Bringing design and construction teams into closer collaboration from the start consistently produces better outcomes in both cost control and project success. While our direct experience with GCCM is admittedly limited, we’ve completed numerous projects using similar Design/Build models that align closely with the GCCM approach. We’ve been advocates for this collaborative delivery method for years, and we’re pleased to see it proposed for this project. This approach offers real advantages for keeping the work on schedule and within budget. 3.3.2 d LIST AND DESCRIBE ANY LITIGATION, ARBITRATION, OR CLAIMS FILED: BSPARK Architecture has no history of litigation, arbitration, contract disputes, negligence claims, or premature termination from any services agreement. 3.3.3 a - SEE APPENDIX A 8 | City of Kalispell - New Central Shop and Solid Waste Equipment Storage 3.3.4 b BSPARK Architecture is based in Great Falls, approximately 200 miles from Kalispell. While we do not maintain a physical office in Flathead County, this distance is manageable through a combination of scheduled site visits, virtual coordination, and our partnership with Morrison-Maierle, which has offices throughout Montana including Kalispell. Coordination with local permitting authorities and utility providers will require early engagement to avoid schedule delays, particularly given the Summer 2027 construction target. 3.3.4 c We schedule site visits to coincide with key project milestones and combine trips when multiple meetings are nee- ded. For day-to-day coordination, we use video conferencing, cloud-based document sharing, and regular phone communication to stay responsive without requiring travel for every decision. Our partnership with Morrison-Maierle provides additional Montana coverage and local knowledge. We will establish early contact with City planning staff, building officials, and utility providers to identify any permitting or infrastruc- ture issues before they affect the schedule. 3.3.3 b LICENSES: All of our architectural and engineering staff maintain needed licenses to practice within the state of Montana. Many of our staff also have additional licenses for surrounding states as well. To maintain these licenses many staff go through hours of continuing education each year, ensuring that our staff is always staying up to date on changing education requirements. All of our registered architects maintain their professional records through the National Council of Architectural Registration Boards (NCARB), which ensures compliance with current requirements and regulations. CONTRACT UNDERSTANDING AND APPROACH 3.3.4 a The City of Kalispell needs two purpose-built facilities to support ongoing operations. The first is a 13,500 square foot Central Garage Shop designed for fleet maintenance, service, and repair. This building will include a welding bay, light duty service bay, cold tire storage, two to three working shop bays accommodating repurposed lifts, a parts and tool room, oil storage, office space, break room, and equipment storage. Ceiling and door heights must allow staff to service the full range of city vehicles and equipment inside the building. The second facility is a 5,000 square foot Solid Waste Equipment Storage Building providing heated storage for four trucks with 14’ x 14’ overhead doors. This building requires no water, sewer, or office space. The City is evaluating two site options. The first would place both buildings on the westerly portion of the existing city complex. The second would locate the Central Garage within the Westside Tax Increment District, taking advan- tage of eligible WTIF funding, while the Solid Waste building remains at the city complex. This decision will shape early design work, and if the WTIF option moves forward, our team is prepared to assist with property procurement. The project scope encompasses full design services from programming through construction administration, with civil, structural, mechanical, electrical, plumbing, and fire protection engineering. The City has established a timeline calling for design completion by December 2026 and construction starting in Summer 2027. 9 | City of Kalispell - New Central Shop and Solid Waste Equipment Storage 3.3.5 a & b APPROACH TO CONTRACT MANAGEMENT: We begin with a kickoff meeting to confirm project goals, stakeholder roles, communication preferences, and de- cision-making authority. During programming, we work directly with City staff and department users to docu- ment operational requirements, adjacencies, and any constraints that will shape design. Once programming is complete and a site is confirmed, we move into schematic design with regular check-ins to ensure the City remains informed and in control of key decisions. We establish a clear protocol for document submittals, reviews, and approvals so that nothing stalls waiting for unclear direction. Throughout design, we coordinate with the City’s se- lected GCCM contractor to incorporate constructability input and maintain alignment between design intent and budget reality. BUDGET MANAGEMENT: We manage budgets proactively through early collabora- tion with third-party cost estimators to establish realistic assumptions and identify risks. Design begins with a 20% contingency that decreases as scope clarity increases. We maintain updated schedules tracking milestones, reviews, permitting, and construction timelines, shared regularly with the City. Cost estimates are prepared at 35%, 65%, and 95% design completion per the RFQ and reviewed with the City and GCCM contractor to address concerns while adjustments are still feasible. A dedicated project manager is assigned at initiation as the City’s primary contact, with workload tracking to ensure staff availability. Decision logs and meeting notes document key choices, ensuring continuity and protec- ting all parties during construction. 3.3.6 CURRENT AVAILABILITY: Morrison-Maierle’s team has current capacity to fully support this project and meet all project schedule requi- rements. Each member maintains availability for focused effort on the City of Kalispell’s project. Should unplanned circumstances arise, our deep bench of multidisciplinary professionals across offices allows assignment of equally qualified personnel to ensure continuity, schedule ad- herence, and consistent quality throughout the project timeline, BSPARK’s small team size ensures dedicated attention throughout the project lifecycle. With several projects currently closing out construction administration, we have full capacity for the City of Kalispell’s project upon contract execution. Our scope encompassed two buildings and included offices, classrooms, labs, shop areas, outdoor storage yard, and advanced industrial air filtration. Construction under partial occupancy required careful attention to academic scheduling. The BSPARK team provided assistance with various reporting and compliance requirements for this state-owned, federal EDA grant-funded project. R4HQ Garage Addition Montana Fish Wildlife and Parks GREAT FALLS, MT The region headquarters needed additional storage space on their limited campus. The existing garage had functioned well as cold storage for many years but suffered from ongoing maintenance issues caused by persistent woodpecker damage. The birds bore holes through the EIFS siding, a material used across many buildings on campus. Adjacent to the garage sat an old, undersized, and deteriorating detached structure that was removed to make room for extending the existing facility with two additional large storage bays. As part of this expansion, we were tasked with re-siding the entire facility to eliminate the constant maintenance burden caused by the EIFS. We had recently designed the new Admin Office on this campus using a cement- based siding material, but FWP determined they preferred metal for future work. Using the color scheme established on the Admin Office, we developed a siding approach that is both handsome and durable, and is slated to be incorporated on the remaining facilities in the coming years. The building is designed to accommodate four ambulances in a drive-through facility. No repair work is to be performed in this space, but cleaning and equipping with adequate space to perform these tasks is imperative. The building is a pre-engineered, moment-framed structure with in-floor heating to help melt wintertime ice and snow that falls from the vehicles. As part of the project, we are converting two of the former parking bays in the existing garage into a training room for use by local and out-of- town departments. This warehouse consolidates and expands storage facilities previously scattered throughout the Great Falls area. Construction is underway, with completion scheduled for late Spring 2026. The facility is designed for low-hazard storage and will be fully sprinklered throughout. It features ten loading bays with dock levelers, along with dedicated office and service areas. The building sits on a new site that re- quired extensive soil remediation to address expansive soil conditions and ensure long-term structural stability across the facility's footprint. Site development includes employee and public parking, heavy vehicle access for delivery trucks, comprehensive landscaping, and stormwater management infrastructure. The site plan accommodates future expan- sion as operational needs grow. Both the Transportation and Maintenance buildings include office space for school district employees as well as vehicle bays to repair, maintain, or store district vehicles. The Transportation Building functions as the hub for the district’s bus program and includes a 35’-0” mechanic’s pit and a wash bay. The Maintenance Building serves as a receiving and storage facility for the district’s building and includes a 1,000 sq. ft. print shop for all Kalispell SD5 schools. The Storage Building is exclusively used for covered equipment storage. This project was completed under the General Contractor/Construction Manager project delivery method, with Martel Construction working as the GC/CM. The project was broken into two bidding packages: a foundation and pre-engineered metal building package to expedite building manufacture with the final site and a fit-out package issued separately. • The site accommodates 50 schools buses as well as public access. • An exhaust/ventilation system was implemented in the vehicle bays for air quality. In-floor radiant heating was also installed. • The vehicle bays are outfitted with linear trench drains while the wash bay drained into a grated floor sump, both of which drained to a sand/oil interceptor as to not pollute our water source. • The campus is secured with access control and cameras. The facility includes a 127,000 sq. ft. and a warehouse complex. The truck shop has 10 shop bays with overhead traveling cranes. The Lube Storage Room is 11,400 sq. ft. and houses tanks ranging from 5,000 to 12,000 gallons in size to store the various oils and lubes required for equipment maintenance. From the Lube Room, the fluids are pumped into distribution pipelines to the hose and reel racks at each of the bays. The Truck Shop and Lube Room have 27,800 sq. ft. of concrete apron to facilitate proper drainage and provide tire storage for the facility. Serving over 10,000 members, giving back to the community and sustainable operations are two of the Co-op’s main goals. Keeping these two priorities in mind, Morrison-Maierle provided energy-efficient and sustainable mechanical, electrical, and structural engineering designs for the 58,000-square-foot Co-op’s new multi-building workplace. It was important to vary the structural systems to balance performance and cost. The office space was light-framed, wood construction with steel members to provide wider window bays. Prefabricated metal buildings were linked to create a continuous space for the vehicle storage areas. And the vehicle wash area was built with CMU blocks to allow long-term durability. Morrison-Maierle installed an all-electric, cost-effective, energy-efficient HVAC system. The system was designed to ensure longevity and efficiency. Filtered fresh air gets circulated through the building through energy recovery ventilation. All air that enters the building for ventilation is now exhausted, promoting a healthy, active environment. Lighting modeling software was used to determine lighting needs for each space. High-bay and aisle-way lighting is used in larger warehouse spaces; vapor and watertight fixtures are used in the vehicle washbays; and offices, conference rooms, and training rooms are provided with full dimming capability.
