This project consisted of working tightly with the Fairgrounds management team to devel- op a scope and project that worked within their budget, provided the toilet facilities they needed and complied with all ADA requirements to meet the CDBG and their grant process. The project was completed on time with a tight time frame and with limited change orders. It replaced several existing buildings that were run down in a very tight location and should last the County and its Fairgrounds far into the future due to its durable well laid out and flexible design. Each facility was designed to support MDT’s winter maintenance operations, providing durable, functional spaces for snowplow and maintenance vehicle storage, servicing, and staff support. The designs focus on operational efficiency, with appropriately sized bays, overhead door clearances, and work areas tailored to each location’s needs. While adapted to their individual sites, all three fa- cilities emphasize long-term durability, safe circula- tion, and cost-effective construction, reflecting Mon- tana Creative’s practical, solutions-oriented approach to state transportation infrastructure projects. Special attention was given to managing the large amounts of snow brought in on vehicles. The design incorporates systems to collect and remove snow efficiently, while also controlling the resulting moisture and humidity within the building to protect equipment and maintain a safe, functional work environment. An a c o n d a / E v a r o / T r o y L o c a t i o n s Project Experience The Don K Automotive Group Campus projects, designed by Ron Nash and Aaron Wallace of Montana Creative Architecture + De- sign, represent a comprehensive redevelopment and expansion of an active automotive dealership campus. The work included a new Subaru dealership building, major additions to the exist- ing Chevrolet, Ram, and Jeep dealership and service facilities, and a redesigned façade for the Chevrolet dealership and body shop. The projects were carefully planned and phased to allow dealership operations to remain open throughout construction. Design efforts focused on improving customer experience, streamlining service and repair functions, and creating a cohesive campus identity across mul- tiple brands. The resulting facilities balance modern showroom en- vironments with efficient, durable service spaces, reflecting Montana Creative’s expertise in complex, operationally sensitive commercial projects. Don K Automobile Dealership Campus Montana Creative (formerly GCo) are the architects of record for the Kalispell City Hall remodel project. Aaron Wallace took over the project in the fall of 2007 after ChadGrover, the original architect or record, passed away unexpectedly. At that time the project was 40% completed through construction, was behind schedule, over budget, and neither the owner or mechanical engineer were on speaking terms with the contractor. The contractor selected for the project due to the low bid process was not a willing partner in the construction pro- cess and were creating questionable change orders due to question- able oversite and tracking processes. After Mr. Wallace got involved he changed the process of tracking and processing changes, holding the contractor for work completed and worked with the owner and contractor to bring the project in on a compromised scheduled that was acceptable to all. He also facilitated several outstanding issues of contention acting as a mediator between the owner and contrac- tor. The previous city manager Jim Patrick was the overseer for the project and Mr. Wallace acted as the City’s representative in the con- struction process helping the owner keep on task and make timely de- cisions. Mr. Wallace considers this project a successful one based on his ability to bring the project to completion in a (reasonably) timely manner, and on a constrained budget.. We realize that the City of Kalispell would handle the project differently if presented with the option of doing it again, but feel our involvement was paramount to this project coming to an acceptable end. Kalispell City Hall Renovation www.mt-creative.com 7 GCCM Method Montana Creative Architecture + Design has extensive experience working within the General Contractor Construction Manager (GCCM/CMAR) project delivery method, emphasizing early collaboration, clear communication, and alignment of design decisions with budget and schedule goals. Our team works closely with construction managers throughout design and construction to support constructability reviews, cost control, and efficient project delivery. We have successfully completed numerous GCCM projects for Whitefish Mountain Resort, where early contractor involvement was essential to managing complex logistics, seasonal construction constraints, and phased work. Close coordination with construction managers allowed us to address constructability challenges early, integrate operational needs, and maintain project momentum in a demanding environment. Additional GCCM experience includes multiple projects for the Don K Automotive Group, as well as the Whitefish Emergency Services Center, the Whitefish Lake Golf Course Addition, and Casey’s Bar. These projects required careful coordination, adaptability, and ongoing collaboration with construction managers to support active operations and evolving program needs. Across all projects, our experience with the GCCM delivery method has consistently contributed to successful project outcomes. Co m p a n y E x p e r i e n c e Contract Dispute Issues Our firm has never filed litigation, arbitration or a claim against any town, city, county or state jurisdiction. We have successfully completed every municipal project that we have begun. We have also never had any contract or negligence claims filed against Montana Creative by a town, city, county or state jurisdiction. We have also not been terminated prematurely from a services agreement with a town, city, county or state jurisdiction. We did have two claims from private clients in our almost 20 years of doing business in the Flathead Valley. Both were minor and both were handled successfully through mediation. If the City of Kalispell would like further information regarding those claims, please feel free to contact us. www.mt-creative.com8 Contact Us. 158 Railway Street Whitefish, MT 59937 406-862-8152 ron@mt-creative.com www.mt-creative.com Re f e r e n c e s Montana Creative - Project References Scott Sanderude Iron Horse HOA President ssanderude@gmail.com 203.731.7184 Casey Malmquist KCM Enterprices Whitefish, MT 59901 406.249.3100 caseym@kcmenterprises.com Full Architectural Services for: Williston Residences for Halliburton Whitefish Yards Development Rob Isackson Village Investment Partners 415.227.2203 rob@villageprop.com Full Architectural Services for: Blackstar Renovation Markus Foods Renovation Whitefish Liquor Store Renovation Brent Brown Team Trust 417.818.3658 brent@teamentrust.com Full Architectural Services for: Highline Apartments, Meridian Apartments Parkline Towers Montana Creative - General Contractor References Ryan Scott Skyline Builders 205 Junes Way, Suite 1 Whitefish, MT 59937 406.284.5337 Bear Barinowski Malmquist Construction 100 Baker Ave. Whitefish, MT 59937 406.862.7846 Ryan Dunn Martel Construction 305 MT-83 Bigfork, MT 59911 406.837.1063 www.mt-creative.com 9 Montana CreativeAbout Montana Creative Architecture and Design is the combination of two leading Flathead Valley design firms: Grover + Com- pany Architects & Elden Creative Design. In the summer of 2010 Grover + Company and Elden Creative saw a unique opportunity to build on their history of collaboration and combine their resources and talents in commercial and residential design to form a cutting-edge design firm for Northwest Montana. Aaron Wallace and Scott Elden, the owners and acting Principles of MT-Creative, along with the other team members, diligently focus on working with their clients to design the ideal answer to their architectural question. The firm’s greatest desire is to design not only great buildings, but to forge lasting relationships with their clients. Grover + Company, LLC was established in Whitefish, Montana in 2004. Since that time, GCo established itself as a leading architecture firm in Northwest Montana. Montana Creative’s core principles are based on GCo’s initial ideals of lis- tening to our clients’ needs, developing the greatest quality of product according to those needs, and doing what it takes to bring the project to completion on schedule and within budget. We also firmly believe in making the experience a positive one for both the client and design team, because a positive collaborative environment breeds positive design results. Elden Creative’s background as a leading residential design firm and specialist in local vernacular and aesthetics has only strength- ened Montana Creative’s position in the Flathead Valley. Involved in some of the most prolific residential projects in the area, including Iron Horse, Two Bear Ranch, and Saddlehorn, Elden Creative, which started in 2001, sets a standard for unique and innovative design for its clients. Montana Creative blends 28 years of architectural and design experience with a new vision for the built environment. Our desire is to seamlessly integrate a modern architectural vernacular with the rich historic ideals of our surroundings. We feel strongly that our designs should speak to the time in which they are constructed while still drawing heavily on the local environment, both built and natural. Our experience comes from providing professional services to commercial, municipal, governmental, industrial, liturgical, medical, and residential clients in the State of Montana and other surrounding areas. MT-Creative uses a process that includes developing alternatives with associated cost opinions and their anticipated time lines and proforma for all of their projects. We use a collaborative design process which requires the owner group to be aware and involved during the entire process with as much information as they require to make needed decisions. As such, we do not come into any project thinking we know the right answer, rather, we work with each client to discern their per- fect answer to their specific design question. A key component to our success has been our belief in being on the leading edge of technical advancements in the field, not only in materials and design practices but also in communication and production techniques. Since our inception, we have been a leader in the use of 3-D building information modeling software as our primary drafting tool. This has allowed our clients, consultants, and ourselves to have a better and more complete understanding of the project that is being deliv- ered. The fact that our consultants work in the same system has resulted in tighter budgets, less changes in construction, fewer mistakes, faster schedules, and a better end product. To help provide an even greater level of professional service to its clients, MT-Creative has established key alliances with consulting engineers throughout Montana as well as architectural firms across the country. Part of our company’s philos- ophy for any project is to put together a team of people that will be able to provide the highest level of expertise for each client and each project. www.mt-creative.com10 Project Lead and Primary Point of Contact: Ron Nash, AIA Principle Architect, Montana Creative Ron will be involved as the main point of contact throughout the entire project and coordinate the project as needed towards the developed common goal. The project includes associated site improvements such as utility infrastructure, drainage, and final surfacing, and will be delivered through a comprehensive, full-service architectural and engineering design process. The first facility is a 13,500-square-foot Central Garage Shop designed to support maintenance, service, and repair of the City’s fleet and equipment. The building will accommodate multiple operational functions, including a welding bay, light-duty preventive maintenance bay, two to three full-service shop bays with lifts, cold tire storage, parts and tool storage, oil room, office space, break room, and equipment storage. Ceiling heights and overhead doors will be designed to fully accommodate the City’s largest fleet vehicles, ensuring all maintenance activities can occur indoors for safety and operational efficiency. The second facility is a 5,000-square-foot Solid Waste Equipment Storage Building, providing heated storage for four solid waste trucks. The structure will include four 14’ x 14’ overhead doors and is intended solely for equipment storage, with no water, sewer, or office spaces required. Two siting options are under consideration. The first locates both facilities on the westerly portion of the existing City complex. The second option places the Central Garage within the Westside Tax Increment Financing (WTIF) District—where the project may be eligible for funding support—while the Solid Waste facility remains at the City complex. The selected design team will assist the City in evaluating site feasibility, infrastructure needs, zoning considerations, and cost implications associated with each option, including potential property procurement. The City is seeking a multidisciplinary design team to provide complete architectural and engineering services, including programming, schematic design, design development, construction documents, bidding support, and construction administration. Services may also include property acquisition assistance, surveying, civil engineering, structural, mechanical, electrical, plumbing, utility coordination, and fire protection design. Throughout all phases, the team will collaborate closely with City staff and stakeholders to refine scope, schedule, and budget, ensuring efficient public bidding and successful project delivery. The anticipated project schedule includes consultant selection in January 2026, design completion by December 2026, and construction beginning in Summer 2027. The City’s goal is to deliver durable, efficient, and functional facilities that support long-term municipal operations while maintaining cost control and constructability. Pr o j e c t U n d e r s t a n d i n g a n d A p p r o a c h The prime location for the project is the City property located just south of Legends Field, shown here. The City has also been trying to find an appropriate property in the Westside Tax Increment Financing District (WTIF), but the main piece of property that the City was hoping might be available is looking less likely to align with the City's timeline. We are happy to consider either site or others that might become available. www.mt-creative.com14 Our firm does not anticipate any significant difficulties in providing professional services within Flathead County. We are locally based within the County, allowing us to respond quickly, attend meetings in person, and maintain a strong understanding of local conditions, regulatory requirements, and stakeholder expectations. We maintain sufficient staffing capacity to support this project without impacting other commitments. Our team includes experienced professionals with extensive knowledge of similar municipal and utility-related facilities, ensuring that specialized design requirements, operational needs, and constructability considerations are addressed efficiently. Our familiarity with Flathead County’s permitting processes, local jurisdictions, utilities, contractors, and review agencies minimizes risk related to approvals, coordination, and schedule delays. Additionally, our experience designing facilities in similar climates and operational environments allows us to proactively address issues such as cold-weather construction, durability, and long-term maintenance. Because of our local presence, depth of staff, and proven experience with comparable projects, we view service delivery in Flathead County as a strength rather than a challenge. Our approach emphasizes clear communication, early coordination, and proactive problem-solving to ensure a smooth design and construction process for the City. Pr o j e c t U n d e r s t a n d i n g a n d A p p r o a c h Possible Issues As noted above, we do not foresee any issues with our design team that is in need of mitigation, so instead, we will take this opportunity to outline ways that we will work to mitigate issues that might generally arise with a project such as yours: Our firm approaches this project as a partnership with the City, focused on open communication, early coordination, and practical problem-solving. Being locally based in Flathead County allows us to stay closely involved and respond quickly as questions or challenges arise. Early in the process, we work closely with City staff and stakeholders to clearly define project goals, operational needs, and site considerations. With two potential locations under consideration, we will assist the City in evaluating site constraints, utilities, access, and permitting requirements to support informed decisions and reduce uncertainty. Early programming and coordination with maintenance and operations staff help ensure that functional requirements—such as equipment clearances, workflow, and future flexibility—are fully understood and incorporated into the design. Budget and schedule are managed through frequent check-ins and transparent discussions at each design phase. By providing early cost feedback and maintaining realistic schedules, we can address concerns before they become issues. Our familiarity with local review agencies, contractors, and permitting processes further helps keep the project moving smoothly. During construction, we remain actively engaged through regular site visits, clear communication with the contractor, and ongoing coordination with the City. As a small firm, our clients work directly with the same team throughout the project, which builds trust, accountability, and continuity. This collaborative, hands-on approach allows potential issues to be addressed promptly and ensures the project is delivered in a way that supports the City’s long-term operational needs. Mitigation Options www.mt-creative.com 15 Meeting the City's Needs Montana Creative Architecture + Design will support the City of Kalispell by delivering efficient, durable, and highly functional municipal service facilities tailored to operational needs. We will work closely with City staff to program and design the Central Garage Shop to accommodate fleet maintenance, equipment storage, lifts, and required clearances, ensuring all work can be performed safely and indoors. The Solid Waste Equipment Storage Building will be designed as a straightforward, heated structure focused on vehicle protection, access, and long-term durability. Our team will provide complete design services from site evaluation through construction administration. We will assist the City in evaluating both location options, including WTIF considerations, site constraints, utilities, drainage, and access. Through a collaborative programming and design process, we will maintain close alignment with budget, schedule, and operational goals from schematic design through construction documents. During bidding and construction, we will support the City with clear documentation, responsive coordination, and on-site involvement to help ensure successful project delivery. Our practical, hands- on approach aligns with the City’s anticipated schedule and supports a smooth transition from design through construction. Co n t r a c t M a n a g e m e n t Managing Project Timeline Montana Creative Architecture + Design takes a practical, straightforward approach to planning, scheduling, estimating, and staffing projects like the City of Kalispell facilities. At the start of the project, we work with the City to develop a clear work plan and milestone schedule that aligns with the overall project timeline. That schedule is updated as the project moves forward and serves as a shared tool to track progress and keep everyone aligned. Cost estimating is built into each phase of design. We prepare budget checks at key milestones and coordinate closely with our consultants—and when applicable, construction managers—to confirm assumptions and evaluate options early, helping avoid surprises later in the process. Staffing is managed through internal resource planning that assigns a consistent project manager and a right-sized design team for each phase. This ensures the City has a reliable point of contact, timely responses, and the appropriate expertise from initial planning through construction. Ability to Proceed Montana Creative Architecture + Design is prepared to proceed immediately upon selection. Ron Nash, Principal Architect and lead for this project, will be available without delay to begin work and engage with City of Kalispell staff and stakeholders. This immediate availability allows for a prompt project kickoff, early coordination, and timely initiation of programming and site evaluation tasks. Our firm’s size and structure enable direct principal involvement throughout the project, ensuring continuity, responsiveness, and efficient decision-making from the outset. With Ron Nash serving as the primary point of contact, the City can expect clear communication and focused leadership from project start through completion. www.mt-creative.com 15 Background Mr. Nash joined Montana Creative in May of 2007.
