Contract Understanding and Approach 4.1 Understanding of the City of Kalispell’s Needs BuildPact, LLC understands that the City of Kalispell is seeking professional services to plan, design, and construct two functional, durable, and cost-e:ective facilities to support Public Works operations: a new Central Garage Shop for fleet maintenance and repair, and a Solid Waste Equipment Storage Building to house critical service vehicles. These facilities must support day-to-day operational e:iciency while providing long-term durability and adaptability to meet future fleet and service needs. The Central Garage Shop will require thoughtful planning to accommodate a range of vehicle sizes, adequate bay clearances, lift installations, specialized work areas (including welding, parts storage, oil room, and equipment storage), and appropriate sta: support spaces. The Solid Waste Equipment Storage Building must provide heated, protected space for large vehicles with e:icient circulation and minimal operational complexity. Both facilities must be designed with an emphasis on safety, functionality, ease of maintenance, and lifecycle cost control.
