RE: Economic Revolving Loan Fund Committee Appointment
The Economic Revolving Loan Fund Committee is a five -person board with three-year terms with
preference given to those involved in financial institution lending and to those holding a CPA, an
accountant, or a Commercial Insurance Agent. The Committee created in 2003 with Resolution
4780, is tasked with reviewing loan applications for Economic Development Revolving Loan
Funds.
The Committee has three ongoing vacancies with one term expiring April 30, 2027, one term
expiring April 30, 2028, and one term expiring April 30, 2029. Appointments are made by the
Mayor with the approval of Council.
RECOMMENDATION: Mayor Hunter appoint with the approval of Council, Darla
Provencio to the Economic Revolving Loan Fund Committee.

Electronic Engineering Technology professional with multidisciplinary experience
across infrastructure design, energy operations, and regulatory environments.
Supported engineering teams in designing pump stations, water treatment facilities,
and specialized systems such as airport deicing infrastructure in Colorado and at PDX.
Known for strong attention to detail, practical design sense, and the ability to
collaborate effectively with civil, mechanical, electrical, and structural disciplines.
Exploration and production energy sector, working with Large datasets and
coordinating Land management, petroleum engineering, geology, and regulatory
teams, including support for SEC reporting.
After retiring in 2020, 1 was a commissioned notary for the past 4 years, demonstrating
trustworthiness, precision, and adherence to Legal and procedural standards —
qualities that reinforce your reliability in both technical and data -sensitive roles.
Why are you interested in serving this board, committee, or
commission:
My interest in serving on the Economic Development Revolving Loan Fund Committee
comes from a background in evaluating financial information for accuracy, feasibility,
and compliance. I recognize how essential it is for Loan requests to demonstrate
sufficient collateral, realistic financial projections, and capable management, and
that expectation aligns well with my experience.
Work involving the collection and verification of financial data for SEC reporting has
strengthened my foundation in regulatory compliance, data integrity, and responsible
financial oversight. I bring that same diligence to any review process, with a focus on
supporting Long-term economic stability.
Transparent decision -making and balanced financial stewardship are core values. I
believe effective Loan fund oversight depends on pairing sound fiscal judgment with a
practical understanding of the city's needs. Evaluating complex information, asking
clarifying questions, and weighing risks against community benefit are all familiar
parts of my approach.
