BACKGROUND: The project includes furnishing all labor, materials, and equipment necessary to
replace —1,498 linear feet of water main along loth Ave W between 4th St W and 8th St W. The bid was
structured with a Base Bid and Bid Alternative 1. The Base Bid included full water main installation and
restoration of all excavation areas, including repaving on the east side of the roadway and patching on the
west side for service line connections. Bid Alternative 1 removed the requirement to repave the west side
of the road, with the intent that City staff will complete full -width paving of the west side to achieve a
uniform, patch -free roadway surface. Bid Alternative 1 was anticipated to reduce the overall contract cost
while allowing for a higher -quality final pavement condition.
BIDDING RESULTS: Bids were received and opened on April 9, 2026, at 3:00 pm. Five responsive
bids were received and are summarized below.

KG&T Septic and Excavation was the low bidder. References for projects of similar size and scope were
reviewed, and the contractor is considered a responsible bidder that meets the minimum qualifications to
successfully complete the project as specified.
Public Works recommends awarding the Base Bid to KG&T Septic and Excavation. As Bid Alternative 1
resulted in an increased cost for the low bidder, staff does not recommend awarding Bid Alternative 1.
ACTION REQUESTED: Motion to award the Base Bid for the 10th Ave W Water Main Replacement
Project to KG&T Septic and Excavation for $1,070,195.30.
FISCAL EFFECTS: Construction of the 10t1i Ave W Water Main Replacement Project is budgeted in
FY 26 Water Fund in line item 5210-447-430550-971.
ALTERNATIVES: As suggested and approved by the City Council.
