IiLJ CITY OF KALISPEL I KALISPEL FIRE STATION 63 1 03,18,2026 04 ■ PROJECT UNDERSTANDING ■ & APPROACH ■ SECTION 4 PROJECT UNDERSTANDING & APPROACH A. DESCRIBE YOUR UNDERSTANDING OF THE CURRENT NEEDS OF THE CITY OF KALISPELL FOR THE PROFESSIONAL SERVICES BEING REQUESTED The City of Kalispell is seeking a highly skilled architectural and engineering partner capable of delivering a durable, efficient, and future -ready fire station that aligns with the City's operational priorities and long-term service expectations. The new Fire Station 63 will serve as a vital public safety facility, and the City's focus is on designing a building that emphasizes function over form, supports 24/7 emergency response, and reflects Kalispell's commitment to resilience, maintainability, and value -driven design Our team understands that this facility must be designed to support specialized program elements, including apparatus bays, hot/warm/cold zone separation, decontamination workflows, PPE storage, fitness and dorm spaces, redundant systems, and energy -efficient mechanical and electrical systems, all while staying within the cost limits of the levy -funded budget. Based on our recent kickoff meeting in Kalispell and ongoing work in Flathead County, we recognize the importance of providing a clear, transparent process, early cost alignment, flexible procurement strategies, and continuous communication with City staff to ensure the project progresses smoothly from programming through construction. We also understand that success will require proactive collaboration with local contractors, thoughtful structural planning for local soils and seismic conditions, and an approach that supports a 50+ year building lifecycle. B. IDENTIFY AND DISCUSS ANY POTENTIAL DIFFICULT ISSUES YOUR COMPANY MAY FACE IN PROVIDING SERVICES WITHIN FLATHEAD COUNTY Working in Flathead County presents several challenges that are important to address upfront, based on our experience delivering multiple projects in the region, including Whitefish and surrounding communities: LOCAL CONTRACTOR MARKET CONSTRAINTS: The regional contractor and subcontractor pool is generally strong but mainly experienced with residential and light commercial projects. For a mission -critical, long -duration fire station facility, this might cause expectations to mismatch regarding quality, sequencing, documentation, and long-term performance standards. PROCUREMENT AND MATERIAL AVAILABILITY: Because of geographic isolation and variable supply chains, some specialty materials, equipment, and systems might have long lead times or limited availability locally. Starting procurement early is crucial to keep on budget and schedule. COMMUNICATION AND CHANGE MANAGEMENT: Without proactive oversight, contractors might make undocumented substitutions or field changes that could harm quality, durability, and long-term maintainability. SUii-S AiVU SIIL CONDITIONS: Several nearby projects have encountered difficult subgrade conditions, such as clay soils, seasonal saturation, high water tables, and varying bearing capacities. These issues can greatly impact foundation design, construction methods, and long-term settlement behavior. RURAL PROJECT DYNAMICS: Working in smaller communities requires a different mindset than large urban markets. Decisions are often shaped by personal relationships, local context, and trust built over time. Successful projects depend on clear, direct communication, flexibility with agency review processes, and a hands-on approach to stakeholder engagement. C. IDENTIFY AND DISCUSS METHODS TO MITIGATE THESE DIFFICULTIES. Based on recent project experience in Flathead County, our team has developed proven strategies to effectively navigate and mitigate the challenges of delivering a fire station project in this region: EARLY AND CONSISTENT ENGAGEMENT WITH LOCAL CONTRACTORS: We assist in targeted early outreach sessions with local general contractors and key subs to understand their capabilities, workload, product familiarity, and supply chains. This helps create more accurate cost estimates, increases buy -in, and reduces surprises during bidding and construction. CLEAR QUALITY EXPECTATIONS AND FIRM CONSTRUCTION ADMINISTRATION: We establish clear performance standards early and reinforce them through thorough submittal reviews, on -site observation, scheduled communication touchpoints, and a firm stance on managing substitutions. When needed, we strongly advocate for the city to uphold quality and prevent shortcuts. FLEXIBLE, BUDGET DRIVEN DESIGN SOLUTIONS: Our team prioritizes designing within the City's budget from the start, incorporating alternate bid strategies, flexible materials, and value -targeted methods that sustain performance while responding to actual market conditions. ROBUST STRUCTURAL AND GEOTECHNICAL PLANNING: Given known soil variability in the area, we prioritize: • Early geotechnical investigations, • Structural design adapts to subgrade moisture and clay behavior, • Drainage and foundation systems are designed to handle seasonal changes, and • Compliance with seismic requirements specific to the region. ADAPTATION TO SMALL TOWN PROCESSES AND CULTURE: Our team members have extensive experience working in rural Mountain West communities and understand the communication norms, local expectations, and relationship -driven nature of project delivery in the region. We tailor our approach to build trust, promote transparency, and ensure clear communication with City staff, reviewers, and local partners. 05 ■ CONTRACT MANAGEMENT ■ APPROACH 1$ - ,ti 1 • ! .y z. I SECTION 5 CONTRACT MANAGEMENT APPROACH A. DESCRIBE YOUR COMPANY'S APPROACH IN INITIATING AND ESTABLISHING THE SERVICE THAT MEETS THE NEEDS AND REQUIREMENTS OF THE CITY. OZ Architecture's approach is built on a proven, highly collaborative method refined over decades of work on public safety facilities. Our process stresses alignment, transparency, and early identification of operational priorities, ensuring the City receives a clear, actionable, and budget -friendly roadmap from the start. Each phase of our work seeks to reduce risk, eliminate uncertainty, and support the City's decision -making throughout the project. Additionally, our partnership with NV5 as the owner's representative strengthens this approach by fostering clear communication, speeding up problem resolution, and guaranteeing that the City's interests are prioritized at every stage of project development. 1. COMPREHENSIVE FACILITY ASSESSMENT Our facility assessment process is based on a thorough understanding of how firefighters really use their space. We begin with: • A kickoff meeting to align goals, constraints, and expectations. • Review of prior strategic and capital planning documents, ensuring continuity with the City's long term vision. • A full site and facility evaluation, analyzing building systems, circulation, zoning, clean/contaminated transition risks, and opportunities for spatial reallocation. This process mirrors the same rigorous assessment approach we use across dozens of stations and municipal clients, such as South Metro, Monument Fire District, and Denver Fire, where early definition of program and budget prevents downstream redesign and cost overruns. This early definition ensures the project starts with clarity about deficiencies, operational constraints, and health and safety considerations. 2. PROGRAMMING & STAKEHOLDER WORKSHOPS One of OZ's key advantages is our well -planned programming and charrette process, a system designed to prevent surprises, minimize unsolicited input later, and build strong consensus early on. For Kalispell, we will hold two to three facilitated workshops involving Fire Department leadership, firefighters, City representatives, and essential operational staff. These work sessions typically include a program development and design charrette, a mechanical systems evaluation, and an energy efficiency session. During these meetings, we use our advanced 3D visualization tools early on to help clients clearly understand spatial requirements and explore options interactively. This immersive approach improves decision - making and ensures all stakeholders share a common vision from the start. • Confirm operational needs, growth plans, and staffing projections. • Discuss living quarter configurations to support staffing with appropriate privacy and comfort. • Map out improved bay to living quarters separation, gear circulation, and decontamination pathways. • Validate spatial adjacency requirements for kitchen, dayroom, admin areas, fitness, and training functions. • Review architectural character • Provide recommendations for applicable mechanical systems Our charrettes differ from typical architects in three key ways: Visual & Immersive Tools: We offer 3D vignettes, diagrams, and visual prompts so stakeholders can respond to real options. This is demonstrated in our immersive room, where stakeholders can virtually walk around the site, building, and interior spaces to truly experience the design. Transparent Decision Making: Every preference, constraint, and operational insight is documented in a Program Charrette Deliverable, which is shared with the client and the full design team. This reduces miscommunication and ensures alignment throughout the design process. This focused and unique programming effort results in better, more accurate outcomes earlier in the design stage. Guided Expertise: OZ doesn't just record input; we guide fire leadership to make thoughtful, informed decisions by explaining how each option affects operations, resilience, durability, budget, and the overall function of the building. Please see examples of the charrette (workshop) materials on the following pages. 3. SCHEMATIC DESIGN Using the validated program and concept design, we develop multiple schematic design pathways that address: • Modernized living quarters and restrooms • Upgraded kitchen/dayroom size, functionality, and durability • Dedicated fitness areas relocated out of the apparatus bay • Improved gear storage, clean/contaminated zoning, and circulation • Efficient site planning for the new drill/training pad west of the station • Mechanical systems design work session • Architectural massing • Site layout and apparatus circulation verifications • Initial cost estimate and final cost estimates at the end of schematic design Each concept is paired with diagrams, renderings, circulation studies, and preliminary cost modeling to prevent overdesign and reduce late -stage value engineering. 4. COMMUNICATION & COLLABORATION OZ's communication systems are refined and modeled after the successful structure used during decades of public safety projects with teams of various sizes and backgrounds, including: • Bi weekly check ins with City and department staff (virtual or onsite). • Clear hierarchy of decision makers and team leaders • Shared access to meeting notes, decisions, documents, and models via cloud based platforms. • Transparent issue tracking and continuous documentation. Our clients consistently state that OZ stands out from competitors due to our transparency, responsiveness, and quality of documentation. SECTION 5 CONTRACT MANAGEMENT APPROACH PROGRAMMING METHODOLOGY: Our typical programming process starts with a collaborative work session, often called a charrette, where we gather stakeholder input, operational needs, and project goals. In this stage, we break down the facility into functional categories, quantify spatial requirements, and establish key relationships between program components. The resulting program is both a space inventory and a strategic plan, ensuring we understand not only what spaces are needed but also how they must support workflow, safety, efficiency, and long-term flexibility. PROGRAM FROM CHARRETTE Once the program is established, we convert those requirements into adjacency studies, diagrammatic layouts, and initial floor plan concepts. These iterative visual tools help test circulation patterns, functional separations, and response sequences before any architectural form is defined. Moving from data to diagrams to early plan studies, we develop a clear, shared understanding of how the program will guide the project's design.
