Dear Chief Hagen,
Reiss Design Studio, PC is pleased to submit our proposal for qualifications to provide Architectural and Engineering
design services for the New Kalispell Fire Station project. We have reviewed the documents provided in the RFQ. These
documents identified the requirements and qualifications for the architectural firm and design consultant team.
We understand the goal of this project is to provide adequate facilities that better support the growing needs of the
current Kalispell fire department facilites as a response to the approved Levy. The Fire Deparmtent is essential in
providing emergency services for the City. The growing population of Kalispell requires a growth in the emergency

energy and dedication, technical expertise, creative and solution -oriented design, and adaptability will be an asset
to the City. We strive to develop and maintain excellent relationships with all stakeholders, and are accomplished at
building consensus around sensitive and creative solutions. While Reiss Design Studio, PC has limited fire station
project experience, we have a strong understanding of Fire Department operational needs through close professional
relationships, a proven ability to manage complex projects with detailed programming, strict budgets, and demanding
schedules, and the support of engineering partners with extensive fire station design expertise. Together, these
strengths position our team to deliver a thoughtful and highly effective solution for this project.
At Reiss Design Studio, PC, we understand that City facilities are far more than buildings, they are critical infrastructure
that enable emergency services to operate effectively and provide essential services to the community. With that
responsibility in mind, our team approaches each project with a clear commitment to stewardship, recognizing the
City's fiduciary duty to its constituents and the importance of delivering lasting value. Through close collaboration with
City staff, emergency service departments, and community stakeholders, we focus on developing thoughtful, efficient
design solutions that balance operational needs, community expectations, and fiscal responsibility. Our goal is to
provide a process that is responsive, transparent, and dependable.
Our history of thorough permitted packages, as well as excellent coordination skills, allows our projects to be accurately
bid and prepares for smooth coordination during all project phases, giving the projects the best chance of coming in
on schedule and on budget. Our team will also work closely with City representatives to create design solutions that
maximize the value available within the budget.
Our offer of services is made without any previous understanding, agreement, or connection with any person, firm,
or corporation submitting a separate proposal for the same project and is in all respects fair, without outside control,
collusion, fraud, or otherwise illegal action.
We look forward to discussing this project with you further, and thank you again for considering us for this project.

page 5
2.d. APPROACH TO CONTRACT MANAGEMENT
As the Prime Consultant, Reiss Design Studio, PC serves as the primary point of contact for the design
team and is responsible for initiating essential communication, coordination, quality control, and overall
commitment to public resource stewardship. Project initiation begins with a formal kick-off meeting to establish
a shared understanding of the project scope, schedule, budget, and deliverables. During this phase, key
City stakeholders and decision -makers are identified to ensure clear lines of communication and effective
collaboration throughout the project. Reiss Design Studio, PC emphasizes transparent and consistent
communication through regularly scheduled meetings, timely progress updates, and prompt responses to City
inquiries. Where appropriate, early collaboration may also include community stakeholder engagement. Our
firm has experience facilitating community workshops and outreach efforts to gather meaningful public input
and incorporate feedback into the design process. Throughout the project, we take an integrated approach
to coordinating with City staff and managing subconsultants to deliver creative, efficient, and well -coordinated
solutions that align with City goals and regulatory requirements.
Reiss Design Studio, PC utilizes structured project management systems to plan, schedule, estimate, and
manage project resources effectively. General project management functions —including task assignment,
schedule tracking, Sub -Consultant coordination, and design team budgeting —are managed through an
internal project management software platform. This system provides flexibility to adjust project parameters
as needed while allowing real-time assessment of impacts to budget and schedule. Tasks are assigned to
internal staff within the system, which generates daily workload and capacity reports across all active projects.
This allows firm leadership to proactively manage manpower requirements, balance workloads, and allocate
resources efficiently to meet project milestones. These systems support accountability, transparency, and
timely delivery while maintaining the high level of quality and responsiveness expected for public sector
projects.
Our current active workload includes 3 public facilities, 9 wineries, 8 residential, and 10 commercial projects.
This workload will not impede in our availibility to proceed without delay should we be selected for this
contract. Current workloads of our designated Sub -Consultant teams will not impact their availability for this
project.
2.e. LITIGATION
Reiss Design Studio, PC is currently in final stages of litigation with a former private project client regarding
termination of the project by the Architect for cause due primarily to non-payment. It should be noted that
while the project was in arrears, Reiss Design Studio, PC proceeded to move the project forward to the
milestone of permit issuance prior to termination.
Reiss Design Studio, PC has no history of litigation filed against any other public jurisdiction.

Established in 1987, Associated Construction Engineering Inc. (ACE) is a leading mechanical and electrical consulting firm in the
region. With offices in Belgrade, Billings, Helena, Kalispell, and Missoula, Montana, and Sheridan, Wyoming, we provide professional
engineering services for public, commercial, industrial, and residential projects. Our integrated approach resolves potential conflicts
and ensures systematic quality designs. ACE is well -versed in sustainable practices, with four LEED AP professionals. ACE frequently
utilizes the GCCM (General Contractor/Construction Manager) project delivery method and works collaboratively with local contractors
serving as Construction Managers. We work proactively with the GCCM and Owner to clearly define responsibilities, streamline
communication, and ensure that the construction management structure adds measurable value without introducing avoidable
overhead. In total, ACE has been involved in 33 Fire Station projects across Montana and Wyoming.
BOZEMAN FIRE STATION #2
Bozeman, MT 12024 I Total Construction Cost $17 million
Mechanical and electrical engineering services for a new fire station consisting
of a 16,000 square foot facility which houses vehicle bays, sleeping quarters,
showers, kitchen, as well as training classrooms and administrative space.
The mechanical systems included radiant heat in the vehicle bays. A Variable
Refrigerant Flow (VRF) heat pump system was employed for heating and air
conditioning in the administrative and classrooms areas. Carbon monoxide
exhaust systems were designed for fire truck exhaust.

HAMILTON FIRE HALL
Hamilton, MT 12023 I Total Construction Cost $7 million
The new Hamilton Fire Station is a state-of-the-art facility, equipped with
4 drive -through apparatus bays, and the latest systems and technologies
to support the vital services provided by the fire department. The project
delivered a high quality and efficient environment for the community's
emergency response needs. The building was designed primarily with
firefighter safety in mind. To accomplish this, the station was laid out into
three main sections: office and living space, equipment and apparatus bays,
and decontamination. In between the garage and the living space are lab
style "airlocks." These small rooms have sensors that prevent contaminated
air from circulating into the main space where the firefighters stay and work.
