pell’s new Central Garage and Solid Waste Equipment Storage Buildings. Our team is uniquely qualified for this endeavor, possessing
the technical expertise and institutional knowledge required to meet the City’s specific objectives and operational expectations.
Through decades of partnership with the Montana Department of Transportation—including work on the current MDT Combination
Facility in Kalispell—we have developed a deep understanding of the durability, specialized vehicular flow, and rigorous maintenance
requirements essential to these facilities. As outlined in this proposal, our team is prepared to assist the City not only in the design of
these structures but also in the critical assessment of site options and programmatic layouts to ensure long-term value.
Anthony Perpignano, AIA, NCARB (Tony), will serve as your Primary Contact and Principal-in-Charge. While based in Helena, Tony works
in close, daily collaboration with Ryan Mitchell, PE, PLS, of RPA in Kalispell. Together, they will manage all communications and oversee
the architectural and engineering operations throughout the life of the project.
As President of CWG, Tony brings over 30 years of experience in the design and management of complex industrial and municipal
projects. For more than 25 years, he has been instrumental in developing long-range standards for the Montana Department of Trans-
portation’s equipment storage buildings, service shops, welding facilities, and wash bays. His expertise ensures that the City of Kalispell
will benefit from a proven framework of design excellence and functional reliability.

The project consists of a redesign and consolidation of MDT’s existing facilities in three
different communities. Each community will build a new equipment maintenance and
storage facility in addition to renovating and remodeling their existing buildings for add-
ed administrative office spaces. Each of these remodeled spaces is around 10,000 SF
requiring them to be carefully as-built. The first phase of these projects, (the new equip-
ment maintenance and storage facilities) went out to bid in the fall of 2025. CWG has
done extensive 3D scanning of MDT’s existing facilities and generated fully operational
REVIT models.

CWG Architecture was commissioned to design and provide construction documents
for an 84,000 SF pre-engineered metal warehouse. CWG collaborated with Coffman
Engineers and Martel Construction under a design-build method to deliver a distribution
center that included 74,000 SF of distribution area with support spaces including office,
break room, shop, and parts areas. A secure storage area for high value items required
additional monitoring and security prior to distribution operations.

Located off of Airport Road, this was a remodeling and addition project to the existing Main-
tenance Facility that houses the Airport Emergency and Maintenance vehicles, provides for
light maintenance and training of staff. Construction included space for a lunch room, offices,
restrooms, training areas, cleaning, parts and repair areas, and vehicle bays.

STATE LIQUOR WAREHOUSE - HELENA, MT

This heavy-duty project houses a specialized automated storage and retrieval system for stor-
age of thousands of palletized boxed liquor products. The finished result required a variance
for building height and parking. A close working relationship with the City Building Department
solved code related issues, and working with the Fire Marshall helped to determine appropri-
ate fire hydrant placement and proper access for emergencies.

Capital Transit is a terminal and bus barn facility for the City’s transit system. The facility has a
7,900 SF Bus Barn for storage and light maintenance, as well as a 2,800 SF terminal for ticketing
offices, passenger lobby, and administrative offices. The buildings are connected with a porte
cochere drive through for covered loading and offloading. The building’s architecture reflects
traditional forms while using modern, low maintenance finishes.

We have refined the MDT operational model
by working directly with the personnel who

GC/CM DELIVERY METHOD EXPERIENCE
CWG Architecture offers decades of experience across diverse project
delivery models, with a particular emphasis on the GC/CM (General
Contractor/Construction Manager) method. We believe the GC/CM
process is most effective when a cohesive team is established early,
fostering an environment of trust and transparency from pre-construc-
tion through project closeout. We are very comfortable with the GC/
CM project delivery method, having completed 10+ projects in recent
years.
Our firm has successfully executed several large-scale GC/CM proj-
ects, including a 60,000 SF facility in Belgrade for Tractor & Equipment

very similar building design going into construction this spring for MDT
in Kalispell, we will be several steps ahead in planning, program-
ming, understanding of the design, and will have accurate, real-time
budget numbers.

COMPANY HISTORY
CWG Architecture started with Grant Crossman in 1957. We have
been practicing architecture in the state and the region since that
time. Today the firm has four active principals managing the compa-
ny: Anthony Perpignano, Kory Kennaugh, Jason Egeline, and Scott
Deitle. We offer full architectural services including planning, program-
ming, architecture, interior design, marketing, contract administration,
and we’ve recently added 3-D scanning.
Our founding members were rooted in a deep sense of community,
serving on a variety of boards and leading non-profits across Mon-
tana. Today, we consciously uphold that legacy by giving back to the
communities that support us. We actively encourage our staff to pur-
sue civic and professional engagement, firmly believing that investing
in our people is the most meaningful way to invest in our future.
CERTIFICATIONS AND LICENSURE
All of the architects in the firm are current with continuing edu-
cation requirements monitored and regulated through the State
of Montana’s Licensing Board. All of our principals are certified
through NCARB (The National Council of Architectural Registration
Board and are active AIA (American institute of Architects) mem-
bers. Many of our architects are also LEED Accredited Professionals.
All of our principals are currently licensed in the State of Montana
and hold active registrations in other surrounding states as well.

MEETING KALISPELL’S CURRENT NEEDS
Through CWG Architecture and our Consulting
Engineers at RPA, we have a deep under-
standing and relationship with the City of Kalis-
pell. We have people both “local” in Kalispell
who can respond in a moment’s notice as well as designers around the state. We understand the jurisdiction’s needs, methodologies and
requirements along with the general program
and building typology. We are currently be-
ginning construction on a very similar building
design for the Montana Department of Trans-portation in Kalispell on Highway 93.
As a value-add for the City of Kalispell, our design team has already conducted a pre-liminary site visit and engaged in critical dia-
loge with facilities personnel. We have begun
analyzing scoping and programmatic priorities,
carefully balancing macro-level site strategy
with micro-level operational details.
Our initial assessment includes an evaluation
of vehicular circulation and site security, as well as mitigation strategies for environmental factors like odor control and pest barriers. At
this point we wouldn’t completely rule out the
possibility of some sort of partnership or sale
with MDT on their existing site, but we will also
focus on looking at other potential sites on the westside in the TIF region. It may end up be-ing that the existing City site on the south side
remains the best alternative, but we will help
the City in evaluating the best possibilities and
options.
POTENTIAL ROADBLOCKS
At this time, it would be hard to identify any difficulties our design team would have provid-
ing services since we have team members in
Kalispell, Missoula, Helena, Bozeman and Great
Falls. We are more than willing to conduct site
visits, coordination meetings, and be of service to the City of Kalispell.
STRATEGIES TO MITIGATE SETBACKS
One major advantage is that we will be
actively overseeing the construction of a very
similar building in Kalispell for MDT during this process, so we will already have a presence there. We will also have real-time costs and
experience that will benefit the City of Kalispell.
RPA’S EXPERIENCE WITH PROPERTY
PROCUREMENT
RPA routinely performs property procurement
services for clients in conjunction with projects.
RPA has provided services to the City of Ka-
lispell for Right-of-Way acquisition, easement
acquisition, temporary construction permits, and property procurement. Our dedicated team of surveyors, engineers and technicians
work cohesively to identify needed lands, con-
duct boundary surveys, prepare Right-of-Way
Agreements, meet with property owners, pre-
pare Easements or Certificates of Surveys, and prepare all documentation for acquisition of said lands. RPA works closely with Insured Titles
and Clark Real Estate Appraisal to complete
any land acquisition task. Below are specific
projects showing RPA’s previous property pro-
curement for City of Kalispell projects:
Kalispell Upper Zone Tank and Wells Project
The Kalispell Tank and Well project included
two (2) new sites; one for a well on Four Mile
Drive and one for a Tank and Well along High-
way 93. RPA assisted the City of Kalispell with Land Acquisition, including securing temporary construction permits, purchasing an entire par-
cel from NWE and creating a new parcel via a
Utility Site Exemption from two (2) landowners.
Work included Title Commitments, Appraisals,
Negotiations, Right-of-Way Agreements, Deeds and Exhibits, Amended Plats, Boundary Sur-veying, including setting new property corner
monuments, and Realty Transfer Certificates.
Kalispell Water & Sewer Main Replacement Project
The Kalispell Water & Sewer Main Replacement project included acquiring a Utility Easement from the Montana Department of Transporta-
tion (MDT) for a sewer main across MDT’s facility located at 85 5th Ave EN in Kalispell.
Westside Interceptor ProjectThe Westside Interceptor project was approx-imately 8.5 miles in length. RPA assisted the
City of Kalispell with Land Acquisition, including
securing entire parcels, easements and tempo-
rary construction permits from a total of fifteen
(15) landowners. Work included Title Commit-ments, Appraisals, Negotiations, Right-of-Way Agreements, Deeds and exhibits, Easement
Documents and Exhibits, and Realty Transfer
Certificates.

Approach to Contract Management
PROJECT ORGANIZATION & CONDUCT
Tony Perpignano, as the Project Architect, will be responsible for the
project’s organization and conduct. Tony with the assistance of other
team members and disciplines will prepare an agreement, task orders,
the schedule, and list of deliverables. Regularly scheduled meetings
between CWG, our consultants and the City to discuss the project, prog-
ress, ongoing work schedule and deliverables.
APPROACH
We will have an initial scoping and program meeting to establish ser-
vices and magnitude of work. This meeting will define the scope and
expectations of the project. We will establish an agreement with the City
based on this meeting and define the individual task orders and level of
work. This will be arrived at collaboratively with the City to ensure that
the project deliverables, schedules, and project components align with
the goals and expectations of the City. This approach ensures that the
City maintains control of the project and only mutually agreed upon
work is completed.
PROPOSED SCOPE OF WORK, TASK ORDERS, AND
DELIVERABLES
TASK ORDER 1: PROJECT MANAGEMENT CWG will perform project management and administration for the
project throughout the duration of the project. CWG will prepare
agreements and task orders with fee estimates. As the consultant,
CWG will maintain the project and all project files on our computer
and network system. At the end of the project CWG will archive the
electronic and hard copies of the project records. We will coordinate
all comments from the City, the Contractor and any changes during
construction.
TASK ORDER 2: BUILDING AND SITE DESIGN
CWG will prepare Construction Documents, including all drawings,
specifications, reports, code evaluations, and cost estimates. Sub-
missions will be made at 35%, 65%, and 95% prior to completion of
100% Bid Documents. Each submission will be accompanied by an
overall cost estimate, an updated schedule and review comments.
Design will include coordinating with utility companies, as well as
surveying and Geotechnical investigations. At the completion of the
construction document phase we will submit 100% Contract
documents to the City for permitting and Final Submittal.
TASK ORDER 3: BIDDING ASSISTANCE
Once the Final Submittal is complete, these Construction Documents
(Drawings, Specifications, and Reports) will be uploaded to the
City’s QuestCDN website. CWG will conduct a pre-bid meeting with
interested contractors to give an overall explanation of the project
and answer any specific questions. Throughout the bidding process,
CWG will be available to answer questions and provide clarifications
to bidders and suppliers. Addenda will be issued as required during

Approach to Contract Management
TASK ORDER 4: CONSTRUCTION PHASE
Tony Perpignano, with assistance from Scott Moses will lead contract
administration during the construction phase of the project. The design
team will be overseeing construction contracts, review submittals,
respond to Request For Information (RFI’S), processing payments,
reviewing progress, and monitoring the schedule. We will also facilitate
regularly scheduled construction progress meetings (OAC Meetings)
Owner, Architect, Contractor. Scott Moses will lead Contract Administra-
tion services in the field during construction. He will coordinate all work
with the contractor. CWG will develop a final punchlist outlining

TASK ORDER 5: POST CONSTRUCTION & FINAL CLOSE OUT
Once the contractor has completed all the work identified in the
Construction Documents, CWG will assist the City and prepare final
record documents and collect from the contractor all closeout docu-
ments including warranties, O&M Manuals and final reports. Prior to the
expiration date of one year from Substantial Completion, CWG will
conduct a warranty inspection to identify any deficiencies or issues that
fall under warranty repair.

With a 70-year resume, we are not new to this process! We manage
multiple contracts at one time and dedicate the staff and experience
needed for success. As previously stated, we will be actively overseeing
the construction of a similar project for MDT while we design this project;
