These facilities were developed as part of the City's long-term public safety expansion strategy to improve response coverage and support the Meridian Fire Department's growing operational demands. Fire Station 6 established the foundation for a prototypical station design, which informed the development of Stations 7 and 8. This prototype approach allowed the department to maintain consistent operational layouts while improving efficiency in design, budgeting, and construction. The program was developed to modernize aging fire stations, improve operational readiness, and support long-term service to the community. Program included five new stations and four renovation/seismic upgrades delivered through a coordinated district -wide capital program. This work helped the City define program needs and establish project costs, supporting a successful voter -approved bond in 2021. The facility includes library spaces for adults and youth, community meeting rooms, a maker space, and flexible gathering areas. As part of that commitment, we disclose two past matters involving construction disputes where our firms were named parties during the course of legal review. 45 Architecture & Interiors was named in a construction defect case related to the Vocational - Agricultural Science and Industrial Arts (VSIA) Building at Beaverhead County High School in Dillon, Montana. The District had originally engaged 45 Architecture to assist with projects on their campus and noted the firm's responsiveness and professionalism. During construction of the VSIA Building, defects were identified and the District first attempted to resolve the matter directly with the contractor. When those efforts were unsuccessful, the District pursued litigation to recover damages and determine responsibility. Multiple parties, including the contractor, owner's representative, and design team, were included so technical experts could evaluate the issues and determine appropriate repairs. The matter has since been resolved, and Beaverhead County High School District confirmed that they value their working relationship with 45 Architecture & Interiors and would not hesitate to work with the firm again. Rice Fergus Miller has been involved in a single arbitration matter with Central Kitsap School District (CKSD) related to the CKSD 900 Wing Renovation project in Washington. The claim involved approximately $450,000 and was resolved through arbitration, with the claims against Rice Fergus Miller dismissed. The matter has been fully resolved. The proposed station will be located on City -owned property at 490 Mountain Vista Way and is intended to support improved response times while reducing reliance on mutual aid from neighboring departments. The facility is anticipated to include three drive - through apparatus bays, living and operational spaces for approximately 5-8 personnel, training and fitness areas, EMS and operational storage, decontamination and bunker gear storage, and associated support spaces. The station will incorporate durable materials, energy -efficient systems, seismic resilience appropriate for essential facilities, and building systems that support a long service life while maintaining efficient response operations. Our approach focuses on creating a facility that supports rapid emergency response, firefighter health and safety, and long-term operational efficiency. Planning will prioritize efficient apparatus circulation, clear separation between operational and living spaces to reduce contamination risk, and durable materials that support a 50-year service life while minimizing maintenance requirements. 11 PLAN THE PLAN Upon selection, we will initiate the project with a focused kickoff meeting with City leadership and Fire Department representatives. The purpose of this meeting is to confirm project goals, establish communication protocols, define decision -making structure, and align expectations for scope, schedule, and budget. DEVELOP PRELIMINARY CONCEPTUAL DESIGN AND REVIEW The preferred planning concept will be developed into a preliminary design that includes site diagrams, floor plans, and building massing. A 3D model may be used to communicate design intent and illustrate how the facility will function and fit within the community. The design will focus on operational efficiency, durability, and appropriate civic presence. Feedback from the City and Fire Department will be incorporated to refine the design prior to advancing.
