C ARCHITECTURE ON C Re: Statement of Qualifications- New Fire Station for the City of Kalispell Dear Fire Chief Jay Hagen and the City of Kalispell, C Thank you for the opportunity to submit our qualifications for architectural and engineering design services for the C City of Kalispell's new fire station. BSPARK Architecture has assembled a team built for this project: RPM Design Group, with over 100 fire stations completed across the Western U.S., brings nationally recognized expertise in public safety facility design. Morrison- Maierle brings local engineering depth across civil, structural, MEP, and fire protection disciplines, with direct fire station experience and offices in the Flathead Valley. Together, we are prepared to deliver a functional, durable facility that will serve Kalispell's operations for decades. C What this project demands: A fire station is not a typical building. It requires a design team that understands response -driven layouts, contamination separation, apparatus circulation, and the daily realities of a 24-hour working environment. It also demands disciplined budget management on a levy -funded project, a realistic design and construction timeline, and materials and systems selected for a 50-year service life in Montana's climate. What we bring: RRM's Public Safety Studio has designed over 100 fire stations, earning national recognition including Firehouse Magazine design awards. Their team brings tested solutions for drive -through apparatus bays, hot/warm/cold zone separation, decontamination workflows, and living quarters designed for the people who use them every shift. BSPARK provides Montana -based project leadership, municipal facility experience, and a hands- on approach to coordination and constructability. Morrison-Maierle rounds out the team with local knowledge of Kalispell permitting, contractors, and site conditions, along with a deep bench of engineers who have delivered fire stations across Montana, including Helena Fire Station #3 and Bonner Fire Station #4. C Our team includes a dedicated interior designer whose focus on crew living environments, from sleeping quarters C and dayroom layouts to kitchen functionality and decontamination workflows, ensures that the people who staff this station around the clock are working in spaces designed for their health, comfort, and operational effectiveness. Four of our Morrison- Maierle discipline leads, including our senior mechanical engineer, electrical engineer, ICT engineer, and fire protection engineer, are based in Kalispell. Meaning we are not designing with remote coordination with C occasional site visits. It's a team that lives in the community this station will serve. As a women -owned, DBE -certified Public Benefit Corporation, BSPARK is dedicated to creating value for communities through work with nonprofits, housing authorities, local municipalities, and state and federal institutions. C C You can expect: A design partner that listens, responds, and makes this project straightforward to manage. We understand the City is evaluating project delivery options and does not have dedicated staff to manage a construction process internally. We will work with the City to identify the delivery method that best fits your budget, staffing, and timeline, whether that is GCCM, design -bid -build, or another approach. Our independent cost C estimator, Northwest Precon, will be engaged from schematic design forward to keep budget decisions grounded in real numbers. We are planning for a realistic overall project timeline of 18 to 20 months from contract award to a completed, operational station, with approximately 9 to 10 months dedicated to design and the balance carrying through construction and closeout. We welcome the opportunity to discuss our approach and demonstrate how our team's experience aligns with C Kalispell's needs. Our team has experience across multiple project delivery methods, including design -bid -build, design -build, and collaborative models similar to GCCM. We understand that each method carries distinct implications for budget control, schedule, owner involvement, and staffing requirements. We recognize that the City is evaluating which delivery approach best fits this project, and we view that as a strength of the process. Rather than defaulting to a single method, our team is prepared to help the City weigh the tradeoffs and select an approach that aligns with available staffing, budget accountability to the levy, and the overall project timeline. Regardless of the method chosen, our commitment to transparent communication, phased cost estimating, and early contractor coordination remains the same. "design group The City of Kalispell is building anew fire station at 490 Mountain Vista Way to maintain and improve emergency response service levels for a growing community. This is a levy -funded project, which means every design decision carries budget accountability to the public. This station exists because Kalispell's residents voted to invest in their own safety. Response times had reached nearly twice the national average, and the community responded by approving a public safety levy to fund additional staffing and a third fire station. Our team takes that public trust seriously, and it shapes every decision we will make on this project, from material selections that prioritize long-term value over first cost, to a design process built around transparency and budget accountability at every phase. Fire Station 63 must function as both an emergency response facility and a full-time living environment for on - duty crews. The program calls for three full-length drive -through apparatus bays, individual sleeping rooms, a semi -commercial kitchen serving 5 to 8 staff, fitness and training space, EMS supply and operational storage, and dedicated decontamination and cleaning areas. Beyond the program list, the design must address the operational relationships between these spaces: direct line -of -sight response paths from living areas to apparatus bays, hot/ warm/cold zone separation with airlocks to protect crews from contaminant exposure, noise and light mitigation between sleeping quarters and active areas, and diesel exhaust removal systems that keep indoor air quality safe during apparatus movement. The City has made clear that it prioritizes function over form, and we share that value. Durable, low -maintenance, easy -to -clean materials and redundant mechanical systems are not luxuries in a fire station. They are baseline requirements for a facility expected to perform reliably for 50 years or more in Montana's climate. Energy -efficient design, seismic resilience, ADA compliance, and emergency backup power are equally fundamental. We also understand that the City is evaluating delivery method options and has not committed to a specific approach. Our team is prepared to help the City assess which method best aligns with available staffing, budget goals, and project timeline. Northwest Precon will provide independent cost estimating beginning at schematic design to ensure that budget decisions are informed by current market data rather than assumptions. Based on conversations at the pre -submittal conference, we are planning for a realistic overall project timeline of 18 to 20 months from contract award to a completed, operational station, with approximately 9 to 10 months dedicated to design and the balance carrying through construction and closeout. BSPARK Architecture is based in Great Falls, approximately 200 miles from Kalispell. Rather than a limitation, our team structure turns this into a strength. Four of our Morrison- Maierle discipline leads are based in Kalispell: Sam Kuhlin (senior mechanical), Rick Hiebert (electrical), Kyler Harkins (ICT), and Russell Williams (fire protection). These are not support staff making occasional site visits. They are lead engineers with direct knowledge of Flathead County permitting, local contractors, and construction conditions who will be involved from programming through closeout. BSPARK's project leadership supplements this local presence with scheduled site visits tied to project milestones, combined with video conferencing, cloud -based document sharing, and regular phone communication for day-to- day coordination. Coordination with local permitting authorities and utility providers will begin at project kickoff to identify any issues before they affect the schedule. Our early engagement strategy extends beyond our own team. We will establish contact with City planning staff, building officials, and utility providers during programming to map out the permitting pathway and identify any infrastructure constraints before they become schedule risks. 9 1 RFQ Fire Station City of Kalispell t VIIEP-M-F - I From Left to Right: GFES Ambulance Barn (BSPARK) Great Falls, Montana. Redwood Fire Station (RPM Design Group) Community Engagement throughout Montana. We begin with a kickoff meeting to confirm project goals, stakeholder roles, communication preferences, and decision -making authority. During programming, we work directly with City staff and department users alongside RRM's fire station design team to document operational requirements, adjacencies, and the functional relationships that define an effective station. RRM brings lessons learned from over 100 completed stations to this early work, shaping apparatus bay layouts, zone separations, crew living spaces, and operational adjacencies before a single line is drawn. This collaborative approach carries through schematic design with regular check -ins to ensure the City remains informed and in control of key decisions. We establish a clear protocol for document submittals, reviews, and approvals so that nothing stalls waiting for unclear direction. Throughout design, we coordinate with the contractor under the City's chosen delivery method to incorporate constructability input and maintain alignment between design intent and budget reality. Regardless of the delivery approach selected, our team structures communication so the City always has a clear picture of where the project stands and what decisions are ahead. We manage budgets proactively through early collaboration with our independent cost estimator, Northwest Precon, to establish realistic assumptions and identify risks before they become problems. Design begins with a 20% contingency that decreases as scope clarity increases. We maintain updated schedules tracking milestones, reviews, permitting, and construction timelines, shared regularly with the City. Cost estimates are prepared at 35%, 65%, and 95% design completion and reviewed with the City and the construction team to address concerns while adjustments are still feasible. This phased approach keeps the levy - funded budget accountable at every stage rather than discovering cost issues late in the process. This approach has a track record. On the Visalia Fire Station No. 55 and Training Center, RRM's phased design and cost management process resulted in zero change orders during construction, and the contractor returned the full contingency amount to the City. On the Central Valley Fire District Station in Bozeman, Morrison-Maierle's structural team executed multiple rounds of value engineering to bring the project within budget while prioritizing local suppliers and a local workforce, a goal that resonates directly with Kalispell's community investment in this facility. A dedicated BSPARK project manager is assigned at initiation as the City's primary contact, with workload tracking to ensure staff availability. Decision logs and meeting notes document key choices, ensuring continuity and protecting all parties during construction. r i 10 1 RFQ Fire Station City of Kalispell Morrison-Maierle's team has current capacity to fully support this project and meet all project schedule requirements. Each member maintains availability for focused effort on the City of Kalispell's project. Should unplanned circumstances arise, our deep bench of multidisciplinary professionals across offices allows assignment of equally qualified personnel to ensure continuity, schedule adherence, and consistent quality throughout the project timeline. BSPARK's small team size ensures dedicated attention throughout the project lifecycle. With several projects currently closing out construction administration, we have full capacity for the City of Kalispell's project upon contract execution. While you'll have a primary contact, our collaborative structure allows all members to provide support as needed, ensuring consistent focus and continuity through design, construction, and closeout. I Completed: 2019 Central Valley Fire District's new Station #1 was designed to meet all essential facility code requirements. Additionally, several rounds of value engineering were required to bring the project into budget. There was a strong desire, as an important community project, to purchase materials from as many local suppliers as possible and contract with a 100% local workforce. To meet this goal, Morrison- Maierle's structural design incorporated multiple system approaches (both lateral and vertical), various materials, unique geometries, specialized lateral load transfers across materials and systems, as well as providing considerations of differential systems movement. The structural lateral load -resisting systems included masonry and wood shear walls, steel braced frames, and steel moment frames. The roof construction varied, with metal steel deck, SIP panels, wood -sheathed diaphragms, and composite metal deck. Roof framing consisted of metal deck on steel joists, SIPs on wood trusses, and GLBs supporting SIP panels. A combination of masonry and wood -bearing walls supported the framing, with steel framing used for the cantilevered canopy. The most unique feature of Central Valley's Fire Station #1 is the detached decontamination (DECON) Facility. It is the first and only kind in the United States and is used to clean fire clothing and equipment of toxic particles known to cause cancer. In order to construct the DECON facility, the design required high exposed masonry walls with multiple openings for natural light. In addition, it also incorporates an interior extractor, which required its own dedicated foundation system. BONNER FIRE STATION #4 Cost: $2.5 Million I Size: 14,000 sq. ft. I Completed: 2022 Morrison -Maierle provided the engineering design of a new fire station for the Missoula Rural Fire District in Bonner, Montana. This new fire station, situated in the Bonner Industrial Park, was designed to absorb the expected growth in the area over the next 20-30 years. Currently, it houses three career and six resident firefight- ers. The building includes a dormitory, kitchen, common area, report room, clothing and turnout room, mechanical mezzanine, and apparatus bay. Since the fire station is classified as an essential facility, the structural demands on the building were higher than typical construction and the apparatus bay were resisted with a combination of steel trusses and masonry shear walls, while the rest of the building is supported by traditional wood framing. A variety of heating systems, including a multi -zone gas -fired furnace and radiant tube heaters, were designed to accommodate the different facility areas. The building is served by an on -site well with three pressure tanks and water softening, and provisions were made for a future "commercial style" extractor washing machine with minimal impact. 18 1 RFQ Fire Station City of Kalispell i C C C SUNRIVER PUBLIC SAFETY BUILDING Cost: $11.2Million I Size: 30,000 sq. ft. Morrison- Maierle provided comprehensive electrical, mechanical, plumbing, fire protection, and ICT services for the renovation and addition to the Sunriver Public Safety facility in Sunriver, Oregon. This $11.2 million project integrates the fire and police departments into one cohesive facility, enhancing collaboration and operational efficiency. The project included a 2-story, 30,000-square-foot addition, which features expanded EMS bays, a fitness room, apparatus bays, sleeping quarters, classrooms, community rooms, and a new police station complete with offices, a secure room, evidence storage, locker rooms, and an armory. To further support critical operations, the facility complies with NEC Article 708 for Critical Operations Power Systems, ensuring uninterrupted electrical supply. Sustainability and resilience were central to the design, with a solar PV system included to provide renewable energy. The facility also features a dedicated decontamination room, ensuring the safety of personnel and the community. BOZEMAN PUBLIC SAFETY CENTER Cost: $43 Million I Size: 30,000 sq. ft.
