We have reviewed the documents provided in the RFQ. These documents identified the requirements and qualifications for the architectural firm and design consultant team. We understand the goal of this project is to provide adequate facilities that better support the growing needs of the current Kalispell fire department facilites as a response to the approved Levy. The Fire Deparmtent is essential in providing emergency services for the City. The growing population of Kalispell requires a growth in the emergency service infrastructure. Reiss Design Studio, PC and our team of sub -consultants are an exceptional fit for the project. PROJECT UNDERSTANDING We recognize and understand that the intent of the City of Kalispell New Fire Station project is to effectively provide a new fire station in response to the recently approved levy and the growing needs of the community. The New Fire Station shall be used to support Fire and EMS services. The building shall include a minumum of two full-length drive -through apparatus bays, EMS supply and storage, PPE storage, decontamination and cleaning areas, kitchen, dining, and dayroom areas, laundry room, fitness and training room, individual sleeping rooms, and individual toilet and showering facilities. The building shall be equipped with secure access and alerting systems, zone separation, diesel exhaust removal system, redundant HVAC and air filtration, and emergency generator. Durability and fire fighter wellness and safety shall be at the forefront of the design. Coordination with the Fire Department and project stakeholders will be required during space planning tasks. Community input is expected due to the project location within a residential neighborhood. Reiss Design Studio, PC and the sub -consultants identified in this proposal constitute the design team. Reiss Design Studio, PC is the design team leader, and will act as the main point of contact for the project. In the event a special condition requires a sub -consultant that is not on the design team (such as Landscape Architect, General Contractor, etc.) Reiss Design Studio, PC will request proposals from appropriate specialists for review and approval by the City of Kalispell prior to engaging said sub -consultant as an extended part of the design team. Base sheets, document control, and overall coordination will be managed by Reiss Design Studio, PC. Should the GCCM project delivery method be selected, our recommendation is to have the City contract directly with the Construction Manager to avoid conflict of interest issues that would otherwise be present if the Construction Manager was part of the Design Team. Our office is able to make recommendations for local firms that would be a good fit as GCCM for the project if needed. Contract Exclusions • Possible Environmental Studies: EIR/initial study, flood, biology, traffic, noise, archaeology. etc. • Hazardous Materials Testing. Reports, or Recommendations for Removal • Agency/Permitting/Application Fees • LEED Certification • Shop Drawings • Design, Specification, and/or Purchasing of Furnishings and Specialty Equipment • Book Specifications (CSI Format, Master Format, etc.) • Interior Design • Construction Cost Estimating With Reiss Design Studio, PC's office located in Sandpoint, proximity to the project site may present limitations for site visits requested on short notice. For site visits scheduled with reasonable advance notice, Reiss Design Studio, PC has the resources and availability to attend in person. In the event that a site visit is required on short notice. our office can participate virtually and/or coordinate with an assigned Lead Sub -Consultant to attend the site on our behalf. All elements of the RFQ have been reviewed and understood. page 3 2.b. WORK PLAN/TECHNICAL SERVICES - UNDERSTANDING PROJECT DELIVERY OUTLINE A. Pre -Design and Schematic Design Phases (n iuves 3 meetr)g,�; 1. Consult with the City to define the program specifics, goals, schedule and related budget. 2. Conduct a site visit, measure field dimensions, prepare drawings of existing conditions, and establish project features and constraints. 3. Conduct building and zoning code analysis to evaluate their impact on the project. 4. Architect may initiate discussion with Sub -Consultants as necessary to develop preliminary systems. 5. Completion of space planning analysis to set forth the priorities, adjacencies, constraints, and opportunities for the Schematic Design. 6. Completion of the Schematic Design Documents based upon the design parameters set forth during Pre - Design. Deliverables to include: space planning checklist, floor plans, and computer renderings as applicable. 7. Organize and lead community charrettes to assess community input on Schematic Design components. 8. Provide final revisions to the Schematic Design Documents. 9. City to provide written approval of Schematic Design Documents prior to commencement of the next phase. B. Design Development Phase - 1. Based on the Schematic Design Documents approved by the City and any adjustments authorized by the County in the program, schedule or construction budget, the Architect will prepare for approval by the City, Design Development Documents consisting of drawings and other documents to fix and describe the size and character of the project as to architectural, structural, mechanical and electrical systems, materials and such other elements as may be appropriate. 2. The Architect will coordinate preliminary engineering systems with Sub -Consultants. 3. Provide final revisions to the Design Development Documents. 4. City to provide written approval of Design Development Documents prior to commencement of the next phase. C. Contract Document Phase ^ f 1. Based on the approved Design Development Documents any further adjustments in the scope or quality of the project or in the construction budget authorized by the City, the Architect shall prepare for approval by the City; Contract Documents consisting of drawings and specifications setting forth in detail the requirement for the construction of the project. 2. The Architect shall coordinate the work of the Sub -Consultants and include any required drawings and specifications within the Architect's Contract Documents. 3. In the event that Sub -Consultants are required for specific design conditions (other than Sub -Consultants identified within this proposal), the Architect will facilitate, at the City's request, the obtaining of bids by contacting potential Sub -Consultants and providing Sub -Consultants with drawings and information as necessary to complete proposals. The Architect and City will negotiate an addendum for inclusion of City -selected additional Sub -Consultants. All Sub -Consultants will contract directly with the Architect and shall remain under the direct supervision of the Architect. 4. Architect may engage in a pre -application meeting with applicable agencies to streamline the permitting process. 5. The Architect shall assist the City in connection with the City's responsibility for filing documents required for the approval of governmental authorities having jurisdiction over the project. 6. The Architect will coordinate and respond to plan check comments from the governmental authorities having jurisdiction over the Project. 7. This phase culminates with the issuance of a construction permit. D. Bidding Phase 1. The Architect shall provide the City supporting documentation for the bidding process. The City shall provide additional bidding infomation outside the Architect's scope, and all neccessary bidding forms. 2. The Architect will provide clarifications to the Contract Documents and addenda as necessary to assist in the bidding process. 3. The Architect will provide consultation services for the City in selecting a General Contractor. page 4 E. Construction Administration Phase r1.1, = 1. Periodic site observations will be provided to review the progress of the work and its compliance with the Contract Documents. 2. Architect shall visit the site at intervals appropriate to the stage of the General Contractor's operations and keep the City informed about the progress and quality of the portion of the work completed. The Architect shall report to the City any known deviations from the Contract Documents and from the most recent construction schedule submitted by the General Contractor. 3. The Architect shall review and certify the amounts due to the General Contractor and shall issue certificates in sum amounts. 4. The Architect shall collect lien waivers prior to each payout. 5. The Architect shall review and approve General Contractor submittals such as shop drawings, product data and samples. 6. The Architect shall prepare Change Orders and Construction Change Directives for the City's approval and execution. 7. The Architect shall conduct observations to determine the date or dates of substantial completion and the date of final completion, shall receive from the General Contractor and forward to the City, for the City's review and records, written warranties and related documents and shall issue a final Certificate for Payment based upon a final observation indicating the work complies with the requirements of the Contract Documents. 8. If the City requests, the Architect will execute any reasonable certifications regarding the project. 2.c. WORK PLAN/TECHNICAL SERVICES - REQUIREMENTS Reiss Design Studio, PC's expectation is that the City of Kalispell and Kalispell Fire Department will provide the following throughout the relationship: 1. Access to authorized personnel to respond to and engage with the Architect and Sub -Consultants. 2. Access to the relevant facilities as needed (and as appropriate) to maintain City functions for the Architect and Sub -Consultants to become familiar with the existing conditions in pursuit of design solution alternatives. 3. Provision of relevant existing drawings (hard copy or electronic) as they are available. 4. Prompt payment of invoices. page 5 2.d. APPROACH TO CONTRACT MANAGEMENT As the Prime Consultant, Reiss Design Studio, PC serves as the primary point of contact for the design team and is responsible for initiating essential communication, coordination, quality control, and overall commitment to public resource stewardship. Project initiation begins with a formal kick-off meeting to establish a shared understanding of the project scope, schedule, budget, and deliverables. During this phase, key City stakeholders and decision -makers are identified to ensure clear lines of communication and effective collaboration throughout the project. Reiss Design Studio, PC emphasizes transparent and consistent communication through regularly scheduled meetings, timely progress updates, and prompt responses to City inquiries. Where appropriate, early collaboration may also include community stakeholder engagement. Our firm has experience facilitating community workshops and outreach efforts to gather meaningful public input and incorporate feedback into the design process. Throughout the project, we take an integrated approach to coordinating with City staff and managing subconsultants to deliver creative, efficient, and well -coordinated solutions that align with City goals and regulatory requirements. Reiss Design Studio, PC utilizes structured project management systems to plan, schedule, estimate, and manage project resources effectively. General project management functions —including task assignment, schedule tracking, Sub -Consultant coordination, and design team budgeting —are managed through an internal project management software platform. This system provides flexibility to adjust project parameters as needed while allowing real-time assessment of impacts to budget and schedule. Tasks are assigned to internal staff within the system, which generates daily workload and capacity reports across all active projects. This allows firm leadership to proactively manage manpower requirements, balance workloads, and allocate resources efficiently to meet project milestones. These systems support accountability, transparency, and timely delivery while maintaining the high level of quality and responsiveness expected for public sector projects. Our current active workload includes 3 public facilities, 9 wineries, 8 residential, and 10 commercial projects. This workload will not impede in our availibility to proceed without delay should we be selected for this contract. Current workloads of our designated Sub -Consultant teams will not impact their availability for this project. 2.e. LITIGATION Reiss Design Studio, PC is currently in final stages of litigation with a former private project client regarding termination of the project by the Architect for cause due primarily to non-payment. It should be noted that while the project was in arrears, Reiss Design Studio, PC proceeded to move the project forward to the milestone of permit issuance prior to termination. Reiss Design Studio, PC has no history of litigation filed against any other public jurisdiction. page 6 3.a. REISS DESIGN STUDIO, PC �L Reiss Design Studio, PC provides comprehensive, full -service architectural services with over 15 years of experience delivering successful projects for both public and private sectors. Our extensive history of repeat clients reflects a proven ability to understand client objectives and stakeholder input, navigate regulatory requirements, and deliver projects that meet functional, budgetary, and schedule expectations. While the majority of our public projects have been delivered using the design -bid -build method, we also have experience working under the General Contractor as Construction Manager (GCCM) project delivery method on a recent public project. Many of our private -sector projects employ a collaborative delivery approach similar to GCCM, with contractors engaged early in the design process to provide real- time cost estimating, constructability review, and scheduling input. This experience allows Reiss Design Studio, PC to work effectively within collaborative delivery models that results in greater cost control and project certainty. ARROYO GRANDE LIBRARY REMODEL Arroyo G CA 1 'r ­- I Total Construction Cost $3.5 million Reiss Design Studio worked with the Library Team and County Staff to master plan a remodel and addition to the Arroyo Grande Library. This project required community input through a series of design charrettes to best understand the community's needs. The overall design goal was to maximize and modernizing the public spaces in a budget friendly manner through creative space planning and design. This project demonstrates the ability to work on a complex project for a public agency while organizing a platform for community input. A pre-engineered metal building system was used to allow for clear spans, low maintenance, and efficient insulation. Phased expansion and flexibility of spaces were major design considerations with future building expansion potential in mind. It was critical for each project that we understood the City's governmental processes and the role that architectural exhibits and explanatory project presentations played in securing project approvals. Mr. Thomas has working knowledge and experience with the following types of systems: • Aqueous Film Forming Foam (AFFF) Systems; High Expansion Foam Systems; Wet and Dry Pipe • Sprinkler Systems; Standpipe Systems; Wet and Dry Chemical Systems; Pre -action Sprinkler Systems; • Deluge Sprinkler Systems; Anti -Freeze Fire Sprinkler Protection; Underground Distribution Piping; • Fire Pumps; and Fire Extinguishers. Prior to joining Pyralis Sprinkler Design, Mr. Thomas worked for a Bozeman fire sprinkler design firm and a fire sprinkler contractor, beginning in 1994. During this time he performed duties as a project manager, overseeing the process from acquiring the project through completion. This included acquiring projects through negotiation or bidding, design, managing project through construction with owner or contractors, acquiring materials, managing labor and safety, final inspection and instruction of occupants. Prior to being a project manager, Mr. Thomas was a purchasing agent, estimator, designer, drafter, registered backflow tester, fire sprinkler inspector licensed in Montana, and pipe fabricator.
