Hello Mayor and Council Members,
Public comment can play a very instrumental part into planning growth in Kalispell. Your public are your eyes and ears
for concerns such as safety and design. Your public neighbors can give good insight and suggestions on what can make
an annexed property into a better community for Kalispell and its current neighbors.
What concerns me if the only option to give public comment during Annexation phase;
What if the required neighbors by law do not get notice of the annexation taking place? This happened with Quail
Meadows off Tronstad Road developed by Howard Mann. The immediate neighbors, including me, were never notified
in writing. Had they been, we would have been at public comment to address our concerns such as water run-off in the
spring. If you go back to the City Council meeting of Quail meadows being annexed, there is no public even present to
give public comment as the neighboring public was not notified. This was around 2019.
If a property gets annexed, then there can also be public comment to let you hear what the neighborhood's concerns
are and how a development would best fit into the proposed neighborhood. This is especially if dealing in sprawled out
Subdivision such as Whitetail Crossing and Tronstad Meadows. The first go around the development was denied. The
second time this development came for approval with City Council, it was a better and more improved subdivision that
fits more of the needs. However, this second time around was only one vote from being denied as there were still more
concerns of this type of development sprawled so far out from City Center.
You could certainly try to manage public comment to 3 min. Or one person can get a signed proxy to speak for up to 10
other folks for 3 min and a maximum time of 15-20 min.? Maybe try to stream public comment so can be used as a
value then being repetitive and wasting a lot of time.
