Chief Hagen and the Members of the Committee;
DOWLING Architects in association with Shive-Hattery (Architects), is excited to submit our qualifications for a new Fire Station
for Kalispell. Our additional consultants include Morrison-Maierle, Inc. for Mechanical, Electrical and Civil Engineering, and DCI for
Structural Engineering. We have extensive experience working with our consulting firms on multiple projects and look forward to
bringing this team together for your project.
We understand that the goal is to build a station that is functional and attractive, fits in with the neighborhood, and is cost efficient. The
building will have (3) drive -through Apparatus bays that can fit two engines back-to-back or a ladder truck. Support spaces would include
Decon, turn -out gear, laundry, dorms, a fitness room, dayroom with kitchen and dining, a semi -commercial kitchen, restrooms/showers,
EMS supply and storage and Personal protective equipment storage. Our team feels confident we have brought a strong team to
efficiently deliver this program and achieve the goals of the project.
We are your advocates for your project. We recognize that you don't build buildings daily and this team should guide you through the
many decisions that will come up; GC/CM vs. traditional Design/Bid/Build; Do you need an Owner's Representative or not?; How
volatile is construction pricing and what should be avoided; Recognizing that each decision has cost and value implications.
We have significant experience with fire stations in Montana. Helena's Fire Station #3 just started construction. The space needs were
almost identical to what you are requesting; (3) drive -through Apparatus bays, 5 dorm rooms, fitness, dayroom, and the remaining
spaces. The total project cost for Helena is right at $7,500,000 with the building and site construction coming right at $6,000,000. It
also includes a $600,000 Fire Training Tower. Our team was just selected out of a pool of 10 firms submitting for Red Lodge Fire and
Rescue for their station expansion which involves adding on three drive -through Apparatus bays. DOWLING is currently working with
Columbus Fire and Rescue on planning for their current and future needs. Our recently completed stations include the Eldorado Fire
Station for York Fire District in Lewis and Clark County; Montana City Fire Station #1 is an 8,700 s.f. facility outside of Helena; An
11,000 s.f. facility for the Sourdough Fire district (now Hyalite) outside of Bozeman; and Hamilton Montana's newest volunteer station
that was completed in 2023. This project was completed through the GC/CM process and came in at $6.1 M and received Federal
Community Development Block Grant funding.
We first teamed with Shive-Hattery in 2012 for the Sourdough Fire Station outside of Bozeman. Their depth of experience with planning
and design of Fire Stations is un-matched. Shive-Hattery's expertise helped save over $250,000 on that fire station, helping our team
get the project completed on time and on budget. We have gone through a similar experience through the design process of Hamilton's
station. Beginning the project efforts in 2021, we saw a volatile building market and were able to successfully remain on budget for
their project, completing the building in September of 2023.
We have included firm information, resumes of relevant team members, and project examples. These examples show the above -
mentioned fire stations that all followed a strict budget and achieved program goals for growing counties. Our past experience has
allowed us to achieve a strong understanding for specific systems to increase health and safety for fire fighters.
In closing, the DOWLING team brings together a group of professionals that are unmatched in our collective expertise when it comes
to the design of Fire Stations. Fire fighter health and safety is a key concern in modern fire station design. The implementation of
"hot and cold" zones within the stations with airlocks that prevent carcinogens from entering occupied areas of the building is at the
forefront of our planning approach. We work with you to understand the sequence that fire fighters go through on every call from arrival
at the building at the beginning of a call to return and decontamination.

To plan for the growth of Helena, a third fire station was designed at
11,500 square feet with three pull through apparatus bays, a front of
house fire prevention area, five dorm rooms, a workout area, kitchen/
dayroom, and more. Site planning plays a key roll with fire stations
and is addressed from the very beginning to ensure access is fluent .7

The Hamilton Fire Station is a state-of-the-art
facility with 4 drive through apparatus bays and
living quarters. Serving the City of Hamilton,
the new station replaces the 1906 station that
originally had barn doors to store the horse
drawn fire apparatus. Located outside historic
downtown Hamilton, the design is modern in
its use of materials. Brick, cement fiber panels
installed in a rain -screen application, and flat
roofs fit with the industrial neighborhood.

Inspired by a preliminary effort led by Montana
State University Architecture students, the bold
red and white siding and hipped roof lines work
to give the station a unique identity. There are 4
drive through apparatus bays, living quarters, a
community room, living room, kitchen, turnout
gear room, and a fitness area. Designed to
be expanded, the sloping roof over the bays
terminated in a flat roof section which will allow
additional bays to be easily added.

administered the process for selection of the GCCM.

With 27 years of architectural experience, John brings a wealth of expertise and a passion for
creating impactful designs to his role as Project Manager and Civic Studio Leader in Shive-
Hattery's Tucson office. Over the past seven years, John has been an integral part of the Shive-
Hattery family, previously known as WSM Architects, where he has played a key role in shaping
innovative and functional spaces.
John's leadership extends beyond the studio —he has served as President of the Southern
Arizona Chapter of the American Institute of Architects (AIA) and held various other influential

From project beginning to final acceptance, DOWLING is your advocate. We are here to fill in the gaps where needed and provide full
project management from Design through Construction Administration. Whether it's providing design, construction contracts, reviewing
your contracts and contractor pricing, or helping establish and manage the total project budget, we are here to make sure this process
is smooth and efficient. Once we collectively establish a project schedule, we provide a process to meet that schedule. Stakeholder
design workshops, roundtable sketch sessions, and 3-D computer rendering are tools to make sure the design of the station is the
best it can be. We utilize multiple tools to ensure the project stays on budget. We have a database of costs from our current and
recent Fire Stations that help us estimate construction and equipment needs. We also utilize national cost databases that have regional
adjusters. Lastly, we have relationships with many contractors around the State of Montana that are happy to provide budgeting
assistance. Our team includes our partners at Shive Hattery with 17 offices and 650 employees. They have deep resources to help with
virtually anything that may come up.
CAPABILITIES & SCHEDULES
As communities have a vested interest in public projects, schedules and
budget alignment are important items that we factor in to projects very early
on. At the beginning of the project we will set fire fighter meetings to allow
everyone the opportunity to be heard on what they like/dislike about current
stations and be given the opportunity to explain what they would like to
see included. After these programming and planning sessions we will work
through both site and floor plans to ensure the layout aligns with the budget
at an early phase. We've included example construction schedules of two
previous Fire Stations that were successfully completed ON -TIME and ON -
BUDGET that show how the project will be completed.
Getting projects on budget and keeping them on budget is something the
firm is renowned for. Quite often we find that budgets are not adequate for
the work desired, and we have been able to successfully complete the work
within the resources available. A couple examples include Sourdough Fire
Station (25% underfunded), Park High School in Livingston (15% underfunded)
and Block Hall Lab building was 20% underfunded. We were able to
successfully work through these projects to get them on budget and still
complete their goals.

Kalispell, Montana
The Kalispell Fire Station #62 is located on the north
end of Kalispell and services a wide range of residents
throughout Kalispell, Whitefish, and Evergreen. This
project was newly constructed in 2006 and includes a
residential area, training facility, offices, locker rooms, and
apparatus bay.
Cast -in -place concrete exterior walls, elevated concrete
slabs, bar joist and prefabricated truss roof systems
make up the structural system. The lateral force
resisting system utilizes steel deck and wood sheathing
diaphragms and concrete/masonry shear walls. The
center two-story core of the building was constructed with
CMU masonry load bearing and shear walls.

Colten comes to Dowling Architects by way of Colorado, where he acquired
