Jackola Engineering & Architecture, PC (Jackola) is pleased to submit this Statement of Qualifications for Architectural and
Engineering Design Services for the new Central Garage Shop and Solid Waste Equipment Storage Facility for the City of
Kalispell. Based on discussions with City staff and presentations to Council, this project represents a critical investment in
the City’s long-term operational efficiency, safety, and service delivery.
Jackola is a full-service, in-house architectural and engineering firm with offices in Kalispell, Bozeman, and Vancouver,
Washington. All primary design services for this project will be provided locally from our Kalispell office, supported as
needed by staff from our other offices. Our integrated team includes architects; surveyors; civil, structural, mechanical,
plumbing, and electrical engineers; BIM/CAD specialists; and experienced project managers.
We bring extensive experience designing municipal maintenance facilities, vehicle storage buildings, and industrial shops for
public agencies and private clients, including the Montana National Guard, Montana Department of Transportation, Flathead
County, City of Kalispell, Flathead Electric Cooperative, Xanterra, Hyundai, and Nissan. Our mechanical, electrical, and
plumbing team has completed design services for numerous maintenance and service facilities, including six automotive
dealerships and multiple public-sector shops. Geotechnical engineering services will be provided by Alpine Geotechnical,
LLC, a trusted local subconsultant with extensive experience in the Flathead Valley.
Jackola is experienced in Design/Bid/Build, General Contractor/Construction Manager (GC/CM), and Design/Build delivery
methods. Approximately 70–75 percent of our work is delivered using a GC/CM approach, and we are comfortable
supporting whichever delivery method the City determines is most appropriate for this project.

to successfully plan, design, bid, and oversee construction of the new Central Garage Shop and Solid Waste Equipment

Company Information
Alpine Geotechnical, LLC was founded in January 2015 to provide geotechnical engineering and construction materials
engineering and testing services for the greater Flathead Valley. Kagan Rutz, P.E. is the owner and senior engineer. He
has been practicing in this field in the Flathead Valley since 2006. Alpine Geotechnical currently employs one registered
professional engineer, one staff geotechnical engineer, one laboratory manager, one senior technician, two geoscientists, four
engineering technicians, driller, drillers helper, and office manager. We own and operate a Diedrich D050 geotechnical drill rig
on a 4wd carrier, and a Kubota KX040 compact excavator to support field investigations.
Firm Qualifications and Services
Alpine provides high-quality services for a wide range of clients including architect-engineering firms, commercial and
construction-related clients, and various local, state, and federal agencies. The engineering staff has geotechnical experience
on projects ranging from large commercial buildings, retaining structures and roadways. We have extensive local experience

The current work bays lack space for maintenance and M88A2 training. The addition in-
cluded a full-coverage bridge crane. Key project elements include site circulation, lighting,
security, non-combustible materials, and a 3-hour fire wall. Energy-efficient systems fea-
ture ERV with occupied-only operation, LED lighting with sensors, and plumbing with an
oil/sand separator.
FLATHEAD ELECTRIC COOPERATION VEHICLE
MAINTENANCE FACILITY Kalispell, Montana
12,400 SF masonry building includes offices, a welding bay, a vehicle wash bay, four 78 foot long drive -through service bays,
parts and materials storage, and a transformer shop. The facility features two overhead bridge cranes and an innovative
vehicle exhaust disposal system. The interior environment is controlled by an energy recovery ventilator along with energy
saving ground source heat pump and in-floor radiant heating. Also notable is a supplemental heating system that is fueled
by the vehicular waste oil. Complete compressed air and oil delivery piping was also included.

The existing equipment storage building in Eureka had inadequate space for storage and maintenance of larger road mainte -
nance equipment and supplies. Larger equipment in use today requires longer bays, higher ceiling and door clearances and
increased maneuvering space. In the instance of the Eureka Storage facility, this required the existing building to be replaced
to improve operation efficiency. The Montana Department of Transportation contracted us to design a replacement building
for the outdated and inadequate Eureka building to accommodate larger equipment and increased maintenance personnel.
Their requirements are being met with a new facility that is higher performance, energy efficient and constructed of lower
maintenance systems and materials.

The architectural team adapted prototype plans to meet owner specifications and local standards,
delivering stamped drawings for city permitting. Services included schematic design, detailed design
development, and final construction documents. Structural, electrical, mechanical, and plumbing en-
gineering were provided. The repair shop was a major part of the project with Jackola working with
the owner to modify the prototype plan for Montana conditions. Repair Shop layout for vehicle lifts,
alignment machine, tire balancing and tool boxes was also completed to provide the most efficiency
use of the space for both building and mechanics.
GREEN HYUNDAI (2017)
Kalispell, Montana
Shortly after completing the Nissan project, Jackola designed the new Hyundai dealership
on Kalispell’s south side, providing full A/E/M/E/P services. The showroom features 75 feet
of curtain wall and includes offices, customer lounge, parts department, and service bays.
In-floor heat with high-efficiency boilers and a gas detection system were installed. Cooling
concerns for the west-facing building were addressed with a rooftop unit using enhanced
ventilation and multi-zone VRF. LED lighting was used throughout, including parking areas.
Jackola also assisted with the repair shop layout. In 2021, upgrades were completed to meet
Hyundai’s updated standards, adding a vehicle delivery canopy, EV charging stations, and in-
terior modifications.

Completed the Design and Construction administration for this 7,140 sf office and vehicle garage for the Lake County Coun-
cil on Aging in Ronan. Jackola completed architectural, civil and structural design services. Facility included offices, commu-

At the county’s Bush Gravel Pit in Marion we completed an expansion of the ex-
isting shop. The existing Quonset hut was demolished. The foundation for the
Quonset reused and expanded for the bigger facility. The framed builing building
included overhead doors for equipment and in-floor heat in the slab. Also part of
the project was the design and construction of a pole barn structure to cover their
Salt /Sand pile. We have completed 3 more Salt/Sand sheds for the County and
currently finalizing the bid package on another.

This 2,160 SF expansion of the County’s existing vehicle maintenance shop to provide a separate area for welding that will
ensure proper ventilation. Jackola examined the specific needs of the facility to identify a solution meeting the strict project
budget. Systems provided include (2) welding hood exhaust arms/booms, jib cranes, and extensive electrical support for the
metal fabrication equipment (Welders, Grinders, Band saws, etc.) Completed in 2014.

Project included a small 1250 sf addition to their existing shop for storage of new and waste fluids for the shop. Architectural,
structural and MEP design and drawings were completed. Tie-in to the existing old metal building and fluid storage, layout,
piping coordination and modifications to the existing facility were completed. Connection to exist metal building and reloca-
tion of a sewer pipe were some of the challenges with the building.

These are ~30,000 SF metal buildings with brick veneer and standing seam roof.
This building consists of a 100’x 200’ metal building portion housing the altar,
sanctuary, kitchen, dining and Sunday school rooms and two CMU wings enclos-
ing nurseries, restrooms and additional Sunday school rooms. The design includ-
ed creating a mechanical mezzanine above a central corridor, away from both the
sanctuary and dining areas. Coordination was required to ensure the layout includ-
ed adequate circulation space around main frames and a clean aesthetic interior.
OALC | Winlock, WA, Moorcroft, SD, Delano, MN, Marengo, WI
16,585 SF project utilizing a mono-slope type metal building design with full
length crane rails supporting the refinishing and repair work Maddox Iprovides
for transformers. We studied the transformer manufacturing business, including
how transformers moving in and through the facility were tested and shipped out.
This proved valuable in helping design for growth, improve efficiencies and work
within their business structure. This D/B project had an accelerated schedule and
achieved substantial completion at 94 days, on time and within budget.
MADDOX INDUSTRIAL TRANSFORMER | Battle Ground, Washington
Conceptual plans, interior and exterior renderings, and construction documents
were prepared for a future headquarters encompassing 22,000 square feet of of-
fice space accompanied by 20,000 square feet of shop and warehouse space. The
office design features a custom timber frame lodge-style exterior and interior lob-
by space, while the shop and warehouse incorporate a custom premanufactured
metal building design. This project was reconfigured on the existing site due to
COVID-19 but the design concept was complete.
MILL PLAIN ELECTRIC | Ridgefield, Washington
PRE-ENGINEERED METAL BUILDINGS
A new 6,000 sf Micro Process Plant was planned and designed to process small
quantities of experimental hops. This process plant included the three main phases
of the existing process: picking, drying and baling. The plant was designed with a
freezer and space for a pellet plant which will be completed based on funding.

Bonners Ferry, Idaho
The growth of new construction in the area created a demand for building mate -
rials which strained Western Building Center’s ability to serve its customers due
to lack of space. As a result Jackola master planned the site for improved cir-
culation, addition of a drive-thru lumber storage facility, improved drainage and
additional retail space. Additionally, the street-side façade along with the ends of
the building were architecturally improved to present a fresh appearance. Some
minor non-structural modifications to the existing facility were also included in the
project, most notably to meet current life safety and accessibility requirements.

We view GC/CM not as an alternate method, but as a preferred delivery approach. Jackola has completed GC/CM projects
with multiple contractors and regularly assists owners with the RFQ process, including both qualification-based and pricing-
inclusive selections GCCM.
Current GC/CM projects include a 12,000 SF shop expansion in Kalispell, a medical clinic in Libby, and a bank in Columbia
Falls, with completed work spanning schools, offices, maintenance facilities, banks, and retail centers
GCCM.
At the Flathead Electric Cooperative Headquarters Expansion, all phases were delivered under GC/CM, including site, yard,
office, and maintenance facilities. The integrated team approach resulted in a multi-year program completed ahead of
schedule

1 PROJECT SCOPING / KICK-OFF MEETING
The project scoping and kick-off meeting is intended to align Jackola and City stakeholders on the overall project approach
and expectations. This discussion allows Jackola to develop project-specific Owner Project Requirements (OPRs) and an
overall Basis of Design (BOD), which serve as guiding principles throughout the project.
The intent of this effort is to better understand what is important and truly required of the facility. The OPRs and BOD may
include considerations such as the number and types of vehicles the facility must serve.
Site investigation services include obtaining background information such as a pre-engineering survey, available utility
information, and relevant City master plans for the property. A geotechnical investigation will be completed by a qualified
subconsultant. This information provides the foundation for planning and eventual design of the facility.
2 SITE INVESTIGATION
3 DESIGN WORKSHOP
With site-specific information and review of existing facilities completed, Jackola would develop several high-level concepts
for discussion during a design workshop with the City. City participation would include a range of stakeholders, from engineers
to operations staff who will ultimately use the facility.
The workshop is intended to present concepts, ask questions, and gather feedback on topics including access, circulation,
frequency of users, year-round operations, and maintenance needs. Input from this workshop will be incorporated into
refinement of the preferred alternative.
Understanding Your Needs for this Project
Jackola understands the City of Kalispell’s need for a modern, durable, and efficient Central Garage Shop and Solid Waste
Equipment Storage Facility that supports fleet maintenance, equipment storage, and Public Works operations. The facility
must safely accommodate large vehicles and equipment, provide efficient circulation and workflow, support year-round use,
and comply with applicable safety, environmental, and permitting requirements.

4 DESIGN SERVICES
The City’s RFQ provides a clear outline of the required design services. Following direction from the City on the preferred
alternative, Jackola will prepare design submittals at the 30%, 50%, 70%, and 90% levels, culminating in final construction
documents. Deliverables will vary by phase as outlined in the RFQ and will ultimately include plans, a project manual,
engineering reports, cost estimates, and a preliminary construction schedule.
During preparation of the project manual, Jackola will coordinate with the City to incorporate City-specific front-end bidding
documents. One area requiring particular attention is permitting, as certain alternatives may require approvals beyond a
standard City building permit.
PROJECT APPROACH
6 CONSTRUCTION ADMINISTRATION
Construction administration services will be provided generally as outlined in the RFQ. Jackola will coordinate with the City to
establish appropriate inspection frequency, recognizing that full-time inspection may not be necessary for all aspects of the
project.
7 PROJECT CLOSEOUT & POST-CONSTRUCTION SERVICES
Jackola will work with the City and contractor to complete project closeout in accordance with the RFQ requirements. This
includes ensuring record drawing markups are incorporated into final as-built documents and that complete Operation and
Maintenance manuals are provided. Warranty inspections and oversight of warranty-related work will be performed as outlined
in the RFQ.
5 BIDDING SERVICES
During bidding, Jackola will support the City in soliciting and evaluating bids in accordance with the RFQ. Bid adjudication will
include preparation of an award recommendation to the City. Addenda issued during bidding will be incorporated into a final
Construction Set issued to the City and the selected contractor.

building. Ned is the Project Manager and Architect of Record. The client has two separate facilities and are combining them
into one facility.
MONTANA AG RESEARACH STATIONS | Conrad, Montana
Ned was Architect of Record on this project for the State of Montana to build three pesticide handling facilities and two vehicle
maintenance facilities at four different Montana State University Agricultural Research Centers. The design team customized
prototypes of the pesticide handling and vehicle maintenance facilities to meet the unique architectural and functional needs
of each center while staying within a limited budget.
PURSUIT ACCESSORY BUILDINGS | West Glacierl, Montana
ed was the Architect of Record for these five buildings including a bathhouse, laundry, service building, maintenance building,
and registration/dwelling unit building. The projects included various parameters from positioning for best proximity/
functionality for the users to storing of vehicles to being able shut the buildings down for winter season. It was important that
maintenance was minimized so metal roofing and water blow out/drain systems were planned. One of the buildings had a
residence above it, so fire ratings were required to separate it from the registration/retail area below it.

MADDOX ADDITION BUILDING DESIGN | Battle Ground, Washington
Andrew was on the structural design team for the cold-formed steel framing of a two-story, 6,000SF addition, which stands
structurally independent from the original building his team designed several years prior. The addition required detailed
structural analyses for newly introduced openings in the existing building, essential modifications to improve access and
seamless workflow between the new and original spaces. These interventions were carefully engineered to maintain the

Blake worked with the client to provide designs for the MEP systems for this new facility. He designed a VRF system to
help meet the client’s requirement for maximum system controllability while still maintaining a high efficiency system. Blake
assisted on plumbing design for shower/locker rooms as well as a nice breakroom space. Future provisions were provided
for a future outdoor patio space.
CLARK COUNTY EVENT CENTER KITCHEN | Vancouver, Washington
Blake led the mechanical and plumbing system design for tenant improvement including structural design support to upgrade
the concession stand into a full kitchen. Blake designed new kitchen exhaust system that integrated into existing mechanical
systems to provide appropriate grease exhaust / make up air for the kitchen. Blake also assisted the County with permitting
process and health department review and construction coordination.
MADDOX ADDITION BUILDING DESIGN | Battle Ground, Washington
Blake led the mechanical and plumbing design of this 6,000 SF two-story addition off the original transformer refurbishment
shop designed in 2023 and constructed in 2024. The addition includes several private offices, an open office space,
conference rooms, additional flammable and parts storage rooms, along with a large break room for both the shop and
office workers.
YAKAMART | Toppenish, Washington
Blake led mechanical and plumbing design on this project including design for a proposed two-story addition, new fuel island
and tank, two demolished buildings, and relocating equipment for the existing C-store. While budget constraints ultimately
limited construction, a small vestibule addition to the main convenience store entrance was made a standalone design and
was constructed in late 2023. Cost estimating was provided for the vestibule prior to construction.
AL & ERNIE’S CAFÉ AND BAKERY TI | Battle Ground, Washington
Blake was Project Manager and led mechanical and plumbing system design for this 5,200 SF corner market renovation.
Blake reused most existing HVAC equipment but added mini-split units to condition back areas. A new kitchen Type 1 exhaust
hood was ducted to a roof-mounted exhaust fan. New restrooms tied into the existing waste service. Existing domestic water
pipes were demolished and replaced with new cold and hot water piping.

BLM DEAN S RESERVOIR RECREATION MASTER PLAN AND SITE DESIGN | Miles City, Montana
Jackola designed this recreation facility near Miles City including the access road, a day use parking area, vault toilet, camp
host site, 10 camp sites, and a walking trail system. Jon was the Electrical Engineer of Record on Jackola’s team. Electrical
design included providing power and electrical hook ups to camp sites. All elements of the project followed the BLM Manual
Guidelines for a Quality Built Environment. A construction contract for this project was awarded in April 2025 with a completion
date of October 31.
BLM FORT BENTON EQUIPMENT STORAGE FACILITY | Fort Benton, Montana
Jon provided comprehensive electrical design services for a 3,300 SF equipment storage warehouse facility that included a
shop/garage, office, and storage space. His responsibilities covered powering specialized equipment, implementing energy-
efficient LED lighting systems, and integrating modern communications infrastructure to support operations. Jon performed
detailed electrical load calculations to ensure reliability, safety, and compliance with applicable codes. He also coordinated
closely with the State Historic Preservation Office, resulting in design solutions that not only met project requirements but
also respected and reflected the historic Fort Benton architectural style, blending modern performance with cultural and
contextual sensitivity.
EUREKA STORAGE BUILDING | Eureka, Montana
Jackola provided design services for this new 5,000 SF equipment storage building including vehicle maintenance and office
space. Jon was part of the electrical engineering team on the project which was designed to meet Montana State High-
Performance Building Requirements. Electrical design included site, power, and lighting design.

GSA PIEGAN LPOE WASH BAY FEASIBILITY STUDY | Babb, Montana
Toby was the professional of record for the Piegan LPOE Wash Bay Feasibility Study. He played a key role in reviewing the
existing site, coordinating operations of the current port with CBP, GSA, and BP. From a regulatory standpoint, coordination
with the EPA and Blackfeet Tribe was critically important as the site was remote, did not have availability to centralized
sewer, and the site was located in an environmentally sensitive area. It’s unknown if GSA will move into full design, but the
comprehensive review of project alternatives is similar to Kalispell’s project.
MADDOX INDUSTRIAL TRANSFORMER | Battle Ground, Washington
Toby was the professional of record for this Battle Ground, Washington project. Maddox refurbishes electrical switchgear and
transformers for industrial, commercial and utility markets. The new facility required the design and construction of the light
industrial building and the associated site circulation, storage yard, and security fencing. In addition to the operational space,
staff and visitor parking was designed to access the more public facing spaces. The project required close coordination with
Battle Ground and the Washington Department of Ecology to ensure compliance with the Western Washington Storm Water
Management Manual. Concerns over oil from process tanks and storage of transformers was a critical part of the project
approvals.
FLATHEAD ELECTRIC COOPERATIVE MASTERPLAN & SITE DESIGN | Kalispell, Montana
Toby was the professional of record for the master plan and implementation of a number of projects at Flathead Electric’s
10-year masterplan. The masterplan relocated an existing county road that bisected their facility and planned locations and
circulation for the Member Services Expansion, Line Truck Bay Expansion, Vehicle Maintenance Facility, and the storage yard
for poles, transformers, conduit, wire, etc. Design efforts included the site, utility (phone, power, water, sewer, storm), and

EAGLE VALLEY RANCH | Kalispell, Montana
Jackola has provided full land planning, surveying, engineering, and construction administration services for the Eagle Valley
Ranch subdivision. Rory project managed the design work and construction staking in addition to stormwater design for this
multi-phase, mixed-use project. Jackola designed the sewer collection system along with the full city street improvements
while evaluating the need for a sewer lift station. As PM, Rory was responsible for all stormwater design and management
plans. The project involved coordination with multiple governing entities including the Montana Department of Transportation,
the City of Kalispell, and the Montana DEQ to meet each entity’s design and construction requirements.
STILLWATER BEND | Kalispell, Montana
The Stillwater Bend project consisted of master planning for a 50-acre site as well as engineering of the 25-acre Phase 1
development to meet City of Kalispell standards. This included a lift station and traffic signal coordination as well as new
utility extensions and roads to serve lots along the US 93 North commercial corridor. Public paths and buffer landscaping
which met City requirements were also developed and constructed. During the final plat process, Jackola worked with the
developer and the developer’s real estate agent to negotiate a major property sale to a separate developer. Rory served as
Project Manager for this subdivision.
XANTERRA TRANSPORTATION FACILITY | Columbia Falls, Montana
Project Manager on this 27,500 SF building designed for servicing and winter storage of the Glacier National Park Red Bus
fleet. Jackola provided full design and construction administration services. The project began with a full-day design charette
at the Jackola office, bringing together owners, management, and staff. Early intensive review and full team buy-in allowed
design to proceed quickly with minimal backtracking, leading to fast-track construction completed under budget and two
weeks early. Rory was closely involved as PM from the design charette through final walk-through.

SPARC | Spokane, Washington
Jackola provided design-build service for Spokane Addiction Recovery Centers (SPARC) for a new 13,000 sf facility to meet
growing demand for inpatient and outpatient treatment. Drew was the civil engineer on the project and designed the site
layout, utility layout and stormwater design for the new building. Drew designed the site in coordination with the large existing
grade change to develop a layout that fit the natural site slopes. Construction is underway and expected to complete in
summer 2026.
DACIA WAREHOUSE | Columbia Falls, Montana
Civil Engineer on the project, Drew designed the site layout, utility layout, stormwater design, and paving design for a new
warehouse building. Drew designed this site in coordination with existing buildings and utilities on site and worked with the
owner to develop a layout that worked with their process and existing facilities to minimize downtime and increase efficiency.
DEWR OFFICE FULL DESIGN | Ronan, Montana
Civil Engineer on the project, Drew designed the site layout and paving design for a new 20,000 SF operational building for
the DEWR (Department of Engineering and Water Resources) Office. Drew designed this site in coordination with the existing
building on site and worked with the tribe to develop a site plan that met their needs, including locating covered parking spots
with solar panels and multiple EV charging stations on the site.
KALISPELL SUPERWASH | Kalispell, Montana
Drew is the Project Manager and Civil Engineer for this project, leading the design of the site layout and paving for the Kalispell
Superwash development. He designed the 1.14-acre site to accommodate a 90-foot car wash tunnel, an RV wash bay, a
dedicated pet wash building, a 1,200 SF retail building, and two on-site 4-plex apartment buildings. Throughout the project,
Drew collaborated closely with the client to refine the subdivision layout and delivered efficient, well-considered design options
to maximize the site’s overall functionality and long-term use.

Kagan is the Principal/Senior Engineer of Alpine Geotechnical, LLC, which was founded in January 2015. Alpine practices
in geotechnical consulting and construction materials testing. We provide geotechnical drilling services, geotechnical
laboratory testing and analysis, and geotechnical consultation. Our testing laboratory is accredited by AASHTO RE:SOURCE
in soils, concrete, and asphalt mixture. Kagan has overseen materials engineering and testing projects in the Flathead Valley

LIFT STATION 19 REPLACEMENT AND EMERGENCY STORAGE | Evergreen, Montana
Performed geotechnical drilling, laboratory testing, and geotechnical analysis for a new sewage lift station and emergency
overflow storage tank. The project included subsurface investigation, geotechnical analysis and report that included
foundation recommendations for a large mat foundation below the groundwater level. Subsequent additional consultation

Oversaw geotechnical drilling, laboratory testing, and geotechnical analysis for a large private bank building that included
substantial loading and full basement near the groundwater level over soft, compressible soils to significant depth. Analysis
for long term settlement and recommendations for wick drain installation, pre loading via earth surcharge, and settlement
plate installation and monitoring.

Served as geotechnical engineer and drilling contractor for a new elevated composite 1M gallon water tank to serve north
