Auto Email to City Clerk cl7!wk water & Sewer DISTRICT 1 Dear Mayor Hunter: Flathead County Water District No.1 108 Cooperative Way Kalispell, MT 59901 P: 406-257-5861 E: into coevergreenwaterdistrict.com Montana law, MCA 7-13-2230, allows the City of Kalispell to appoint a non -voting ex off icio member of the Board of Directors of the Flathead County Water District 41 - Evergreen ("District"). This position is up for reappointment by you as Mayor as of May 31, 2026. C.M. "Butch" Clark, the current City appointee, has fitted this position for many years, but has advised the District that he does not intend to reapply for a new term. The Board has been advised that Mark Johnson, former mayor of the City of Kalispell, has applied and we want to express our strong support for Mark's candidacy. His prior service with the City as well as his strong knowledge of both the City and District water and wastewater systems and future planning needs make him a uniquely welt -qualified candidate. More importantly, Mark's financial and accounting expertise will provide the District's Board valuable resources for all Board functions and future project evaluation and oversight, particularly in the area of project finance. The District is at an important crossroads in planning for future growth and operations, particularly in connection with options for wastewater treatment. As a current City customer, the District has no other alternatives for treatment at this time. A study for wastewater treatment alternatives is being undertaken with one of the alternatives being to continue as a City customer when the current Intertocal Agreement expires in 2035. Once the study is completed, the District's Staff and Board will be in a position to engage in productive discussions with the City, of which Mark could be an important part. The District understands that whatever treatment option is selected is as critical to the City as it is to the District. Unfortunately, B.J. Lupton, President of the Board of Directors of the Flathead County Water District #1 - Evergreen is out of state on an urgent personal matter and was unavailable to author this letter. As Vice -President of the Board, I am writing on Mr. Lupton's behalf and also as an authorized representative of the Board. Each Board member has expressed their strong support for Mark Johnson as the appointed City representative. Thank you for considering these comments as part of your selection process. Sincerely, T.J. Wendt, Vice -President
