot-wide by 90 foot long bay includes spaces
for welding, Lube Storage, a Machine shop, a tire shop and a light duty bay with lift.
Storage, boiler/pump and a fan room are located upstairs.
The design was completed in 2025 to 100% Construction Document level in
anticipation of further funding for construction.

BLACKFEET DEPARTMENT OF TRANSPORTATION
VEHICLE MAINTENANCE BUILDING AND
ADMINSTRATIVE OFFICES
The Blackfeet Tribal Transportation Program selected KLJ and Alaska Architects
to design and construct a facility to serve as the new home for Tribal DOT
administrative offices and provide space for the storage and maintenance of
DOT vehicles. This is the first indoor facility for the DOT maintenance group and
represents a significant upgrade from the aging administrative offices. As a
result, the project was divided into two phases to maximize client input during the
initial design, achieve the desired outcomes for all key stakeholders, and establish
the scope and budget for the final design phase. Both Phase 1 and Phase 2 were
completed under budget.
The scope of work for this project included all site work and vertical construction
required to build a one-story, pre-engineered metal building with a turned-out
frame, which added visual interest to the structure and allowed for recessed
garage and man doors to provide protection from snow and rain. Insulated metal
panels were used for both siding and roofing, enhancing thermal performance and
reducing on-site construction complexity.
The administrative office section features a reception area, a conference room,
four private offices, an open office workspace, a breakroom, and restrooms. The
maintenance shop includes seven service bays equipped with an auto lift and a
maintenance pit, one wash bay, a welding station, a tire repair area, an office,
a locker room with restrooms and showers, a shop breakroom, and a storage/
mechanical mezzanine.

Vermeulens has a staff of 45 people with 8 principals, 12

staff includes professional quantity surveyors, architects,
engineers (mechanical, electrical, structural, and civil),
interior designers, and urban planners. They take pride in the
fact that 75% of our estimating staff have degrees and/or
professional estimating designation relating to construction.
Their engineering staff make up 43% of their estimating
team. This means we understand completely how these
systems work and how much they cost.

Architectural firm that can provide design service for a new
maintenance facility for city vehicles and equipment, as well
as a solid waste vehicle storage building. We believe that
Architects Alaska is uniquely qualified for this project. We
have recently completed several similar projects and have
staff that are knowledgeable and skilled with this type of
facility.
To that end, our process for Programming and Schematic
Design will be based upon a process that we call the five “D’s”
of developing a client-directed design solution: Discovery,
Documentation, Development, Discussion, and Decision.
Discovery
This phase of design is all about learning what is important
to you. We will meet with you, conduct detailed programming
sessions, visit any relevant existing facilities, visit relevant
sites, meet with city staff, and meet any other members
of the community deemed important to your design team
leaders.
The primary purpose of this stage of our process is to assure
that the facility that we design is guided by your actual needs,
and not from our own imagination.
Documentation
The next step in our process is all about creating a record of
what we have heard and what we have learned from you. We
will prepare a Preliminary Program for Design that will include
notes from our meetings, photos and documentation of any
existing relevant facilities, documentation of any existing
relevant sites, detailed descriptions of the programmatic
requirements for each space required, and a comprehensive
Program Summary of all spaces showing the required
building size.
We will also develop sketches and diagrams showing the
adjacencies of program spaces and how the functional
requirements relate to one another. This will likely include
“departmental” space relationships as well as overall
diagrams show how the entire building will function. It is
likely that we will develop more than one overall diagram to
illustrate optional layouts that might be considered.
This stage of design is not so much about the actual design
of the building, but about developing and documenting how
we have heard from you that the building should function.
In addition, our civil engineer will prepare preliminary site
diagrams, our MEP engineer will define the programmatic
requirements for the building’s mechanical, electrical, and
plumbing systems, and our structural engineer will establish
the structural criteria required for design.
We will meet with you to review the Preliminary Program for
Design. We will listen to your feedback and document what
you say. We will discuss necessary modifications required
and develop a preferred overall space diagram.
After we have met with you, we’ll prepare the Final Program
for Design, which will incorporate any feedback we have
heard from you during our review sessions. We’ll prepare the
final space relations diagrams with the preferred concept
and make any adjustments necessary to incorporate your
concerns. We’ll submit the Final Program for Design for your
review. If necessary, we’ll make any adjustments required
and resubmit. This document will become the record of our
meetings with you and establish the fundamental elements
required for the design.
Discussion
Once the Preliminary Schematic Design is complete, we’ll
submit it for review and conduct design review sessions with
you. We’ll take careful notes and discuss any adjustments
that need to be made to the design. We’ll discuss the
overall character of the building design as illustrated in
the 3-dimensional rendering. We’ll review the preliminary
engineering drawings and narratives to determine if they
have accurately captured the relevant system requirements
from you.
We will submit the notes we have prepared, and if necessary,
submit supplemental sketches, diagrams, or notes detailing
any changes required.
Decision
This part of the process is guided by you. You will have all the
information needed from us to make an informed decision
whether the design documents we have submitted capture
both your overall goals and vision for the project, as well as
the details of the design.
We will provide any additional information, sketches, or
refinements to the design that you request so that the design
meets your expectations.
Once you have completed your review, we will prepare the
Final Schematic Design drawings and written documents.
Design Development
Design Development is the stage in which all the major
components of the design are captured in the design
documents.
The civil engineer will design the major components of the
site cut and fill, the site utility infrastructure, the vehicle
access and parking layout, the drainage systems, and
placement of the building on the site.
All the architectural materials of the building are selected
during this phase of design, including the exterior building
“envelope” as well as the interior materials and design
elements. We may conduct additional interim work sessions
with you as these systems are developed to ensure that these
decisions are consistent with your vision as captured in the
programming documents.
Our Mechanical. Electrical, Plumbing, and Structural
Engineers will make preliminary selections of all building

system components based upon your input and as captured
in the programming documents.
Once we have prepared the Design Development Drawings
and Specifications, we will submit them to you for review. We
will conduct review meetings to discuss them, listen to your
input and discuss any revisions that may be needed prior to
moving for with Construction Documents.
Construction Documents
This part of the design process is about quality assurance
and detail. During this portion of the design process, we
develop the design documents focused on capturing your
goals and objectives into a set of documents that are clear,
accurate, and comprehensive enough for a contractor to
construct the building.
We will conduct weekly meetings with the entire design team
to coordinate each team member’s work plan. Architects
Alaska will take the lead in these meetings and review the
progress and quality of the design documents prepared by
our design partners.
Each of our design and engineering partners will conduct
their own quality assurance reviews for accuracy and
completeness. Additionally, they will review the drawing and
documents of other engineering team members to assure
that their work is coordinated.
At approximately 95% completion of the design documents,
we will assemble a comprehensive design review set of all
drawings and specification sections. Architects Alaska’s
Quality Assurance (QA) Lead will review each drawing,
specification, and supporting document for completeness
and coordination across the full design team. The QA Lead
will provide a fully annotated review set to each design team
member for resolution of comments.
The complete 95% design document set will then be
submitted to the City of Kalispell for review and approval prior
to proceeding with final construction documents.
Bidding, Permitting, and Construction
Administration Services
Once the design documents have been completed, Architects
Alaska and our design partners will assist you with the public
bidding process, preparation of a contract agreement and
final selection of a contractor. Our focus is always to assure
quality during construction and proceed in a way that best
protects your investment and minimizes your risk.
As construction proceeds we will review requests for
information and product submittals from your selected
contractor. We will issue any supplemental instructions as
updated information is needed. Regular site visits will be
conducted to ensure that the construction of the project is
meeting the intent of the design and that all relevant code
issues are being satisfactorily addressed. A final punch list
walk will be conducted and managed with the contractor.
Staying actively involved until the end of the project ensures
that all of your programming desires are realized and that the
construction process runs smoothly.

SERVICE APPROACH TO MEET CITY
NEEDS
As the prime design firm, Architects Alaska has the overall
responsibility of managing the design contract for the new
central garage shop and solid waste equipment storage
facility. Architects Alaska practices “Strong Project
Management,” simply meaning we only assign firm principals
and senior project managers to oversee your project. Our
proposed Principal-In-Charge (PIC) Melanie Mangione and
Project Manager Chelsie Fisher are actively involved in
their projects from initial kick-off to construction closeout
and warranty inspections. Melanie participates in contract
negotiations and all key design meetings and, as a firm
principal, has the authority to commit the firm’s personnel
and financial resources as needed for your project and is
responsible for the performance of our consultants. Melanie
and Chelsie work closely to ensure our in-house team and
consultants complete their job correctly and on schedule.
MANAGING COMMUNICATIONS
We prioritize client-responsive analysis, design, and project
delivery, with clear and effective communication at the core
of our process. To ensure alignment and accountability,
all project-level communication will be documented in the
project execution plan, capturing key decisions and any
scope modifications.
All emails providing direction will be archived and, when
necessary, added to the project action items list to enhance
visibility and tracking. Regular meetings and progress
reviews with stakeholders will facilitate timely decision-
making, ensuring the project remains on schedule and
aligned with objectives.
For design work we use Autocad’s Revit Software. Revit is
BIM (Building Information Modeling) software and utilizes a
cloud-based service for design and construction document
production that enables the design team to work on the
same virtual model in real time, vastly improving design
coordination and production among all the design team
members. With the use of free file viewers, you are also able
to review the work as it progresses and offer comments in
real time as well.
The project schedule and scope will be maintained as a
living document, accessible to all team members to promote
transparency and coordination. Any verbal client directives
will be documented in writing by the responsible project
manager, who will ensure the project manager is copied and
that all correspondence is properly archived to support the
change management process.

Using Microsoft Project, we build Gantt-based schedules
to track progress, integrate quality control milestones, and

Vermeulens and concurrently reviewed by each discipline for
accuracy. The cost-estimating team analyzes current pricing
trends, labor rates, inflation impacts, and supply-chain
conditions at these milestones to support budgeting
decisions. Vermeulens’ extensive bid and reconciliation
data further strengthens this process by enabling accurate
benchmarking of institutional buildings at current market
levels. Their comprehensive database, experienced staff, and
proven methodologies provide owners and architects with
detailed, reliable costing reports. Together, these efforts
establish realistic budgets from the outset and help minimize
program loss, scope reductions, and costly redesigns, while
also demonstrating that the consultant team has sufficient
staffing and resources to deliver the project within the
established schedule.

With 25 years of professional experience, including nearly 17 years at Architects
Alaska, Melanie brings a diverse portfolio spanning high-end residential, low-
income and supportive housing, commercial office, military, hospitality, medical,
and educational projects of all sizes. Her roles have included Facility Inspector,
Designer, Project Manager, Interior Designer, and Architect, providing her with a
well-rounded perspective on both design and delivery.
As Principal-in-Charge and Client Manager, Melanie will lead and manage the overall
team. She will oversee the overall project, guide the process, coordinate with
(client) personnel, and direct the schedule and budget. She holds ultimate decision
making authority for this contract. Her roles and responsibilities will be tailored to
the needs of each project, recognizing that project size and complexity will vary.
RELEVANT PROJECT EXPERIENCE
BLACKFEET DEPARTMENT OF TRANSPORTATION BUILDING
Melanie was the PIC for the design of the one-story pre-engineered metal building,
the design incorporated a turned-out frame. The administration office features a
reception area, a conference room, four private offices, an open office workspace,
a breakroom, and restrooms. The shop area includes seven service bays equipped
with an auto lift and a maintenance pit, one wash bay, a welding station, a tire repair
area, an office, a locker room with restrooms and showers, a shop breakroom, and a
storage/mechanical mezzanine.
THREE CEDARS OFFICE BUILDING, ANCHORAGE, ALASKA
Project Designer/Manager. Core and shell 40,000 sf office building in midtown
Anchorage. The building includes a parking garage on the first level and a
mechanical penthouse above 3 floors of open, class-A office space with EPDM
and PVC roofing. Duties include schematic design of the building, construction
documents, permitting and coordinating documents through the bidding phase
with selected contractors, and completing the addenda. During the construction
administration phase, continued submittal review, answering RFI’s, and completing
ASI’s as well as continued coordination with consultants and owners for additional
design efforts.
BELLE CHASSE POLICE ADDITION BELLE CHASE, LOUISIANA
This detached addition to the Military base police station required quick decisions
for the 12-month design and construction schedule. Melanie was the Architect and
Project Manager for this Secure Munitions storage facility, leading the charge from
Montana with ease and clear communication.
MLEA SCENARIO TRAINING BUILDING, HELENA, MONTANA
A 10,800 SF building uniquely serves as a training space for our Montana Law
enforcement trainees. A city street lined with different faux businesses to practice
the skills they need in the field, the building will provide the education without
having to battle the elements, allowing the instructors and students to focus on the
work and not the weather.
CROW CHILDCARE – CROW AGENCY, MONTANA
Melanie served as Project Manager and Principal in Charge of a 9,500 SF Childcare
center in Crow Agency with 4 childcare rooms, a large indoor playroom, kitchen,
storage, offices, and a fenced exterior playground. Melanie led the team with the
Project Architect to create a building utilizing SIPS construction, a design that can
be easily expanded for a growing community with minimal demolition of the original
structure.

RELEVANT PROJECT EXPERIENCE
BLACKFEET DEPARTMENT OF TRANSPORTATION BUILDING
As the Project Architect and Project Manager for the design of the one-story
pre-engineered metal building, the design incorporated a turned-out frame. This
feature added visual interest to the building’s shape and allowed for recessed
garage and man doors, providing protection from snow and rain. Insulated
metal panels were used for the siding and roofing materials, increasing thermal
performance and minimizing on site construction assemblies.The administration
office features a reception area, a conference room, four private offices, an open
office workspace, a breakroom, and restrooms. The shop area includes seven
service bays equipped with an auto lift and a maintenance pit, one wash bay, a
welding station, a tire repair area, an office, a locker room with restrooms and
showers, a shop breakroom, and a storage/mechanical mezzanine.
CROW TRIBE TRANSIT BUILDING
Chelsie is the Project Architect and Project Manager for the new two-story pre-
engineered metal building. The building is divided into two sections: administrative
offices and a five-bay maintenance garage. The administrative offices occupy
two floors totaling approximately 6,150 square feet, while the maintenance garage
encompasses 10,260 square feet. The administrative area features a reception and
ticket counter, a public waiting area, a conference room, six private offices, four
group offices, an open office workspace, and restrooms. The scope of work for this
project includes all site work and vertical construction. The project is scheduled for
completion in September 2026.
MONTANA EQUINE MEDICAL SURGERY CENTER ADDITION AND REMODEL,
THREE FORKS, MT
Chelsie was responsible for the design and permitting of the expansion and
remodel of Montana Equine, the premier equestrian surgery center in Montana.
Initially conceived as an exterior slab expansion, the project evolved over two
years into a $1.5 million endeavor. The project included the addition of an MRI
room, an exam room, an ADA restroom, and two exterior covered spaces, as well
as the remodel of two existing exam rooms and a lab space. As a design-build
project, Chelsie was deeply involved in the construction process, producing
several fabrication drawings to facilitate prefabrication. Additionally, a new entry,
reception area, and office space were designed through the design development
phase, though they have yet to be built.

RELEVANT PROJECT EXPERIENCE
KIT MAINTENANCE BUILDING
Jacqueline worked with the Kenaitze Indian Tribe and the Architects Alaska design
team to develop construction documents for the maintenance and warehouse
building. The design includes storage areas, a wood shop, welding and paint rooms,
offices, and a break room. When code challenges arose due to space proximity,
Jacqueline quickly analyzed requirements and collaborated with the team to deliver
effective, compliant solutions,.
HAINES MAINTENANCE & OPERATIONS BUILDING
As Project Architect, Jacqueline collaborated with the RESPEC from its initial 2014
phase through 65%, 95%, and final completion. Leading the architectural team, she
updated and developed the code study, narrative, specifications, and drawings,
while coordinating closely with engineers on equipment and structural design.
The building was unique in that it didn’t have sprinklers, driving the need for fire
separations that are divided by 3-hour rated walls. She worked with the team to get
this detailed out. Additionally, Jacqueline worked with the structural engineer to
incorporate an additional sand storage building into the project.
NORTHWAY MAINTENANCE & OPERATION STATION
The primary goal was to develop a design for a new maintenance shop to replace
the existing Northway DOT&PF’s shop building, and the building design closely
followed the layout of the shop designed at the Haines Maintenance Station. The
17,000 SF shop building is designed for efficient workflow and optimal space
utilization. It features two 25’ x 90’ drive-through equipment bays, a warm storage
bay, and a separate wash bay of equal size. A central 20’ wide zone accommodates
restrooms, lockers, personnel areas, and mechanical/storage spaces. Adjacent
to the bays, a 20’ x 90’ section houses welding, lube storage, a machine shop, tire
shop, and a light-duty bay with a lift. The second floor includes two offices and a
break room, supporting operational and staff needs.
PALMER MAINTENANCE STATION
The 52,500-SF facility, shared by Maintenance and Operations (M&O) and the State
Equipment Fleet (SEF), consists of two separate bay blocks for SEF and M&O crews,
divided by a shared central section containing offices and storage. The M&O side
has seven maintenance bays, while the SEF side included three 20-by-90-foot bays
and five 25-by-90-foot bays, with one oversized bay in each section for additional
tool storage. A 30-by-90-foot wash bay was placed at the end of the building to
reduce humidity in the maintenance areas and improve vehicle cleaning efficiency.

Gary is a business-minded, hands-on project manager with more than 28 years
of experience ranging from municipal to heavy industrial projects. He has a
strong ability to troubleshoot both technical issues and business processes. Gary
excels at communicating engineering details to clients and associates for mutual
understanding. He has significant project management experience, including
estimating and budgeting, scheduling, code compliance, training, public speaking, and
resource allocation.
Gary has extensive experience managing complex infrastructure and site
improvement projects across Montana. At The Lodge at Whitefish Lake, he oversaw
survey work, demolition plans, and site and utility designs for enhancements to
the swimming pool, lake frontage, patio, and tiki bar, collaborating closely with
architects, mechanical engineers, and construction teams. He also managed the
Rail Park Drive Improvements in Kalispell, working with city officials and the Flathead
County Economic Development Authority to develop scope, budgets, and proposals
for upgrades that included boulevards, sidewalks, ADA ramps, and driveways, while
ensuring compliance with environmental regulations and coordinating with local
businesses.
As Senior Project Manager, Gary led the redesign of Browning’s streets for the
Blackfeet Nation, a $4.2 million initiative involving storm basin delineation and
hydraulic analysis for a new stormwater management system. He also directed the
Bureau of Indian Affairs Route 1 Corridor Study, managing a 32-mile upgrade project
under a tight schedule that required coordination of over 30 resources across
multiple disciplines. Additionally, Gary served as a municipal infrastructure advisor
for Ronan’s Downtown Master Plan and Five-Year Economic Development Strategy,
guiding community growth through visioning, land use planning, and strategic
implementation.

Hayden assisted with project engineering for a new major 12-lot subdivision in Flathead

MONTANA DEPARTMENT OF TRANSPORTATION (MDT) KALISPELL BYPASS
(KBP) FOYS LAKE DESIGN-BUILD | KALISPELL, MT
The project included reconstructing approximately 1.9 miles of the KBP highway (US
93A), including changing the at-grade roundabout at Foys Lake Road into a grade-
separated interchange. Hayden provided construction inspection for design and
associated documentation to meet MDT standards.
CORE AND RAIL REDEVELOPMENT PROJECT | KALISPELL, MT
The second phase of the Core and Rail Redevelopment project included removing 1.6
miles of rail, constructing a 1.6-mile concrete multi-use path, and constructing a new
complete street. KLJ provided construction administration and acted as the RPR for
the City of Kalispell. Hayden provided construction observation (RPR) duties, including
material quantity verification and submission of a daily construction log detailing
activity. He also provided construction staking and conducted as-built surveying.
