Chip Seal Project for Year Ending December 31 2026 Recommendation of Award11101 CITY OF KALISPELL MEMORANDUM To: Jarod Nygren, City Manager From: Patrick Jentz, PE, Engineer 3 Cc: Susie Turner, PE — Public Works Director Re: Chip Seal Project for the Year Ending December 31, 2026 Meeting Date: April 6, 2026 BACKGROUND: The Chip Seal Project for the Year Ending December 31, 2026, consists of furnishing materials, labor, and equipment required to chip seal City Streets. Chip Sealing is a cost-effective approach to extend the useful service life of roads and reduce maintenance costs. BIDDING RESULTS: Bids were opened on March 26, 2026, at City Hall. Two responsive bids were received. The bids are summarized as follows: Base Bid Additive Sum of Base Bid Contractor Amount Alternate 1 and Additive Alternate 1 Pavement Maintenance Services $182,560 $13,848 $196,408 American Road Maintenance $379,125 $40,245 $419,550 Pavement Maintenance Services was the low bidder and has been determined to be a responsive and responsible contractor successfully completing similar projects in Northwest Montana. ACTION REQUESTED: Motion to award the Chip Seal Project for Year Ending December 31, 2026 to Pavement Maintenance Solutions with the execution of the total amount of the Base Bid and the Additive Alternate 1 for $196,408. FISCAL EFFECTS: The total project construction cost will be funded by the Gas Tax, Chip Seal and Overlay Fund (2420-421-430240-368), which has a current balance of $1,275,445. ALTERNATIVES: As suggested and approved by the City Council.
