RESOLUTION NO. 6322A
A RESOLUTION ADOPTING THE KALISPELL LAND USE PLAN — PLAN -IT 2045 AND
FUTURE LAND USE MAP AS THE GUIDING DOCUMENT FOR LAND USE DECISIONS
IN THE CITY OF KALISPELL AND SURROUNDING JURISDICTION, TO BE KNOWN
AS THE "KALISPELL LAND USE PLAN — PLAN -IT 2045".
WHEREAS, during the 2023 legislative session, the Montana Legislature passed Senate Bill 382,
creating the Montana Land Use Planning Act, which replaces the current growth
policy, subdivision regulations, and zoning regulations with a new land use planning
paradigm; and
WHEREAS, the land use plan identifies issues, goals, policies, and recommendations relating to a
broad range of land use issues, such as housing, local services and facilities,
economic development, natural resources, and the environment; and
WHEREAS, in conjunction with extensive community outreach, the Planning Commission held
sixteen (16) work sessions starting in the fall of 2024 on the land use plan; and
WHEREAS, the Planning Commission held a duly noticed public hearing on January 13, 2026 to
consider the plan and concluded that the proposed plan was appropriate; and
WHEREAS, at the conclusion of said public hearing and after consideration of the proposed plan,
the Planning Commission adopted report #KGPA-26-01 as the findings of fact,
passed Resolution #KGPA-26-01, and recommended adoption of the proposed
Kalispell Land Use Plan — PLAN -IT 2045; and
WHEREAS, the City Council held an additional six (6) work sessions on the land use plan
beginning in January, 2026 during which it updated the plan; and
WHEREAS, the City Council of the City of Kalispell considered it advisable that they consider
the recommended Kalispell Land Use Plan — PLAN -IT 2045 and adopted a
Resolution of Intention to Adopt, Revise, or Reject said Kalispell Land Use Plan —
PLAN -IT 2045 on March 2, 2026; and
WHEREAS, the City Council held a public hearing pursuant to notice under § 7-1-4128 MCA, on
March 16, 2026 and received three (3) public comments on said Kalispell Land Use
Plan — PLAN -IT 2045; and
WHEREAS, the City Council, after reviewing said Kalispell Land Use Plan —PLAN-IT 2045 and
receiving public comment, have determined that the adoption of said Kalispell Land
Use Plan — PLAN -IT 2045 is in the best interest of the City of Kalispell and the
residents of the jurisdictional area of Kalispell.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That pursuant to Section 76-1-604, MCA, the Kalispell City Council hereby
adopts the Kalispell Land Use Plan — PLAN -IT 2045 and Future Land Use
Map as the guiding document for land use decisions in the City of Kalispell
and surrounding jurisdiction, attached hereto and incorporated fully herein by
this reference.
SECTION 2. This Resolution shall become effective immediately upon its passage by the
City Council.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, THIS 6TH DAY OF APRIL, 2026.
