Our company provides full design-build services, coordinating architectural and
engineering design through a vetted and established team of professional engineers and
architects. This integrated approach allows early alignment between design intent, budget,

risk during construction. BuildPact maintains strong, long-standing working relationships
with its design partners, which contributes to clear communication, responsive design
development, and streamlined decision-making throughout the project lifecycle.
A core strength of our company is its in-house design coordination capabilities and
specialized experience with pre-engineered metal building (PEMB) systems. This expertise
is particularly well suited to vehicle maintenance, equipment storage, and industrial shop
facilities similar in scope and function to the City’s proposed Central Garage and Solid
Waste Equipment Storage buildings. Our company has successfully designed and

BuildPact recently completed an approximately 8,400 square-foot corporate distribution
facility for Frito-Lay, which included high-bay space, vehicle accommodation, and

company has not previously served as the prime contractor on municipal public works
buildings, it has worked closely with the City of Kalispell on two recent projects, gaining

Professional architectural and engineering services for this project will be provided by
licensed Montana design professionals under contract with BuildPact, LLC, including

4. Contract Understanding and Approach
4.1 Understanding of the City of Kalispell’s Needs
BuildPact, LLC understands that the City of Kalispell is seeking professional services to
plan, design, and construct two functional, durable, and cost-e:ective facilities to support
Public Works operations: a new Central Garage Shop for fleet maintenance and repair, and
a Solid Waste Equipment Storage Building to house critical service vehicles. These facilities
must support day-to-day operational e:iciency while providing long-term durability and
adaptability to meet future fleet and service needs.
The Central Garage Shop will require thoughtful planning to accommodate a range of
vehicle sizes, adequate bay clearances, lift installations, specialized work areas (including
welding, parts storage, oil room, and equipment storage), and appropriate sta: support
spaces. The Solid Waste Equipment Storage Building must provide heated, protected
space for large vehicles with e:icient circulation and minimal operational complexity. Both
facilities must be designed with an emphasis on safety, functionality, ease of maintenance,
and lifecycle cost control.
BuildPact, LLC also understands that the City is evaluating two potential site scenarios for
the Central Garage Shop, including construction within the existing City complex or within
the Westside Tax Increment Financing (WTIF) district. This requires flexibility during early

constraints, utility availability, access, and phasing considerations. Our company’s design-

As the primary designer and design-build lead, BuildPact, LLC will direct the programming
and design process, working closely with City sta: to define operational requirements for
both the Central Garage Shop and the Solid Waste Equipment Storage Building. Early
design e:orts will focus on functional layouts, vehicle circulation, bay sizing, equipment
clearances, and long-term operational e:iciency. Licensed architectural and engineering
consultants will be engaged under BuildPact, LLC to support and stamp the design as
required, while Our company maintains overall design coordination and accountability. All
engineers and subcontractors will be licensed and insured, as well as formally contracted
through BuildPact, LLC with documented Work Order Authorization.
Throughout the project, BuildPact, LLC will serve as the City’s single point of contact,
ensuring consistent communication, clear documentation, and timely responsiveness.
Regular coordination meetings and structured reporting will be maintained to support
transparent and e:icient decision-making.
5.2 Planning, Scheduling, Estimating, and Manpower Management
BuildPact, LLC leads planning, scheduling, and estimating activities in parallel with design

timelines, permitting milestones, and construction sequencing.
