Dear Ms. Turner,
Reiss Design Studio, PC is pleased to submit our proposal for qualifications to provide Architectural and
Engineering design services for the New Central Garage Shop & Solid Waste Equipment Storgae Building project. We
have reviewed the documents provided in the RFQ. These documents identified the requirements and qualifications
for the architectural firm and design consultant team.
We understand the goal of this project is to provide adequate facilities that better support the growing needs that
the current Kalispell facilites cannot handle. The Central Garage Shop is essential in providing maintenance service
for the City’s fleet in order to keep all equipment ready and in working condition. The Solid Waste Storage Building is
essential for the storage of newly purchased garbage trucks.
Reiss Design Studio, PC and our team of sub-consultants are an exceptional fit for the project. Our unmatched
energy and dedication, technical expertise, creative and solution-oriented design, and adaptability will be an asset
to the City. We have successfully collaborated on many complex projects with strict budgets and tight schedules.
We strive to develop and maintain excellent relationships with all stakeholders, and are accomplished at building
consensus around sensitive and creative solutions.
At Reiss Design Studio, PC, we recognize the value that City facilities have in both the functioning of City departments
as well as the services provided to community members. We also understand the fiduciary duty the City has to their

or corporation submitting a separate proposal for the same project and is in all respects fair, without outside control,

Reiss Design Studio, PC is dedicated to creating built environments that positively impact users, communities, and
the world at large. Founded in 2011 by Shana Reiss, the firm provides architectural services rooted in a thoughtful
understanding of each individual project. Our offices are located in Sandpoint, Idaho and San Luis Obispo, California. We

is working with County jursidictions as clients. These projects often include providing creative solutions that not only meet

county courthouse, a city hall, visitor and history center, and county parks and recs trail kiosks.
Architectural Services: We are a full-service architectural firm offering comprehensive licensed services from concept
through completion. Our work includes planning and research, programming, schematic design, design development,
contract documents, coordination with consultants, bidding, and construction administration. Through disciplined
document control and close collaboration, we deliver coordinated, thorough drawings to help streamline the construction
process. We strive to design solutions that address multiple complex issues, while at the same time infusing the project
with “WOW!” moments. Our portfolio includes custom residential, education, civic, and winery projects. We are licensed
in Montana (#27034), Idaho, California, Washington, Oregon, Utah, and New Mexico. Our experience working on complex
projects, and the rigorous planning compliance that accompanies them, allows us to be proficient in building concensus

2.a. PROJECT UNDERSTANDING
We recognize and understand that the intent of the City of Kalispell New Central Garage Shop and Solid
Waste Equipment Storage Building project is to effectively provide new facilities to to serve the needs of the
Public Works Department. The New Central Garage Shop shall be used to facilitiate maintenance, services,
and repairs of City fleet and equipment. The building shall be 13,500sf and include a welding bay, light duty
bay, tire storage, 2-3 drive through working shop bays, parts tool room, oil room, office, break room, and
miscellanous equipment storage. There are 2 possible building locations, one of which will be selected during
the Schematic Design Phase. The New Solid Waste Equipment Storage Building shall be used to store
garbage trucks. The building shal be 5,000sf and include heated bays services by 14’ x 14’ garage doors.
Coordination with the Public Works Department and project stakeholders will be required during space
planning tasks. It is critical that the relocation of Central Garage Shop equipment be completed with minimal
disruption to public services.
Reiss Design Studio, PC and the sub-consultants identified in this proposal constitute the design team. The
disciplines and firms below represent our design team:
The team that Reiss Design Studio, PC has compiled meets the qualifications identified in the Request for
Qualifications including: technical expertise, relevant experience, excellent reputation with jursidictions, and
adequate accessibility and availbility to the project. Reiss Design Studio, PC is the design team leader, and will
act as the main point of contact for the project. In the event a special condition requires a sub-consultant that
is not on the design team (such as Landscape Architect, General Contractor, etc.) Reiss Design Studio, PC will
request proposals from appropriate specialists for review and approval by the City of Kalispell Public Works
Department prior to engaging said sub-consultant as an extended part of the design team. Base sheets,
document control, and overall coordination will be managed by Reiss Design Studio, PC.

With Reiss Design Studio’s office located in Sandpoint, proximity to the project site may present limitations for
site visits requested on short notice. For site visits scheduled with reasonable advance notice, Reiss Design
Studio has the resources and availability to attend in person. In the event that a site visit is required on short
notice, our office can participate virtually and/or coordinate with an assigned Lead Sub-Consultant to attend
the site on our behalf.

2.b. WORK PLAN/TECHNICAL SERVICES - UNDERSTANDING
PROJECT DELIVERY OUTLINE
A. Pre-Design and Schematic Design Phases (includes 4 meetings)
1. Consult with the City to define the program specifics, goals, schedule and related budget.
2. Conduct a site visit, measure field dimensions, prepare drawings of existing conditions, and establish project
features and constraints.
3. Assist the City in the selection of the Central Garage Shop project site.
4. Conduct building and zoning code analysis to evaluate their impact on the project.
5. Architect may initiate discussion with Sub-Consultants as necessary to develop preliminary systems.
6. Completion of space planning analysis to set forth the priorities, adjacencies, constraints, and opportunities for
the Schematic Design.
7. Completion of the Schematic Design Documents based upon the design parameters set forth during Pre-
Design. Deliverables to include: space planning checklist, floor plans, and computer renderings as applicable.
8. Provide final revisions to the Schematic Design Documents.
9. City to provide written approval of Schematic Design Documents prior to commencement of the next phase.
B. Design Development Phase (includes 2 meetings)
1. Based on the Schematic Design Documents approved by the County and any adjustments authorized by the
County in the program, schedule or construction budget, the Architect will prepare for approval by the County,
Design Development Documents consisting of drawings and other documents to fix and describe the size and
character of the project as to architectural, structural, mechanical and electrical systems, materials and such
other elements as may be appropriate.
2. The Architect will coordinate preliminary engineering systems with Sub-Consultants.
3. Provide final revisions to the Design Development Documents.
4. County to provide written approval of Design Development Documents prior to commencement of the next
phase.
C. Contract Document Phase (includes 4 meetings)
1. Based on the approved Design Development Documents any further adjustments in the scope or quality of the
project or in the construction budget authorized by the County, the Architect shall prepare for approval by the
County, Contract Documents consisting of drawings and specifications setting forth in detail the requirement for
the construction of the project.
2. The Architect shall coordinate the work of the Sub-Consultants and include any required drawings and
specifications within the Architect’s Contract Documents.
3. In the event that Sub-Consultants are required for specific design conditions (other than Sub-Consultants
identified within this proposal), the Architect will facilitate, at the County’s request, the obtaining of bids by
contacting potential Sub-Consultants and providing Sub-Consultants with drawings and information as
necessary to complete proposals. The Architect and County will negotiate an addendum for inclusion of County-
selected additional Sub-Consultants. All Sub-Consultants will contract directly with the Architect and shall
remain under the direct supervision of the Architect.
4. Architect may engage in a pre-application meeting with applicable agencies to streamline the permitting
process.
5. The Architect shall assist the County in connection with the County’s responsibility for filing documents required
for the approval of governmental authorities having jurisdiction over the project.
6. The Architect will coordinate and respond to plan check comments from the governmental authorities having
jurisdiction over the Project.
7. This phase culminates with the issuance of a construction permit.
D. Bidding Phase (includes 2 meetings) ~ not included if GCCM Project Delivery is selected.
1. The Architect shall provide the County supporting documentation for the bidding process. The County shall
provide additional bidding infomation outside the Architect’s scope, and all neccessary bidding forms.
2. The Architect will provide clarifications to the Contract Documents and addenda as necessary to assist in the
bidding process.
3. The Architect will provide consultation services for the County in selecting a General Contractor.

2.c. WORK PLAN/TECHNICAL SERVICES - REQUIREMENTS
Reiss Design Studio, PC’s expectation is that the Bonner County Engineering Department will provide the following
throughout the relationship:
1. Access to authorized personnel to respond to and engage with the Architect andSub-Consultants.
2. Access to the relevant facilities as needed (and as appropriate) to maintain City functions for the Architect and
Sub-Consultants to become familiar with the existing conditions in pursuit of design solution alternatives.
3. Provision of relevant existing drawings (hard copy or electronic) as they are available.
4. Prompt payment of invoices.
E. Construction Administration Phase (includes monthly progress meetings)
1. Periodic site observations will be provided to review the progress of the work and its compliance
with the Contract Documents.
2. Architect shall visit the site at intervals appropriate to the stage of the General Contractor’s operations and keep
the County informed about the progress and quality of the portion of the work completed. The Architect shall
report to the County any known deviations from the Contract Documents and from the most recent construction
schedule submitted by the General Contractor.
3. The Architect shall review and certify the amounts due to the General Contractor and shall issue certificates in
sum amounts.
4. The Architect shall collect lien waivers prior to each payout.
5. The Architect shall review and approve General Contractor submittals such as shop drawings, product data and
samples.
6. The Architect shall prepare Change Orders and Construction Change Directives for the County’s approval and
execution.
7. The Architect shall conduct observations to determine the date or dates of substantial completion and the date
of final completion, shall receive from the General Contractor and forward to the County, for the City’s review and
records, written warranties and related documents and shall issue a final Certificate for Payment based upon a
final observation indicating the work complies with the requirements of the Contract Documents.
8. If the County requests, the Architect will execute any reasonable certifications regarding the project.

2.d. APPROACH TO CONTRACT MANAGEMENT
2.e. LITIGATION
As the Prime Consultant, Reiss Design Studio, PC serves as the primary point of contact for the design
team and is responsible for initiating essential communication, coordination, quality control, and overall
commitment to public resource stewardship. Project initiation begins with a formal kick-off meeting to establish
a shared understanding of the project scope, schedule, budget, and deliverables. During this phase, key
City stakeholders and decision-makers are identified to ensure clear lines of communication and effective
collaboration throughout the project. Reiss Design Studio, PC emphasizes transparent and consistent
communication through regularly scheduled meetings, timely progress updates, and prompt responses to City
inquiries. Where appropriate, early collaboration may also include community stakeholder engagement. Our
firm has experience facilitating community workshops and outreach efforts to gather meaningful public input
and incorporate feedback into the design process. Throughout the project, we take an integrated approach
to coordinating with City staff and managing subconsultants to deliver creative, efficient, and well-coordinated
solutions that align with City goals and regulatory requirements.
Reiss Design Studio, PC utilizes structured project management systems to plan, schedule, estimate, and
manage project resources effectively. General project management functions—including task assignment,
schedule tracking, Sub-Consultant coordination, and design team budgeting—are managed through an
internal project management software platform. This system provides flexibility to adjust project parameters
as needed while allowing real-time assessment of impacts to budget and schedule. Tasks are assigned to
internal staff within the system, which generates daily workload and capacity reports across all active projects.
This allows firm leadership to proactively manage manpower requirements, balance workloads, and allocate
resources efficiently to meet project milestones. These systems support accountability, transparency, and
timely delivery while maintaining the high level of quality and responsiveness expected for public sector
projects.
Our current active workload includes 3 public facilities, 10 wineries, 6 residential, and 9 commercial projects.
This workload will not impede in our availibility to proceed without delay should we be selected for this
contract. Current workloads of our designated Sub-Consultant teams will not impact their availability for this
project.
Reiss Design Studio, PC is currently in preliminary stages of litigation with a former private project client
regarding termination of the project by the Architect for cause due primarily to non-payment. It should be
noted that while the project was in arrears, Reiss Design Studio, PC proceeded to move the project forward to
the milestone of permit issuance prior to termination.
Reiss Design Studio, PC has no history of litigation filed against any other public jurisdiction.

3.a. DESIGN TEAM EXPERIENCE
REISS DESIGN STUDIO, PC
Reiss Design Studio, PC provides comprehensive, full-service architectural services with over 15 years of experience
delivering successful projects for both public and private sectors. Our extensive history of repeat clients reflects
a proven ability to understand client objectives, navigate regulatory requirements, and deliver projects that meet
functional, budgetary, and schedule expectations. We also have a thourough understanding of utilizing pre-
engineered metal building for storage facilities. This background enables our team to efficiently manage coordination,
documentation, and compliance while delivering high-quality, design solutions. While the majority of our public
projects have been delivered using the design-bid-build method, we also have direct experience working under the
General Contractor/Construction Manager (GC/CM) project delivery method on a recent public project. Many of
our private-sector projects employ a collaborative delivery approach similar to GC/CM, with contractors engaged
early in the design process to provide real-time cost estimating, constructability review, and scheduling input. This
experience allows Reiss Design Studio, PC to work effectively within collaborative delivery models that results in
greater cost control and project certainty.
ALPINE GEOTECHNICAL
Alpine provides high-quality services for a wide range of clients including architect-engineering firms, commercial and
construction-related clients, and various local, state, and federal agencies. The engineering staff has geotechnical
experience on projects ranging from large commercial buildings to retaining structures and roadways. We have
extensive local experience with numerous past and active projects at Glacier Park International Airport including the
terminal expansion, commercial aprons, pavements, hangars, and other civil infrastructure in both a geotechnical and
construction materials testing capacity. In addition, we have extensive experience with public works infrastructure
projects including the elevated composite water storage tank for the City of Kalispell and numerous water and sewer
improvement projects.
WAATTI ENGINEERING
Waatti Engineering was started by Mark Waatti in February of 2008 in Kalispell, Montana. Since that time, they have
been providing structural analysis and design for many different clients, and a wide variety of project types. Waatti
Engineering has been growing and expanding since its inception. Currently, Waatti Engineering has 3-licensed
professional engineers, 2-licensed engineer interns, and 2-BIM/CAD technicians. Our experience in similar project
types and sizes makesour team a great fit for this project.
MORRISON-MAIERLE
Morrison-Maierle is a 100% employee-owned engineering firm providing services for municipal facilities throughout
Montana. Guided by our core values of integrity, commitment, respect, and excellence, we support architect-led
teams with practical, coordinated solutions from early planning through construction administration.
Our team brings direct experience with warehouse, shop, and operations-focused facilities similar in scale and
function to the City’s proposed Central Garage and Solid Waste Equipment Storage Building. We routinely
collaborate with municipal owners and architects to deliver cost-effective, constructible designs that support long-
term operations. Our experience includes projects with both design-bid-build and GCCM project delivery methods.
Morrison-Maierle’s familiarity with Kalispell, Whitefish, and Flathead Valley conditions allows us to anticipate site
constraints, utility coordination needs, and challenges early to reduce risk and supporting efficient project delivery for
the City.

execution of the project in regards to preliminary cost estimates, construction schedules, value engineering, and risk

MORRO BAY PUBLIC LIBRARY | Morro Bay, CA | 2015 | $600,000
The Morro Bay Library is a 6,000 s.f. facility that was completely
remodeled in 2015. The library was built in 1985. With approximately
300,000 visits per year, it was the fourth busiest library in San Luis
Obispo County. The library was in need of an update, additional
space, a functional and integrated layout, and a design that inspired
patrons. The shell of the building remained intact while the interior was
transformed. Areas to meet different patron needs, improved visibility
and circulation, and unified design create a cohesive and inviting space.

ARROYO GRANDE LIBRARY | Arroyo Grande, CA | 2026 | $3.5 million
Reiss Design Studio worked with the Library Team and
County Staff to master plan a remodel and addition to the
Arroyo Grande Library. The addition consists of adding a
second floor for children and teen areas. The overall remodel
and addition will be approximately 12,000 s.f. The design
first addressed the need for additional staff spaces and ADA
upgrades throughout the structure and then focused on
modernizing the public spaces in a budget friendly manner

The Ravalli Electric Co-op is a non-profit electrical utility provider in Ravalli
County, MT. Giving back to the community and sustainable operations are
two of the Co-op’s main goals. Keeping these two priorities in mind, Morrison-
Maierle provided energy-efficient and sustainable mechanical, electrical, and
structural engineering designs for the 58,000-square-foot Co-op’s new multi-
building workplace. Morrison-Maierle installed an all-electric, cost-effective,
energy-efficient HVAC system. The system was designed to ensure longevity
and efficiency. Lighting modeling software was used to determine lighting needs
for each space. High-bay and aisle-way lighting is used in larger warehouse
spaces; vapor and watertight fixtures are used in the vehicle washbays; and
offices, conference rooms, and training rooms are provided with full dimming

Morrison-Maierle provided site civil, structural, mechanical, plumbing,
electrical, fire protection, and ICT engineering services for three new
office and maintenance facilities for the School dsitrict in Kalispell.
The buildings combine office space with vehicle bays for fleet repair,
maintenance, and storage, including a transportation hub with a
35-foot mechanic’s pit, wash bay, and exhaust ventilation systems
to support indoor fleet operations. The maintenance building also
includes a receiving and storage area and a 1,000-square-foot print
shop serving district-wide needs, while a separate structure provides
covered equipment storage. The project was delivered using a General
Contractor/Construction Manager (GC/CM) approach, with phased
bid packages for foundations, pre-engineered metal buildings, and
final fit-out to maintain schedule certainty. This project demonstrates
experience designing fleet and maintenance facilities with complex
building systems, site circulation, and construction phasing.

ment operations. The complex includes a 127,000 sq. ft. truck shop

fleet maintenance. Site improvements included a concrete apron
supporting vehicle circulation, drainage, and equipment staging. The
Complex also has 24,190 sq. ft. of office space for the Mobile Main-
tenance management and support staff. This project demonstrates
Morrison-Maierle’s ability to design operations facilities with high-bay
spaces, heavy equipment loads, and durable building systems.

employees, as well as a storage space to house their equipment and fleet. The project came in on schedule and budget.
Kalispell Mercantile Remodel – Kalispell, Montana
The Kalispell Mercantile Building was originally built in 1894, and was in need of repairs and modernization to service the
growing business needs. The building serves 70 tenants including restaurant, bar, retail, and professional office uses. Attention
to historic detail and collaboration with various tenants and their needs was a top priority. The project came in on schedule and
budget.
