velop the overall plan.
DESIGN EXCELLENCE: Given the cir-
cumstances that modifi cations are to
be made at the site, the design needs
to meet the entire DE standards. This
plan refl ects that scope, with the

addition of landscape areas shown in

ACCESSIBILITY AND AESTHETIC
ENHANCEMENT: The parking area
directly to the West of the PWM
Building was added to provide a nic-
er "front door" for building occupants
and visitors. This part of the site is
currently not in very good condition
and represents a great opportunity to
enhance the site while also providing
much improved accessible parking
and access to the building's primary
entrance.
CIRCULATION EFFICIENCY AND
WORKFLOWS: We discussed func-
tionality of the South half of the site
and made recommendations that
work to make the site more function-
al, in conjunction with the proposed
Truck Garage.
PHASING: Since the site is broken up
into two distinct properties, work on
each half could take place completely
independent of the other without vi-
olating DE or other requirements. For
example, The Truck Garage and site
improvements could be completed
on the South half, while the existing
building and North site improvements
are completed much later (or not at
all), and vice versa

As the City considered acquiring property and
structures to upgrade its Department of Public
Works & Mobility headquarters, A&E + SMA
Design provided services to analyze opportunities
and identify the City’s best options: renovation,
new construction, adaptive reuse, or a combined
approach.
Working with stakeholders, the design team
assessed existing facilities and potential new sites
to develop conceptual plans, cost estimates, and
viable alternatives. The project aimed to align
with the City’s PAR & Master Plan while enhancing
Missoula Public Works & Mobility Dept.

collaboration, and wellbeing.
After initially recommending a new Public Works
facility, the City chose to remain in the existing
Water Building to better allocate taxpayer
funding to other priorities. The revised plan calls
for retaining the Water Building and adding
a 13,000 sf truck barn to support operations
without disruption. This solution meets immediate
needs, preserves capital, and supports future
development in the West Broadway corridor.

With a goal to centralize operations and improve
collaboration between departments, A&E + SMA
Design and Montana State University partnered
for a monumental project: relocating the facilities
maintenance buildings on the south campus. The
existing yard consisted of 15 outdated buildings,
now replaced by a 38,000 sf operations center
that brings together all departments under one
roof. The design focuses on improving circulation,
operational efficiency, and maximizing land use
with an eye toward future development. The new

Logistics and circulation are the most important
pieces to this project, given the varying
departments within facilities, from grounds

traffic flow to boost efficiency, reduce conflicts,
and create a safer, more connected campus.

Under Construction
The City of Helena retained A&E + SMA Design
to design and supervise the construction of two
adjacent building projects over the course of eight
years. The Public Works Project houses the Utility
Maintenance division – with spaces for vehicle
storage and maintenance, offices, staff work
areas, and storage, consolidating these functions
into one centrally located facility. The neighboring
Cold Storage Addition is the most recent of the
two, and houses secure cold storage space for
the City of Helena Police Department – again
consolidated in one building on the Public Works
campus.

This facility was designed to complement the
adjacent Public Works Project.
A&E + SMA Design researched, designed, and
supervised the construction of a modular office
building for the Waste Transfer Station – providing
much needed office, administrative, staff, and
public access space for the various departments
on site. The building meets all applicable codes
and standards and is fully ADA accessible to the
public.

Our GC/CM Experience
Through our work on major public and private projects across the region, A&E + SMA Design bring a long-
standing history and deep experience with the General Contractor/Construction Manager (GC/CM) project
delivery method. We recognize that early, collaborative engagement between the contractor, design team,
and client is essential to a team-oriented process—one that maximizes value, mitigates risk, and delivers
efficient outcomes.
Contractors provide critical insight throughout the design process, particularly around constructability,
phasing, and scheduling. Early involvement allows us to tailor construction sequencing and, in many cases,
accelerate the overall timeline by overlapping early construction activities with design finalization.
A&E + SMA Design has utilized the GC/CM delivery model on the majority of our projects over the past
decade, with a proven track record of achieving streamlined coordination, budget control, and high-
performing civic infrastructure. Under this delivery method, our team provides comprehensive architectural
services—from programming and conceptual design through construction documentation, bidding support,
and project closeout. In addition to traditional construction administration, we offer enhanced construction
project management to public clients, serving as a full-time representative to protect the design
intent, ensure quality execution, and monitor construction progress, schedule adherence, and payment
applications.
On Kalispell-area public projects, this Owner-focused role is led by Pete Mahood, who acts as a dedicated
liaison between stakeholders, contractors, and project teams. Our involvement extends beyond design
oversight to include detailed coordination of infrastructure, structural systems, and technical materials,
ensuring the project is delivered on time, within budget, and in alignment with the Owner’s expectations.

Department of Military Affairs to design and administer
construction of a Vehicle Maintenance Shop (VMS)
in Malta, Montana, adjacent to the Malta Readiness
Center. Serving the northeast and north-central
regions, the facility is tailored to meet the operational
needs of military vehicle maintenance while complying
with stringent 1330-31 requirements for efficiency,
durability, and long-term performance.

Coca-Cola Bottling and Distribution facility, with
integrated warehousing, light manufacturing, sales,
and administrative functions. Prioritizing operational
efficiency, long-term durability, and sustainable
performance, the design leverages precast concrete
systems and optimized site layout to support high-
volume production and distribution along the I-90
corridor.

We provided full architectural, interior, and construction
project management services for the new 90,000 sf
Northwest Pipe Fittings facility, a mixed-use industrial
building integrating warehouse, service bay, office,
showroom, and training functions. Designed for
performance and flexibility, the facility combines a
durable steel structural system with LEED-informed
strategies and efficient distribution planning to support
long-term operational success.

To meet increasing demands for airside operations,
the expanded and renovated SRE facility nearly
doubled in size to house specialized airport
maintenance vehicles, fire and rescue response
equipment, and a secure 911 call center backup. The
steel-frame, precast-concrete structure includes
a 3,100 sf heated drive-thru wash bay for 70-foot
equipment, energy-efficient upgrades, and essential
support spaces—all within a secured airside zone.

the campus identity while serving as a critical

sustainable, electrically focused design strategies.

and addition to the Gallatin County Sheriff’s
Office, along with a new headquarters for Search
and Rescue. The centralized campus consolidates

spaces for training, outreach, and education.

4. CONTRACT UNDERSTANDING & APPROACH

Our Understanding
UNDERSTANDING THE CITY’S CURRENT NEEDS
The City’s needs focus on delivering two operational facilities through a flexible approach that balances
site constraints, schedule, and funding while maintaining continuity of municipal services. The project must
support early decision-making and accommodate alternative site scenarios without delaying progress.
Based on our understanding, two viable paths forward have been identified:
Option 1
Design and construct the two new buildings on the western portion of the City Complex site.
Option 2
Design and construct Solid Waste Building (~5000 sf) on the western portion of the City Complex to match
Option 1 and instead of locating the Central Garage Facility (~13,500 sf) on the same site, conduct a site
evaluation and selection process for property procurement and commencement of design and construction
of the Central Garage within the Westside Tax Increment District. This process will determine a distinct
branch to the project schedule.
In either option, we will lead the team through preliminary design services, civil surveying, site evaluation
and property procurement processes, and assisting the owner through procurement of geotechnical
services, followed by the traditional schematic design through construction documents, bidding, and
construction administration services as outlined in the AIA B101 contract, which we would anticipate using
as the basis for our engagement and division of responsibilities contractually.
These services include research and discovery, then application of building codes, zoning code, municipal
and private utilities, and site restraints while balancing scale, function, budget, and stakeholder needs and
wants related to the site(s). Our team has decades of experience with the GC/CM alternative delivery
method in combination with publicly funded projects as described in Montana Code Annotated. Through
the traditional design phases, we will deliver documents for cost estimating at 35%, 65% and 95%
milestones. We understand that process intimately and have employed it successfully in many instances.

POTENTIAL CHALLENGES IN FLATHEAD COUNTY
We do not anticipate any challenges providing services within Flathead County. Our Kalispell-based team
has the capacity to support the City throughout the project, with additional resources available from our
nearby Missoula office. Conveniently located in the KM Building across 1st Avenue East from City Hall, our
team is highly familiar with the City Complex and its surroundings.
METHODS TO MITIGATE CHALLENGES
If additional support is ever needed, our five offices collaborate closely across 120 design professionals,
ensuring reinforcements are readily available. However, we expect the project to be staffed primarily from
our Kalispell office, with a local consulting engineering team, allowing for efficient, responsive service
throughout the project.

OUR APPROACH TO INITIATING SERVICES
Upon selection, we would begin with a scoping meeting to confirm the project approach, establish
the design fee, and formalize our agreement for services. This initial effort would include confirming
programming, exploring diagrammatic options, and testing how the approved program fits within site
constraints. Through iterative evaluation, the best solutions for each building will be refined into a single
concept that advances into schematic design.
Successful design begins with visioning, planning, goal setting, and consensus-building exercises to
establish project pillars—guiding principles for function, affordability, durability, value, and context. Defining
these pillars early streamlines decision-making and generates efficiency throughout the design phases.
Early project scheduling will also identify when to solicit General Contractor/Construction Manager (GC/
CM) services, allowing design efforts to progress concurrently with GC/CM procurement. Once the GC/CM
team is engaged, we will integrate their input on constructability, initial pricing, and alternate site options,
particularly for the Central Garage, to ensure right-sized and well-coordinated facilities.
Given that the Solid Waste Building will occupy the same location under any scenario, its design will
likely drive the project schedule, while site evaluation and alternate siting for the Central Garage proceed
concurrently. This strategy supports schematic design, phased construction, and milestone pricing while
allowing flexibility for bidding and sequencing decisions that balance operational needs, adjacency to city
limits, and potential economies of scale.
PLANNING, SCHEDULING, AND RESOURCE MANAGEMENT
Our team begins by clarifying scope, schedule, and budget, understanding that each informs the others.
This balance is continually monitored and adjusted throughout the project. The GC/CM delivery method
facilitates early, transparent collaboration between owner, architect, and contractor, which is particularly
effective for public projects.
Project managers utilize scheduling and accounting software to track progress, monitor resource allocation,
and communicate updates to the City and design teams. Staff are dedicated for the duration of the
project, with regular team meetings to ensure workloads remain balanced. Additional resources are
available if adjustments are needed to maintain schedule commitments.
Cost estimating is a collaborative process led by the GC/CM and supported by the design team at
