Designed with safety and durability in mind, the structure is built using non-combustible materials, including a steel post- and-beam framework with a reinforced concrete deck. It is equipped with an advanced vehicle exhaust system to safeguard firefighters’ health and meets all safety codes with interior drainage systems. The facility’s 14-foot apparatus bay doors accommodate standard-sized firefighting vehicles and provide the flexibility to house a ladder truck if needed. Additionally, the facility boasts a well-equipped training mezzanine, offering firefighters enhanced training opportunities throughout the year to ensure they are always prepared for any emergency. Park County Road & Bridge Shop POWELL, WY This project is in a remote location with on-site water and septic systems. Site development includes gravel parking areas with head-bolt heaters and a 20’x 80’ exterior wash bay immediately adjacent to the building. The building is a pre-engineered structure comprising a 16,000 sq. ft. shop space, a 1,475 sq. ft. storage mezzanine, and a 1,860 sq. ft. administrative space. Included are six 80-ft. long drive-through bays, an 80-ft. long interior wash bay, a service bay with a lift, and a welding bay with an overhead crane. Located below the mezzanine is a parts storage/ compressor room and an oil/grease/storage room. The administration area includes a main office, a crew room, a laundry room, lockers, toilets, and support spaces. Humboldt County Facilities and Grounds Maintenance Building WINNEMUCCA, NV Cushing Terrell has worked with Humboldt County, Nevada, for more than a decade as their trusted advisor for building needs. Outcomes from a 2019 county-wide facility master plan identified four significant county needs. The 6,800 sq. ft. facility provides shop and office space to the county’s facilities and grounds maintenance group. The shop includes four dedicated areas for welding, carpentry, a paint booth, and plumbing services. The building contains two dedicated offices for the facilities director and crew chief, a conference/ training room, a breakroom, and locker/restroom facilities. Stakeholders worked closely with the design team to address the county’s growth and prepare the county to address their future service needs. The building is currently under construction. b. List and briefly describe the professional services the company provided to 3 other municipalities or local government agency for similar projects, along with referrals and references. 6CITY OF KALISPELL Twin Falls County Highway District Maintenance Facility TWIN FALLS, ID This new vehicle maintenance facility consolidated various undersized shops into one unified center for dispatch, operations, and heavy equipment maintenance. The pre-engineered structure functions as a central shop, supporting daily operations throughout the service area and providing maintenance and preparation for vehicles and heavy equipment. The building offers seasonal storage for all vehicles and equipment involved in county management, maintenance, and support activities. Located on a 30+ acre tract of undeveloped land near Twin Falls, the 30,000 sq. ft. facility includes 4,357 sq. ft. of office, meeting, locker, and shower facilities; an 11,614 sq. ft. multi-bay maintenance shop and repair bay with a service pit; an 11,440 sq. ft. vehicle and equipment storage area; a 1,389 sq. ft. tool and filter storage room; 974 sq. ft. of paint storage; and a 724 sq. ft. sign-making shop. Additional features included three service bays with an overhead crane system and in- ground service pit, space for indoor parking of up to 20 seasonal highway vehicles, perimeter security fencing, hazardous waste disposal, and vehicle exhaust systems. Cushing Terrell provided architectural design, as well as mechanical, electrical, and structural engineering services. US Fish and Wildlife Service, Rydell Maintenance Shop Building ERSKINE, MN The new Maintenance Shop Building is a 4,000 sq. ft. facility. The project includes the construction of the maintenance building with administration space, mezzanine storage, and three vehicle bays that include a vehicle lift and hydronic radiant heated floors. The structure is a pre-engineered manufactured building system with metal siding and roof. Site work includes sidewalks, gravel parking areas, an on-site fueling station, landscaping, driveways, an on-site septic system, and a future building. Les Schwab Tire Center BOZEMAN, MT Cushing Terrell has been a valued consultant for Les Schwab Tire Centers since 2017. Our work began with the modernization program of their existing stores and has expanded to include the development of new stores. The Bozeman location is a new building just off Interstate 90, attracting motorists from the local community as well as interstate and cross-country travelers. Exterior features, including a plaza with seating areas and landscaping, were incorporated into the design, as the property is visible from two major highways and serves as a gateway into Bozeman. The building design reflects Les Schwab’s enhanced aesthetic to achieve the rural/agricultural look required by the City of Bozeman. The goal of the civil design was to provide a layout that allowed for adequate vehicular circulation through the site. Pedestrian and bicycle access around the perimeter of the site was also included. The civil project scope encompassed site access design, water and sanitary service connection design, and stormwater collection and conveyance design. 7CITY OF KALISPELL Modern Machinery BOISE, ID Cushing Terrell partnered with Modern Machinery to develop two new building prototypes for strategic locations throughout the Northwest. The aim was to increase Modern Machinery’s brand recognition and provide employees with a functional, attractive, and comfortable workspace. Our team began assessing their current spatial needs and incorporated plans for their future growth. From there, we developed two new prototypes, including the anchor facility at 40,000 sq. ft. and a mid-size one at 30,000 sq. ft. The conceptual design process included hand sketches, electronic drawings, and 3D software to visualize different options and test out ideas. We also considered the orientation of the building, appropriate exterior materials, window placement, access, service equipment, and utility infrastructure connections such as water, sewer, gas, and electric. We selected building materials and finishes to honor the industries that Modern Machinery serves (mining, forestry, construction). United Parcel Service (UPS) Distribution Center Expansion KALISPELL, MT Cushing Terrell’s first project with UPS was an approximately 40,000 sq. ft. expansion to their existing 13,000 sq. ft. distribution center in Kalispell, MT. The project included surveying and civil engineering for the phased overhaul of the site to accommodate the building expansion, additional vehicle traffic, a city water main and pressure reducing valve relocation, stormwater management, and a retaining wall. It was crucial that the existing parcel distribution facility remain in full operation throughout construction of this building and site expansion which required creative phasing design and execution. This project also included the full discipline design team of Architectural, Structural, Landscape, Mechanical, Plumbing, and Electrical to complete the phased renovation and expansion of UPS’ existing, occupied, and operational facility. Bish RV HELENA, MT Cushing Terrell partnered with Bish’s RV to create a prototype that would become a recognizable hallmark for the company throughout the United States. Cost was an important factor to the client, as was creating an environment that is unique and welcoming to their clients. To cut down costs, Cushing Terrell worked with a premanufactured metal building, but brought in elements of the outdoors to seamlessly pull the design together. The prototype included office space, a repair shop, and large showroom space. The design was created with growth in mind and allows flexibility to expand and adapt to fit customer needs for generations to come. 8CITY OF KALISPELL c. We created and provided documents that served as the instrument to secure a GCCM contract for the Flathead Municipal Airport Authority. Documents provided included the Phase I “Request for Qualifications” and selection criteria required to move to Phase II of the GCCM process. The Phase II documents included the “Request for Proposal” for a Guaranteed Maximum Price, Scope of Work documents, general condition requirements on pricing and bidding all work included in the GC’s, hourly rates and schedule delay requirements, interview worksheet criteria for the final selection, and contracts with the selected GCCM. In collaboration with Montana’s five major hospital systems, the university established satellite nursing schools at hospital campuses in Billings, Bozeman, Great Falls, Missoula, and Kalispell. This model offers students classroom instruction alongside direct, hands-on hospital experience, better preparing them for healthcare careers. Cushing Terrell was chosen as the design lead for their strong local presence in all five cities. Employing the GCCM model, the project designated a different general contractor at each site. Central Garage Shop focused on fleet maintenance, and a 5,000 sq. ft. Solid Waste Equipment Storage building designed for heated storage of four trucks. These projects address existing infrastructure limitations, enhance maintenance and storage efficiency, and establish resilient, sustainable assets. The Central Garage Shop will provide specialized bays for welding and light-duty service, cold storage, dedicated areas for parts, tools and oil, as well as an office and break room. The facility’s design ensures adequate ceiling and door heights for all city vehicles, with efficient storage, clear separation of functions, and safe access. The Solid Waste Equipment Storage building will feature an insulated, high efficient structure requiring only power for heating. Site selection is key, options include the west portion of the city complex or the Westside Tax Increment District (WTIF), which offers unique funding opportunities. The team will manage property analysis, due diligence, and acquisition to align with operational goals and funding. Integration of utilities, drainage, and surfacing into the site’s master plan is planned to ensure compliant, efficient development. Design strategies prioritize adaptability, code compliance, and scalability, using stakeholder engagement, client visioning, and up-to-date knowledge of local and state codes. Key constraints include existing utility layouts, potential stormwater challenges, and minimizing disruption to ongoing operations and neighboring properties. Approximately 18,500 sq. ft. of new construction must be completed amid active municipal functions and traffic, requiring a phased approach to control risks, maintain access, and coordinate sequencing. Code and zoning issues present both opportunities and constraints for future ready planning. The team reviews zoning overlays, parking requirements, emergency access, and building limitations, remains in early contact with local officials, and maintains an up-to-date code matrix throughout the design. Extensive experience with government clients ensures efficient permitting and code compliance. Budget and schedule are managed through accurate cost modeling, value engineering at milestones, and disciplined change control.
